Non-Camp DCC holds meet, highlights demands

JAMMU, May 1: Non-Camp Displaced Coordination Committee today held a meeting under the chairmanship of its chairman, DN Kissu, to take stock of the political and other developments in the State.
While addressing the gathering, Kissu said that PM’s rehabilitation package of 1500 crore has remain unimplemented and the ex-gratia paid to the displaced KPs for the burnt properties has been partially paid.
He urged the Government to immediately remove the draconian condition attached with PM’s special employment package for the displaced youth and pay the assessed amount for the gutted properties immediately.
The members of the Committee demanded that the displaced Kashmiri Pandits living in rented houses be allotted quarters at Jagti or the feasible rent be paid to them.
They also expressed concern that there is a large segment of displaced population which has become overage or are ineligible for PM’s employment package for one reason or the other, be given a one time grant of Rs 25 lakh for doing their own business.

Bhalla releases ‘Preet Lari, ‘Maa Sheran Wali’

JAMMU, May 1 : Stressing on strengthening of State’s rich, floristic, ethos, amity and brotherhood,  Minister for Revenue, Relief and Rehabilitation, Raman Bhalla today underlined the need for unified approach by all to achieve peace and progress.
Mr Bhalla was releasing two books of Mohan Dogra included ‘Preet Lari’ and ‘Maa Sheran Wali’ at function organized by Nami Dogri Sanstha at K L Sehgal hall at Abhinab Theatre
Senior Advocate Sham Sunder Lehar, Additional Secretary Cultural Academy,. Savita Bakshi, President Nami Dogra Sanstha Harish Kaila, renowned artists Yash Pal Yash besides writers, poets and artists in large numbers were present on the occasion.
Mr. Bhalla said that the cultural diversity of the State and richness of literature in different languages have contributed a lot in developing love bonds between various cultures and areas. He said that literature speaks about a civilization and is rich historic treasure to know in detail about the life style of a people and the area.
The Minister said that ‘Preet Lari’ and ‘Maa Sheran Wali’ are the collections of Dogri poetries and Bhajans which are bound to create interests in the literary circles.
The Minister greeted the Mohan Dogra and Nami Dogri Sanstha for coming up with such type of books to boost the Dogri through their write ups. He lauded the effort of writer for bringing out very useful and informative books, saying it will equip the readers with all relevant information of the Dogri poetries and Maa Saheran Wali Bhajans. He said journals of this kind are need of the hour to guide younger generation about their culture particularly towards gainful academic and professional fields as per their aptitude, talent and interest.
He stressed on translation of the books also and said that such books should reach to market so that the people can read them as the books are an eye opener and can remove the darkness form one’s life.

Rallies, protests mark May Day in Valley

SRINAGAR, May 1: In connection with the World May Day, functions, rallies and protests were held here today. Daily wagers, workers, Anganwadi workers and helpers and labourers raised protest in support of their demands. They impressed upon the State Government to fulfill their demands.
Addressing a rally at Regal Chowk, Centre of Indian Trade Unions (CITU), state President and MLA Kulgam, Mohammad Yousuf Tarigami said that the working class continues to suffer in the modern times. He said the working class has been subjected to different types of ill-treatment at the working place.
Tarigami said the woes of labourers, who are engineers of economic prosperity, are on the increase. He underlined the necessity for wider unity among the working people for reversing the disastrous neo liberal economic policies. He said there is no room for any illusion, adding that only united struggle of the toilers can force the Government and employers to concede the genuine demands of the working people.
Tarigami was not allowed to take out a protest rally from Sher-i-Kashmir park and stopped by the police near the Regal Chowk while heading towards the main areas of the city centre.
Meanwhile, thousands of Anganwadi workers and helpers, ASHA workers, PDD daily wagers, Horticulture Non-Gazatted Employees Union, Agriculture daily wagers and casual workers union, Kishan Ganga Power Project, floriculture casual labourers union, SKICC employees union, Aircel Land Ousters and Security Guards Workers Union’, Jammu and Kashmir medical and Sales Representatives Association gathered at Sher-i-Kashmir to observe ‘May Day.
The protesters were carrying banners, placards and shouting slogans demanding concrete measures to contain price-rise, creation of employment, strict enforcement of basic labour laws, social security for toilers, abolition of contractual working system, amendment of Minimum Wages Act and fixation of statutory minimum wage of not less than Rs 10,000 per month and pension for all.
Addressing a May Day rally organized by Jammu and Kashmir Coordination Committee of Trade Unions (JKCCTU), Mohammad Maqbool President, JKCCTU said that anti-working policies are being dictated by the imperialist finance capital. He said this has created a huge gap between the poor and the rich.
“The sky rocketing of the prices, rising unemployment and corruption at high places have made the lives of working class people miserable. Policies of outsourcing, privatization and casualization of jobs have made matters worse and there is nobody who would look into this aspect of the exploitation of the working class,” said Maqbool.
Rallies were also organized by Mazdoor Union, Jammu and Kashmir Trade Union Centre and Casual Workers Association of SKIMS-Bemina in connection with the World May Day. Hundreds of labourers from across the valley participated in these rallies.

