6 JDA officials attacked by Gujjars, injured

274 kanals land retrieved, case registered

JAMMU, Apr 11: Half a dozen officials of Jammu Development Authority (JDA) including a Superintending Engineer and a Junior Engineer were injured when a group of Gujjars attacked them with stones and lathis after they retrieved 274 kanals land from the encroachers at village Kirpalpur in Phallayan Mandal area under the jurisdiction of Satwari police station this afternoon.
Police have registered an attempt to murder case at Satwari police station against 15 Gujjars, six of whom have been identified. Police conducted searches for them but all of them were absconding.
Official sources said a JDA team headed by its Vice Chairperson Ms Sarita Chouhan and Director Land Management Babu Ram had gone to Kirpalpur in Phallayan Mandal area following reports about encroachment on JDA land by the Gujjars.
Few days back also, the JDA team had visited the village.
Sources said a total of 274 kanals land has been retrieved in the villages from the possession of encroachers. Some structures, constructed by the encroachers, were also demolished.
“Today, when the JDA team was inspecting the retrieved land and its Engineers were busy identifying the spot for fencing to protect JDA land, the Gujjars started pelting stones on them and attack them with lathis’’, sources said, adding that half a dozen JDA officials including Superintending Engineer Tilak Raj were injured.
Police parties led by SP City (South) Rajeshwar Singh, SDPO Gandhi Nagar ML Kaith and SHO Satwari Abid Rafiqi rushed to the spot. Injured officials were admitted to the Government Medical College (GMC), Jammu.
Police parties with the help of field staff of JDA officials have identified five to seven Gujjars, who were involved in attack on the team. A total of 15 Gujjars had attacked the JDA team, police said, adding that a case under Section 307 RPC (attempt to murder) has been registered against all the accused at Satwari police station for further investigations.
Police parties conducted raids at Kirpalpur and several other places adjacent to it in Phallayan Mandal in search of the accused. However, all of them were absconding and have not been arrested so far.
Few days back, Vice Chairperson JDA Ms Sarita Chouhan and Deputy Commissioner, Jammu Sanjeev Verma had visited Ragoora and other places and vacated a large chunk of Government land from the possession of encroachers.
Sources said police personnel have been deployed at village Kirpalpur in Phallayan Mandal area to ensure that retrieved land was not captured again by the Gujjars.

India, Pak to hold talks on Siachen

NEW Delhi, Apr 11:
Building on current thaw in their relations, India and Pakistan will hold discussions within two months in a bid to resolve long-standing disputes of Sir Creek and Siachen.
Resolving the dispute over Sir Creek, the 96-km strip of water in the Rann of Kutch, is regarded by both sides as “doable” and the Surveyor Generals of the two countries will resume their discussions on it. They had last met in May.
Defence Secretaries of the two countries are expected to take up the Siachen issue within the same time frame. They had also met in May last year.
During last meeting on Sir Creek, the two sides had discussed the land boundary in that area and the delimitation of International Maritime Boundary between Pakistan and India.
They had also exchanged non-papers in order to take their discussions forward with a view to finding an amicable settlement of the issue.
In the months ahead, if progress is made towards resolving issues like Sir Creek, it may pave the way for a visit by Prime Minister Manmohan Singh to Pakistan. (PTI)

CBI registers PE in Singh’s bribe claim

NEW DELHI, Apr 11:
The Central Bureau of Investigation (CBI) today registered a preliminary inquiry into Army chief General V K Singh’s allegation that he was offered a Rs 14 crore bribe by an equipment lobbyist to clear ‘sub-standard’ trucks for the Army.
“Preliminary inquiry has been registered into the Army chief’s bribe allegation. General V K Singh sent his written complaint yesterday,” the CBI sources said.
Gen Singh, in an interview last month, alleged that he was offered a Rs 14 crore bribe to clear a deal for purchase of ‘sub-standard’ Tatra trucks for the Army in September 2010 and he had informed Defence Minister A K Antony about it.
The Defence Minister had recommended a CBI probe into the allegation made by the Army chief.
Gen Singh had named Lt Gen (retd) Tejinder Singh in his complaint.
However, Tejinder Singh has refuted the allegations and filed a defamation suit against the Army chief and four other officials.
After the Army chief’s allegations, the CBI had conducted searches in Delhi and Bangalore after registering a case in the alleged irregularities in Tatra-Bharat Earth Movers Limited (BEML) deal under which all-terrain vehicles were supplied to the Army.
The probe agency has ‘examined’ three BEML officials in connection with the alleged irregularities in the procurement of Tatra trucks.
BEML’s finance and vigilance officers were ‘examined’ by the CBI sleuths to understand the deal and other related issues.
They were asked the reasons behind BEML’s signing the contract with Tatra Sipox UK, which was not the original manufacturer, in 1997 and its subsequent renewal in 2003.
The deal was in alleged violation of defence procurement rules that stipulate purchases should be done directly from original equipment manufacturer only, the sources added.
The BEML officials were also asked about payments modes adopted for Tatra Sipox UK like the change of currency from dollar to euro.
The agency has also questioned Ravi Rishi, who owns the Vectra Group and has a majority stake in the Tatra trucks, in connection with the case.
BEML buys Tatra parts from Vectra and assembles trucks in Bangalore that were then sold to the Army.
Gen Singh had questioned the procurement process and the maintenance facilities related to Tatra trucks. (UNI)

