Projects halted for lack of funds

SRINAGAR, June 28: Out of 10, work on nine bridges, shrines and community centres in summer capital of Srinagar have been halted due to poor funding, non availability of funds or court cases.
This information was given in the Legislative Assembly today by Minister for Public Works Abdul RehmanVeeri in reply to a question by Mubarak Gul. Interestingly the reply by the Minister said an amount of Rs 121 lakhs had been utilized out of Rs 861 lakh funds released for construction of Zaina Kadal bridge before the Irrigation and Flood Control (I&FC) cancelled the No Objection Certificate (NOC).
The work has been stopped on the project, costing Rs 892 lakhs, as the I&FC has not issued new NOC, the reply said adding that as and when NOC is granted work will be resumed.
Though an amount of Rs 140 lakh has been exploded, work has been stopped on foot bridge at Takenwari due to poor funding. The estimated cost of the project was Rs 319 crore. Work on Barbarshah bridge, connecting civil lines with old city, has also been stopped after spending Rs 43 lakhs against Rs 70 lakhs funds released.
The reply said while coming towards the site from Lal Chowk side, there is a mosque on left side and a graveyard on the right side of the proposed approach of the bridge, which can be constructed only after site clearance. Work on shrine of Hazrat Mir Shamus-ud-Din Iraqi at Zadibal was stopped due to poor funding, the reply said adding so far Rs 98.25 lakh have been utilised against the total estimated cost of Rs 309.21 lakh.
Due to court order work on SPS library at Moulana Azad Road, Srinagar, has been stopped though Rs 1352 lakh have been expended on the project involving a total cost of Rs 3040 lakh. Work was also held up for want of possession of land for community centres at Arampora, Dalal Mohalla and Kalamdanpora, the reply said. Work hampered due to non availability of funds for construction of community centre at Daulatabad.
So far Rs 260 lakhs have been utilized against the estimated cost of Rs 371 lakhs. However, work was going on and so far Rs 82 lakhs had been utilized for construction of a community centre at Safa Kadal, the reply said.
