Process initiated for appointment of MGNREGA Ombudsman in Ladakh

JAMMU, May 25: Initiating the process for appointment of Ombudsman under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the Administration of Union Territory of Ladakh has invited applications from the eligible persons from district Leh and Kargil.
The Ombudsman shall be appointed for a tenure of two years, extendable not more than twice by one year each based on a performance appraisal process or till the incumbent attains the age of 68 years, whichever is earlier.
According to an advertisement notice, issued in this regard, applications for appointment as Ombudperson, one post each in Leh and Kargil, should reach the Directorate of Rural Development & PRI, UT Ladakh, Council Secretariat Complex, Kurbathang Kargil latest by June 20, 2022.
The appointment of the candidate shall be made on the recommendation of the Selection Committee constituted vide order number 09-RDD (UTL) of 2022, dated 24-02-2022. Based on the applications received, the selection committee shall prepare a district-wise panel of suitable persons for consideration for appointment as Ombudsman and rank them in order of preference.
No written test or examination shall be conducted while an interview and internal marking system shall be evolved by the Selection Committee to rank persons in order of preference.
Prior to appointment, the panel prepared by the Selection committee shall be published in the official websites of the UT and nodal department to invite comments from the public. On expiry of 30 days of publication, the comments received from general public shall be examined by the Selection Committee and settled within 30 days of the date of expiry of the period of inviting comments.
Selection of suitable person for inclusion in the panel shall be based on consideration of eminent standing and impeccable integrity with atleast ten year of experience in public administration, law, academics, social work or management. Experience in working with people or community organization shall be a mandatory qualification.
In the preference of Ombudsman, preference shall be given to a person resident of the same/neighbouring district so as to take advantage of his/her firsthand knowledge about the district. No person, who is a member of recognized political party or a banned organization shall be considered for appointment as Ombudsman.
The person selected as Ombudsman must be physically active and capable of conducting field tours. The service of the Ombudsman can be terminated by the UT Ladakh on the recommendation of the Selection Committee, which shall record the reasons for the same.
Subject to any notification by the UT administration/MoRD, GoI, the ombudsman shall be allowed compensation in the form of a fee of Rs 1000 per day functioning with maximum upper limit of Rs 20,000 per month.
