JAMMU, Jan 15: An important meeting of Plus 2 PSC Lecturers’ Association was held here today for threadbare discussion over the long pending demand of career progression/
The meeting was presided over by its President Manjeet Chib and was attended by delegates from different districts including +2 Principals, office bearers and district presidents of Jammu province.
Demanding career progression. the delegates expressed serious concern over the delaying tactics and said that the GAD in its circular No O.M:GAD-SERVOGENL/46/2022 Dated 18-11-2022 asked the Administrative Secretaries to submit the proposal of Assured career Progression but even after passing more than 3 years nothing substantial and concrete has been witnessed so far which is a matter of concern to +2 cadre particularly for direct recruits.
The speakers urged LG Manoj Sinha, CM Omar Abdullah, Chief Secretary Attal Dullo and Education Minister Sakina Itoo to intervene and fulfil the long pending demand of Assured Career Progression. They also raised the issues including amendment in service recruitment rules, implementation of CAT decision in case of Urvashi Parihar & others Vs state and others and updating the combined seniority of +2 lecturers. Speakers expressed concern over according notional / retrospective effect and stressed on the implementation of Govt order No 743 GAD of 2007.
The participants showed serious concern over the delaying approach of Education department in submitting the final proposal of amending/ incorporating Service Recruitment Rules and said that the file is dusting at administrative department for last four years.
During the meet, participants showed concern for not issuing transfer orders of Jammu Province lecturers which is sheer injustice with those serving in remote hard zones for years. They appealed Education Minister to issue transfer orders as early as possible.
Chib said that it was very unfortunate that the teachers of Education Department including Lecturers and Principals celebrated Lohri festival without salary. He urged Omar Abdullah to intervene and release salaries by week end. At the end, M A Katoch the general secretary of the association said that students are the priority and lecturers’ Association is committed to work for quality education. Those who spoke in the meeting included M A Katoch, Rishi Manhas, Pawan Kumar, Dahnveer Singh, Bhadar Singh, Rashid Majeed, Mohd Ashraf Raghunandan, Farooq Ahmed Bhat, Kanchan Sharma and Dr Nazim.