35 vehicles seized

SRINAGAR, May 1: Police Station Kothi Bagh has seized 35 vehicles including 11 four wheelers and 24 bikes from different parts of the Kashmir valley.
A police spokesman said that the vehicles seized belong to the different automobile companies. He said the vehicles have been kept in the premises of Police Station Kothi Bagh for identification of the lawful owners.

JAMMU, May 1: Former Union minister and MLA Jammu West, Prof Chaman Lal Gupta, has said that for the full growth and promotion of Industry in this part of the country, abrogation of Article 370 from J&K was must.
Speaking to the Excelsior on the sidelines of  a function organized at the Chamber Bhawan on taking over the charge by newly elected body led by Y V Sharma here today, Prof Gupta said that for the full growth and promotion of industry in the State, abrogation of Article 370 was must. No big industrialist would like to invest here with the long term policy under such a law/ bindings. Some industrialists came here and showed interest to invest just for the lure of incentives.
“Let the incentives be stopped they will wind up and go back. This way the State is not going to take much advantage. Our youth will not be able to get secured job for any long. The Government can not offer more jobs when you have over six lakh unemployed educated youth in the State. Let the Indian Constitution flow freely in this part of the country and then see the response of the industrialists from outside”, Prof Gupta maintained.
The State Government will have to think on the lines to provide uninterrupted 24 hour power supply to the industry. More facilities and favourable and industry- friendly atmosphere is needed to be created which is still missing. Traders are faced with a lot of problems which are yet to be removed.
“I hope new team which is capable and experienced, would concentrate on the major issues of  the traders and industrialists and get them addressed in near future. Our support will always be there to the Chamber team and the trading community”, stated Prof Gupta.
Earlier, re-elected Chamber president Y V Sharma, secretary general  Arun Gupta (younger brother of Prof Chaman Lal Gupta), senior vice president Sham Lal Langar, junior vice president, Anil Gupta, secretary Deepak Aggarwal and treasurer Bharat Bhushan Gupta, were garlanded profusely and facilitated by the unions of many markets/ Bazar associations and individual businessmen and industrialists. Several prominent persons of the city were also present.
Devinder Singh Rana, Political Advisor to Chief Minister, also visited the Chamber House and extended greetings to the newly elected team. He spent some time with the elected body and offered full support from the Government to this premier body of traders.
Y V Sharma told media-persons that  he would concentrate on the important issues of the traders and industrialists and try to come up to their expectations. He said early completion of Jammu beautification projects including Gandola from Mubarikmandi, artificial lake, parks at the Tawi banks, additional fly-overs/ express ways, creation of more parking lots will be their priority. The team will move ahead in consultation and try to find solution to the various issues of the community.
Mr Sharma said the entire team has taken over the charge of the new office today and it would work like a single unit for the welfare of the members of trade and industry.