Pak national held on IB

JAMMU, Apr 11: A Pakistani national was arrested while he infiltrated into the Indian territory via Indo-Pak International Border in Pargwal area of Akhnoor last night.
“Army troops late last night arrested a Pakistani national while he crossed over to this side from forward Hamirpur village,” official sources said.
They said his identity was ascertained as Mohd Tanveer, 24, son of Wazir Masih, resident of Qamrawala, Sialkote, Pakistan.
“No document or any incriminating material was recovered from his possession and this morning he was handed over to Police Station Pargwal,” they added.

Maharashtra not to foot Kasab’s Rs 19 cr security bill, wants waiver

MUMBAI, Apr 11:
Maharashtra Government has refused to foot the Rs.19.28 crore bill sent by ITBP towards reimbursing expenses for guarding 26/11 terrorist Ajmal Kasab lodged in the Arthur Road jail here and wants Centre to waive the amount.
Home Minister R R Patil today said the state government has requested Centre to waive the Rs.19.28 crore bill sent to it by the Indo-Tibetan Border Police (ITBP), a central para military force.
“What Kasab and his associates did is an attack not only on Mumbai but an attack on India and it is unfair to ask the state government alone to bear the burden,” Patil told the Legislative Council.
He was replying to a query raised by Shiv Sena member Ramdas Kadam during a discussion on calling attention motion.
The Home Minister said the State Government has been making payments towards food and medical care of Kasab, besides the salaries of the state policemen guarding him.
“Rs 5.25 crore was spent on the foolproof jail structure where the Pakistani terrorist is lodged. Apart from it, the government has spent Rs 34,975 on food, Rs 28,066 on medical facility, Rs 1.22 crore on the salary disbursed to the policemen guarding the jail where Kasab is kept,” Patil said.
The ITPB was deployed in the jail in the run-up to the 26/11 trial, held in a special sessions court set up in the jail premises.
In 2010, the home department sought an extension for the deployment of the ITBP which comprised around 200 commandos, armed with sophisticated weaponry and communication equipment, for guarding 24×7 the lone surviving Pakistani gunman in the 2008 Mumbai terror attack. (PTI)

Relief holders’ dharna continues

JAMMU, Apr 11: The chain hunger strike launched by Kashmiri migrant relief holders and over aged youth in front of Relief Commissioner’s office entered 12th day today.
Protestors raising slogans against Government warned to intensify the agitation in case Government failed to take decision regarding enhancement of relief. They criticized the Government for its failure in settling the problems of the relief holders and over aged youth who are the worst sufferers of the turmoil.
They said that except the false promises the Government has failed to do any thing concrete to settle the problem.
They said the Government failed to take up the issue during recent Cabinet meeting or with the visiting Union Home Minister, P Chidambaram yesterday.
Muslim Migrant Welfare Committee president Basharat Hussian, Secular Front leaders Ashok Ji Dhar and S L Kaul, Kashmiri Muslim Migrant President Sheikh Fida Hussian and Nazir Ahmed Lone, Ashwani Bhat president J&K Welfare Society and chairman J&K Thinkers Forum, Kuldeep Pandita also supported the relief holders demand.
Meanwhile the dharna launched at Jagti Camp by relief holders entered 16th day today.

