Some in Director rank decline induction
*Officers may be eligible for 2015, onward batches

JAMMU, Dec 8: Process for induction of eight Jammu and Kashmir Police Services (JKPS) officers into the Indian Police Services (IPS) has moved into advanced stage with authorities obtaining clearance from the Anti-Corruption Bureau (ACB) for 24 officers excluding those who haven’t given their consent for inductions.

“The Public Service Commission (PSC) will be approached for the meeting once all formalities are completed by the authorities here,’’ official sources told the Excelsior.
Sources said some of the JKPS officers who have been promoted as Directors and other ranks equivalent to IGPs and DIGs as per JKPS new promotion policy have refused consent for induction into IPS as they have already been enjoying higher ranks and grades on Jammu and Kashmir.
One of the officers gave his consent initially but withdrew later. Similarly, the ACB has reportedly denied clearance to one of the JKPS officers in view of certain charges being inquired against him.
“While the ACB clearance covered the JKPS officers of 1999, 2000 and 2001 batches; the inductions may be confined to 1999 batch only in view of limited number of vacancies,’’ the sources said.
Earlier, the MHA had determined a total of eight vacancies for the years 2021, 2022, 2023 and 2024 for appointment in IPS by promotion from Jammu and Kashmir. Five vacancies pertained to the Select List 2021, two for 2023 and one for 2024. No vacancy has been determined for the year 2022. Five unfilled vacancies of select lists of 2015, 2016, 2017, 2018, 2019 and 2020 have been carried forward and re-determined for the year 2021.
These vacancies were re-determined as against 32 vacancies, 27 appointments were notified in IPS cadre of the erstwhile state of Jammu & Kashmir on September 29, 2023. Three vacancies have been determined for 2023 and 2024 due to the retirement of an equal number of IPS officers.
Sources said the JKPS officers once inducted into IPS will be eligible for the allotment of batches, from 2015 and onwards depending upon the vacancies.
Presently, the IPS posts are being filled up with 67:33 ratio i.e. out of total posts of IPS, 67 percent are given to Regular Recruits (direct IPS officers) and 33 percent to State Police Services (induction of JKPS officers into IPS). The UPA Government had changed the criteria to 50:50 but the BJP Government after taking over in 2014 restored 67:33 quota at par with other States and Union Territories.
During past over three years, nearly 44 JKPS officers have been inducted into IPS while in about a decade i.e. from 2011 to 2021, not a single induction was made because of a variety of reasons including legal wrangles.
The promotion of JKPS officers to the posts of Directors in different departments equivalent to the rank of IGP and DIG became possible following amendments made in Jammu and Kashmir Police Services Rules by the Government. As per the Rules, only IPS officers can be promoted as DIGs but there was prolonged delay in induction of JKPS officers into IPS, a result of which not many officers could be inducted.
However, during past over three years, 44 JKPS officers were inducted into IPS after over a decade. But the inductions were not enough and many JKPS officers have been working on the posts of SSPs for a long time and won’t be able to become DIGs unless they are inducted into IPS.
