JAMMU, Feb 16: A delegation of All J&K Plus 2 PSC Lecturers’ Association Jammu, led by its president Manjeet Chib, called on Lt Governor Manoj Sinha and urged him to intervene for implementation of Assured Career Progression scheme on the analogy available to other gazetted services.
As per hand out issued, Manjeet Chib apprised the LG that +2 lecturers are the worst effected intellectual class having high academic and professional credentials but still denied from Non Functional /Time Bound Promotion (TBP) resulting chronic stagnation. Chib informed Sinha that there are no promotion avenues for +2 lecturers and it disturbs the psyche and morale of lecturer fraternity and on the other hand it also adversely effects the work culture in the department.
The delegation informed LG Sinha that the direct recruits who are appointed by the Public Service Commission with grade pay 5400 and entry level 9 in pay matrix, get retired in the same grade and if fortunately elevated to the post of Principal, get the benefit of 200 from GP 5400 to GP 5600 which is sheer injustice and sort of exploitation that must be redressed.
The delegation informed LG Sinha that the Union Territory of Ladakh has recently extended the benefits of Assured Career Progression (ACP) Scheme to the Lecturers of School Education Department strictly as per the guidelines of Modified Assured Career Progression (MACP) Scheme. However, no such scheme has been formulated for +2 Lecturers appointed through Direct recruitment, they added.
While sharing information with media, Chib said that LG Sinha gave very patient hearing and was convinced that the demand was genuine and should be fulfilled on priority basis. Manoj Sinha assured the delegation that the problem of stagnation will be addressed by implementing Assured Career Progression scheme, he claimed.