APSCC’s plea to Home Minister

SRINAGAR, Apr 11: A delegation of All Parties Sikh Coordination Committee (APSCC) called on Union Home Minister, P. Chidambaram during the latter’s one day visit to Jammu on April 10 and projected the demands of the Sikh community.
In a press release, the APSCC chairman, Jagmohan Singh Raina said that demands of Sikhs with respect to employment, education and other sectors have not been fulfilled by the State Government. He said Sikhs have been denied reservation in all sectors, adding that this has dented their psyche. He urged the Home Minister to intervene and get these issues solved at the earliest.
He said that time has come when Government should resolve issues like employment package, extension of minority Act to the Jammu and Kashmir, general amnesty to hijackers as done in case of Hashim Qureshi, fresh probe into Chattisinghpora massacre and central authority for providing state subject at par with Kashmiri migrants. He said if the demands are not met the Sikhs would be forced to come on roads and launch agitation.

PHE employees’ chain hunger strike enters 10th day

JAMMU, Apr 11: The ongoing chain hunger strike of PHE Employees, organised under the banner of PHE Workers Welfare Association enters 10th day today.
The PHE employees chain hunger strike, started on April 2, 2012 in support of the long pending demands of the employees, which were already discussed and agreed in to principle by the concerned authorities of the Department.
Addressing the agitating employees, provincial president of the association, Thakur Bakshi Singh, stressed upon the Government to resolve the issues and demands of the employees without any further delay to avoid any type of confrontations, otherwise they would be compelled to start Kaam Choro Hartal from April 20, 2012 throughout the Jammu Province for which State Government would be responsible.
Those who addressed the gathering were Shiv Lal Pathania, Ravi Kumar, Arun Singh, Rajeev Singh and many others.

OBC Mahasabha to take out ‘Mashaal rally’ on Apr 17

JAMMU, Apr 11: Other Backward Classes (OBC) Mahasabha has decided to take out peaceful Mashaal Rally (Torchlight procession) on April 17 from Press Club to Parade Jammu in protest against neglect of OBC at the hands of the Government.
This decision was taken in a general meeting of United Forum of OBCs under the banner of OBC Mahasabha, which discussed in detail the problems being faced by the constituents of OBC Mahasabha.
The speakers criticized the Government for framing Reservation Act 2004 and Reservation Rules frames vide SRO 294 of 2005 and described that as a joke with State OBCs as castes and communities among the Muslims, Hindus and Sikhs who have faced discrimination since centuries together were left high and dry with a meager 2 percent reservation instead of 27% as per verdict of Supreme Court of India on Mandal Commission report.
They said OBC advisory board constituted in the State in 2009 has also proven as a lollypop to the State OBCs and nothing till date has been done by State rulers for the development of OBCs. They demanded change of nomenclature from OSC to OBC; review of Income slab from Rs 3 lakh to Rs 9 lakh for identification of Creamy Layer section; Political reservation etc.
The meeting among others was attended by Bansi Lal Choudhary, Ajudhiya Kumar Manawa, Kasturi Lal Basotra, Vaishno Dutt Dogra, Lal Deen Tobey, Mohd Amin, Surech Dogra, Murari Lal Balgotra and Raj Kumar Sodi.

ADB team’s 2-day visit concludes

SRINAGAR, Apr 11: A team of Asian Development Bank team that had come to review the preparedness of tranche-II projects of JKUSDIP (Jammu and Kashmir Urban Sector Development Investment Programme) being executed by Jammu and Kashmir Economic Reconstruction Agency (JKERA) concluded its two day visit to the valley.
In a press release issued here, a spokesman of the ERA said that the team carried out a meeting with Saurabh Bhagat, Chief Executive Officer, ERA. The team was briefed about the preparedness for the major projects which are proposed to be taken up by JKERA under the tranche-II of the Asian Development Bank funded JKUSDIP.
The projects being carried out include construction of Jehangir Chowk-Natipora expressway corridor in Srinagar and construction of Bikram Chowk expressway corridor in Jammu. Besides this construction of multi-level parking facility in Srinagar and some water supply and drainage projects in Jammu and Srinagar was also discussed during the meeting.
The team was told that the projects are estimated to cost around Rs 800 crore. They were told that as part of the rehabilitation measure the displaced shopkeepers have been paid compensation of Rs 12 lakh in lieu of income loss and shifting grant. These people have been rehabilitated in the shopping complex constructed by Srinagar Municipal Corporation.
The visiting ADB team comprising of Atsushi Kaneko, Senior Urban Development specialist (ADB) and Ron Slangen Urban Development Specialist (ADB) expressed overall satisfaction with the progress achieved by J&K ERA on resettlement and other aspects of the project.
The meeting was also attended by Khalid Muzaffar, Director Central, J&K ERA, O.P Dubey, Director Urban, J&K ERA, Shagufta Qazi, Director Finance, J&K ERA and other senior officers of J&KERA and project support unit of Asian Development Bank.