Jora, Spalbar call on Azad

NEW DELHI, May 1: The Chief Executive Councilor, Rigzin Spalbar, Tourism Minister, Nawang Rigzin Jora and former Union Minister P Namgial today called on the Union Health Minister Ghulam Nabi Azad here to reiterate the pending proposal of sanctioning medical aid centres and upgradation of existing key medical centers in some of the remote hamlets of Leh district.
Highlighting, the shortage of doctors in the district, they sought Centre Govt.’s intervention in filling up of the vacant posts at the earliest. They also gave a detailed progress report on the ongoing construction work of the different blocks of new building of SNM hospital.
Giving utmost importance to health sector in the district, the Union Health Minister assured to personal visit Leh by end of this month to take stock of present medical facilities and short comings in this sector.
Later, CEC met Joint Secretary, Ministry of Home Affairs K S Skandan, at North block and urged him to sanction the project for training of Leh nallah on an urgent note considering the heavy snowfall at Khardong-la this winter that pose a threat of over flow of water in the nallah.
On the request of CEC, the Joint Secretary rang up the different wings of concerned deptt and instructed them to study and clear the technical aspects of the project at the earliest possible.

JAMMU, May 1:  Many trade union bodies paid rich tributes to the martyrs from Labour class in Chicago (USA) in 1886,  in a large number of functions and rallies organized across the State to observe Labour Day today.
India National Trade Union Congress (INTUC) organized a large rally in this connection under the leadership of  Shiv Kumar Sharma State president INTUC at Satwari here today. Minister for Revenue Relief and Rehabilitation, Raman Bhalla was the Chief Guest. Raghubir Singh Chib, general secretary INTUC presented the charter of demands on the occasion.
Mr Bhalla while speaking on the occasion paid tributes to the martyrs of May Day and said that he was well aware of the major issues  of the workers class in the state. He promised that he will certainly take affective measures to get the demands settled at all concerned levels. Mr Bhalla said working class is the backbone of democratic set up  and their demands are needed to be addressed properly. The main issues projected by Mr Chib and Shiv Kumar Sharma included full implementation of 6th Pay Commission report, enhancement of gratuity in favour of PSU workers, enhancement of retirement age, grant of field service concession, mess maintenance allowance and counter insurgency allowance to defense civilian employees etc.
State Central Labour Union organized a function at National Conference Bhawan, Residency Road  here to pay tributes to the martyrs of Chicago, protesting and demanding  holiday at the week end. The function was organized  under the leadership of Nar Singh president of the union. Former Minister and additional general secretary of the NC, Dr Mustafa Kamaal was  the chief guest. Minister for  Industries and Commerce S S Slathia, Ministrer for Higher Education Abdul Ghani Malik, provincial president of the party Rattan Lal Gupta besides several other leaders were also present.
Dr Kamaal paid tributes to those who laid down their lives at Boston/ Chicago while fighting for the cause of labour class. He said labourers are most important part of the society and this party has always fought for their cause. Referring to the love and affection of Sher-e-Kashmir Sheikh Mohd Abdullah towards this class, Dr Kamaal said NC is the party of peasants, labourers and dowen trodden people. Mr Slathia, Mr Malik  and Rattan Lal Gupta also spoke on the occasion and paid their tributes to the martyrs. Nar Singh submitted a memorandum with charter of demands to the Industries and Commerce Minister, seeking abolition of  contract system, implementation of SRO 43 in PSUs, implementation of 6th Pay Commission and pension system in the PSUs, upgradation of ESI at SIDCO complex Bari Brahmana, regularization of daily wagers etc.
Former Chief Minister and PDP patron Mufti Mohd Sayeed  while describing workers as hands of the Government said that his Government tried to address all the issues of the employees and workers in the State. Addressing  a function organized by JKPDTU president Suresh Sharma here today, Mr Sayeed remaided that his Government had made it sure that all just and genuine demands of the workers would be addressed without any delay. He said during his regime, over 70,000 RET teachers and 30,000 Anganwadi workers  were appointed and this was done in transparent manner. He said there is need to provide major share of employment to the local skillded and semi-skilled youth in the industries here.
