Officers’ consent, ACB clearance sought

JAMMU, Aug 5: The Police administration has set the process in motion for induction of eight Jammu and Kashmir Police Services (JKPS) officers into Indian Police Services (IPS) by seeking consent from the eligible officers.

Official sources told the Excelsior that the JKPS officers giving consent for induction into IPS will be considered for the process as some of the JKPS officers are now opting for their own cadre promotions where few posts of Directors and Commissioners in the ranks equivalent to DIGs and IGPs have been reserved.
“Only those JKPS officers giving consent for induction into IPS will be considered for the process. Others will be taken up for promotion against the newly created posts of Directors and Commissioners subject to availability (of posts) and eligibility of the officers based on their seniority,’’ the sources said.
Police authorities have also sought clearance from the Anti-Corruption Bureau (ACB) before processing the cases of JKPS officers for induction into IPS, they added.
Jammu and Kashmir segment of AGMUT cadre, as per the sources, has eight vacancies for induction into IPS from JKPS. The vacancies have been determined for the years 2021, 2022, 2023 and 2024.
Five vacancies have been determined for the Select List 2021, two for 2023 and one for 2024.
Sources said five unfilled vacancies of select lists of 2015, 2016, 2017, 2018, 2019 and 2020 have been carried forward and re-determined for the year 2021. These vacancies have been re-determined as against 32 vacancies, 27 appointments were notified in IPS cadre of the erstwhile State of Jammu & Kashmir on September 29, 2023.
Three vacancies have been determined for 2023 and 2024 due to the retirement of an equal number of IPS officers.
“Once all formalities for induction of eight JKPS officers into IPS are completed, the authorities will seek a meeting with Union Public Service Commission (UPSC). The process is finalized by the UPSC in the meeting with senior officers of police and civil administration of the State/UT to which inductions pertain,’’ the sources said.
In July 2021, 14 JKPS officers were inducted into IPS while in July 2023, 31 JKPS officers were given IPS. Forty four vacancies had arisen as no inductions of JKPS officers into IPS took place from 2010 to 2021 due to legal disputes.
Earlier, the UPA Government headed by Manmohan Singh had created special provision for induction of JKAS and JKPS officers into IAS and IPS with 50:50 i.e. out of total vacancies, J&K got 50 percent direct recruits of IAS and IPS and 50 percent from promotion of JKAS and JKPS.
However, with new Government in power, the ‘Mantra’ of ‘One Nation, One Provision’ was implemented and ratio was restored to 67:33 i.e. 67 percent officers will be direct recruits and 33 from promotion quota as was the case in rest of the States/Union Territories.
In 2021, the Parliament passed the Jammu and Kashmir Reorganization (Amendment) Bill, 2021 to merge Jammu and Kashmir cadre of All India Service (IAS, IPS and IFoS) with the AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territory) cadre.
