JAMMU, Oct 17: The members of Jammu and Kashmir Panchayat Conference and J&K Panchayat Coordination Committee have said that Panchayat members in the State are feeling deceived after the Government announced postponement of Block Development Council elections for indefinite period.
Talking to media-persons here today, convenor of J&K Panchayat Conference, Shafiq Mir said that announcing indefinite postponement of BDC elections the State Government has deceived the Panchayat members in the name of so called empowerment of the Panchayati Raj Institution in the State. Mir pointed out that prior to announcement of postponement of BDC elections, a senior member of the State Cabinet and Congress Core Committee, approached JK Panchayat Conference with assurance that they wanted to get BDC polls deferred on a time bound for implementation of 73rd Amendment of Indian Constitution regarding Panchayati Raj in J&K State.
For this, the senior member of Congress Core Group had sought support from the Panchayat representatives which was extended to him provided that elections shall be postponed on time bound manner and 73rd Amendment is implemented in letter and spirit. It was also assured by the committee member (a minister) on October 12 that BDC polls would be postponed on time bound with maximum period of 30 days.
On this JKPC had extended full support to Congress Core Group but unfortunately, after postponement of BDC elections State Government as well as Congress Core Group is silent about the time frame for fresh elections and implementation of 73rd Amendment in totality which indicates that State Congress has deceived Sarpanchs/ Panchs in the name of 73rd Amendment in totality through which they paved way for cancellation of BDC polls.
While giving one month deadline to the State Government, general secretary of the JKPC Anil Sharma said if the fresh dates of the BDC polls were not Announced with full implementation of 73rd amendment within 30 days, the organization would launch State wide agitation. He also demanded honorarium for the Sarpanchs and Panchs.