Former DyCM Muzaffar Hussain Beig called upon the Labour wing to protest interests of the working class. He said the working class was the back bone of any economy. Beig said PDP put lot of efforts to bring industry in the State and seek investment from outside but the interests of the local labour class were given first priority. He said a condition was imposed on the industrialists that major share to employment would go to the locals. JKPDTU president Suresh Sharma sought political empowerment of labour class holiday on May Day and implementation of  Labour Laws in J&K. Senior leaders Rangil Singh, T S Bajwa, Ved Mahajan, Balbir Singh, Daman Bhasin, Falail Singh were also present.
Panthers Trade Union organized a function at Railway Station to pay their homage to the workers who were killed by police at Hay Market Square, Chicago during 1886 demanding holiday at the week end and eight- hour working day. Function was organized by Daljit Singh chairman PTU while working chairman of  the party and MLA Harshdev Singh was the Chief Guest.
While paying tributes Harshdev Singh said it was on May 3and 4, 1886 that thousands of workers demonstrating peacefully in support of their demand at Chicago were killed in brutal police firing. Thereafter, reign of terror was let lose by police over Chicago and thousands of people arrested without charges, homes were ransacked and many workers were tried in courts and were convicted without evidence. Two-minute silence was observed by all during the function. The speakers projected the demands of the labour/ worker class who are agitating since long.
Centre of Indian Trade Unions (CITU), J&K State Committee observed May Day in a function organized near Press Club here today. All the workers hold red flags raised slogans in memory of martyrs of Chicago and also in support of their demands. Later, a May Day rally was taken out which started  from Press Club and after passing through Jewel Chowk, Gumat City Chowk and Shalamar Road culminated at Indira Chowk. Om Parkash,  general secretary and Sham Parsad Kesar senior leader of the CITU addressed the gathering. They raised the issues of the working class and urged the government to address their genuine and justified demands.
Chenab Hydro Power Project Workers Union observed Labour Day in a function organized at Kishtwar. A rally was taken out in the town under the leadership of Javed Ahmed Zargar. It was taken out from Bus Stand and after passing through main market culminated at Char Chinar. The workers were raising slogans in support of their demands and also recalled sacrifices of Chicago martyrs. They demanded hike in the daily rate of the workers in view of soaring prices of every commodity.
United Forum of Central, State  and Public Sector Trade Unions (J&K) organized a seminar in connection with the Labour Day on the topic “ The role of Trade Unions in the present scenario and exploitation of labour’’. The leaders, representatives, workers from  nearly 35 organisations of  Central, State and PSUs including Banks, Insurances, NHPC, BSNL, AG Office etc. participated in the seminar. Several leaders and workers paid their rich tributes  to the martyrs which sacrificed their lives for seeking 8-hour working day in Chicago.
The speakers including  Ram Kumar Sharma,  Ashwani Pardahn, Mohd Gafoor Dar, Rafiq Khaniyari, Arun Kumar Gupta, Balwan Singh Jamwal, Kulwant Singh, O P Azad, Parshotam Sharma, Babu Hussain, Bharat Bhushan Nirmal Rattan, Yash Pal, Dr Ghanshyam Singh, Pritam Singh, Balkar Singh N K Dogra and others expressed their views about the role of Trade Unions and exploitation of labour class. Some of them pointed out that trade unions were losing democratic character and were going towards the concessionbal demands only. They said the purpose of these unions to work for social and economic transformation.
J&K Coordination Committee of Trade Unions also organized a rally at Rani Park, Parade  here today.  Leaders of  the Union Ram Kumar Sharma and Gurmeet Singh while speaking remembered the martyrs of Chicago who laid down their lives for the cause of workers class. They demanded stoppage of  the policy of outsourcing and contractual labour besides regularization of daily rated workers. They also projected demands of the State government workers.
National Mazdoor Conference (NMC) leader Subash Shastri stressed upon the formulation of a National Pay policy and said that any Pay Commission announced by Centre should cover all the States automatically. He said due to lack of any such policy, the workers class is made to suffer and come out on the roads and resort to agitations. The Governments at Centre and  State level should seriously think on these lines.  He was addressing May Day rally at Brahman Sabha, Parade  here today. The workers assembled  paid rich tributes to the martyrs of Chicago.
