Pen down strike by Clerical Staff Association enters into 4th day

JAMMU, Apr 19: A complete pen down strike for the fourth consecutive day was observed in all the Government offices/PSUs/semi Government offices across the State on the call given by Jammu, Kashmir and Ladakh All Departments Clerical Staff Association to protest against the recent statement of the  Finance Minister categorically refusing  to remove the Pay anomalies of clerical cadre with the implementation of 7th Pay Commission.
In Jammu,  the strike was led by  Babu Hussain Malik, Ravi Singh Bhau and Nazir Ahmed Bhat who announced that the next course of action will be intimated shortly after a joint meeting of all the factions of clerical cadre at State level. They  appealed to all the clerical cadre employees to be ready for the full and final agitation to get the genuine rights of the clerical cadre.

They  described the recent statement of Finance Minister as disheartening for the clerical cadre and alleged that  the Finance Department was  always biased towards clerical cadre and showering all fortunes on other cadres. “The Finance Minister has compelled the clerical cadre to come on streets to get their genuine rights. Despite  high qualification and more responsible and sensitive working conditions,  clerical cadre is treated as bonded labourers and given step motherly treatment in terms of pay and perks,” they alleged.
All the representatives in one voice appealed to the Government to implement the landmark judgement of the  High Court vide SWP No. 3058/2015, M.P. No. 01/2015 and subsequently contempt petition No. 25/16 to implement the orders of the  High Court in letter and spirit regarding removal of pay anomalies of the clerical cadre at an earliest.
The main demand of the  cadre  is removal of pay anomalies of clerical cadre by giving grade of 4000-6000 to Junior Assistants and 4500-7000 to Senior Assistants and 5500-9000 to Head Assistant and Junior Stenographers notionally w.e.f. 01.01.1996 and monetarily w.e.f. 19.02.2003. The other demands include DPC  in all the departments after every six  months and reorganization of the clerical cadre outside the Civil Secretariat on the pattern of Accounts cadre and Planning cadre.
