PCC delegation calls on Governor, demands early ULB polls

JAMMU, Mar 7:  A delegation of Congress party led by PCC  president  Ghulam Ahmed Mir met the Governor  NN Vohra at the Raj Bhawan here today.
The delegation discussed the overall scenario prevailing in the State besides various issues of broader public concern of three regions of the J&K besides different matters confronting various sections and categories of people.
The delegation comprised of senior vice president of PCC Sham Lal Sharma, Rigzin Jora-CLP Leader, Dy CLP Leader Aijaz Khan,  Jugal Kishore Sharma-CLP Leader Upper House,  vice presidents PCC – Mula Ram,  GM Saroori,  Raman Bhalla, Haji Abdul Rashid, PCC chief spokesman Ravinder Sharma and  general secretaries  Manjit Singh and Vikram Malhotra.
The delegation favoured holding of early elections to the ULBs and Panchayats in order to set up a fully empowered Panchayat Raj system in the State. The State Panchayat Raj Laws were amended during NC-Congress regime incorporating the provisions of 73rd and 74th amendment so that the basic democratic institutions are further strengthened and powers democratized and decentralized to the grass root level.
The delegation discussed the measures to streamline the system of voter lists and rotation  of wards as per provision of reservation for women, SC/ST and process of delimitation, as per law.
The delegation expressed grave concern over the  prevailing unrest amongst the people with regard to the   availability of ration following the process of implementation of NFSA and demanded that the entire system be streamlined besides ensuring the existing scales of quota of ration. Various shortcoming in  the system were brought to the knowledge of the Governor, in this regard, due to the haphazard procedure adopted in the matter by the previous PDP-BJP Govt.
The members raised the issues of daily wagers, casual, need based and such other categories of workers in different departments and other categories of employees seeking regularization like NYC, KGBV, gender coordinators, temporary teachers and others. The issue of refugees of 1947, 1965 and 1971 was raised whose package of over 9000 crores was recommended to the Centre and other benefits like reservation to their wards etc. The issue of farmers suffering on account of  damages caused to their crops due to hail storms was also raised during the meet.
The PCC members discussed various other issues including  land acquisition in  Akhnoor- Sunderbani  belt, issue of  de-silting in Ramgarh area, issues of SC/ST in services, the problems of unemployed youth and recruitment policy, better facilities for pilgrims including  Vaishno Devi yatra besides security related issues of political leaders.
The Governor gave a patient hearing during over a hour long meeting and deliberated upon the suggestions put forth in the matters.
