RAMBAN, Sept 20: Police here today registered a case against the owner of Hotel Pine Heritage, Patnitop, for violating provisions of the Foreigners Act, 1946, by failing to report the stay of a foreign national.

A case in FIR No. 65/2025 under Sections 7 and 14 of the Foreigners Act, 1946, has been registered at Police Station Batote against Shamsher Singh Manhas, owner of Hotel Pine Heritage, Patnitop.
The case pertains to the non-filling of Form C-online during the stay of a foreign national lady, Tuuli Lehmusjaervi, a citizen of Finland, who stayed at the hotel from July 17, 2025 to August 29, 2025.
Despite legal obligation, the hotel owner failed to submit the mandatory Form-C online to the Foreigners Registration Office (FRO) within the stipulated time period. This constitutes a violation of Sections 7 and 14 of the Foreigners Act, which mandates timely reporting of foreign guests by accommodation providers.
Ramban Police has reiterated that hoteliers, guest house owners and landlords accommodating foreign nationals must strictly adhere to the legal procedures for reporting their stay to the authorities and any lapse will invite legal action as per the law.