Mazdoor Union observed Labour Day by organizing rally in Srinagar city today. It commenced from Municipal Park  A large number of workers from various districts participated in this rally. Several Trade Union leaders  including Bashir Ahmed Bashir and Mohd Ramzan Kralpuri  addressed the gathering and paid tributes to the martyrs of Chicago (USA).   They said it was time for the labour class to join hands  and formulate a strategy that would not only redress the problems faced by this class but also made it extremely constructive for the whole society. They emphasized the need of honouring the rights given to the labour class by the constitution.
Mazdoor Dasatkar Union led by K R Panotra organized a function at Trikuta Complex B C Road  while PHE Workers Welfare Association led by Bakshi Singh & Subash Verma  at PHE Complex, B C Road. The workers and their leaders paid tributes to the martyrs and lauded their contributions.
JKTUC, Mahila Wing led by Lalita Sabherwal observed May Day as Demands Day in the memory of those who sacrificed their lives in Chicago while fighting for the rights of Labour class. The Mahila workers paid their rich tributes to the martyrs. The speakers stressed for uprooting  problems of child labour, unemployment, poverty, economic imbalances, corruption, population explosion etc.
INTUC unit Kishtwar held a function at NHPC complex under the leadership of Raj Kumar Badyal. A large number of  NHPC workers attended the program and paid their tributes to martyrs. The issues of labour class in the area were also projected strongly. They speakers condemned the harassment  of project workers by the NHPC authorities and alleged that Labour Laws were being violated with impunity. Mohd Iqbal Shah, Sajjad Hussain, Shokat Ali also addressed gathering.
INTUC Udhampur wing organized a function at PHE complex Udhampur and then took out a rally in the town under the leadership of  Som Nath, which starting from PHE Complex passed through the main Bazaars of Udhampur and culminated at Barrian PHE Station. Workers from far flung areas of Udhamopur district participated in the rally and raised their long pending local and other demands and urged the Government to concede the same at an earliest. Vijay Kumar, Tej Bahadur Singh, Rattan Singh, Suraj Parkash and others also spoke.
J&K Rural Development Society in connection with May Day organized a function at Gandhinagar here today. Advisor  to the Chief Minister Mubarak Gul was the chief guest. While paying tributes to the martyrs on this occasion Mr Gul said that state government has been working hard to address the issues of the labour class. Under many schemes like MNREGA and others the Labour class is being benefited. Ex-Minister Ram Pal also spoke on the occasion and highlighted the issues of the working class.
Presentation Convent Senior Secondary School, Jammu also observed Labour’s Day in the school premises. The management, staff and the students of the school  expressed their gratitude to the supportive staff for their selfless services which they render continuously to the institution. A cultural programme was also presented by the students. A friendly cricket match was also played between the students and the supportive staff.  Principal of the School, Sister Rosamma, extended gratitude to the supportive staff for their services said that they were indispensable for the smooth functioning of the school.
G D Goenka Public School students  on the occasion of Labour Day, went to village Manihal Brahmana to perform street plays. The theme of the plays was right of labourers, right of education and educate the girl child. The purpose was to spread a message  among the down- trodden members of the society. The students from 4th, 8th. 9th and 10th participated in the street play. Pencils, note books, cookies and sweets were also distributed among the village children by the students. They also red out and explained certain labour laws to the villagers. Vice Principal, Mamta Singh congratulated the students and the teachers for such initiative.

IIP organizes lecture on ‘Micro- Hydro Electric Projects’

JAMMU, May 1: Indian Institute of Public Administration, J&K Regional branch organised a lecture on ‘Micro-Hydro Electric Projects’ here today.
The Concept paper was read by Chief Engineer (Retd), PN Daftri.
Member, State Electricity Regulatory Commission, DS Pawar was the chief guest on the occasion, who also presided over the function.
In his presidential address, Pawar pointed out that non-electrified villages are in the difficult terrain or located in the remote and far flung areas of the State, which are making the process of electrification very expensive and un-reliable. So it is better to electrify these villages through decentralized generation schemes like Mini- Micro Hydel projects.
He added that two problems needed to be solved, one capital cost, which must be kept as low as possible by use of standardized hardware and local engineering and the other good load factor, which must be high enough to make project viable.
Earlier, welcoming the guests, Vikrant Kuthiala introduced the subject.
Chief Engineer, Power Development Corporation, Ashok Koul, highlighted the role of PDC in identification, investigation and allotment of Small Hydel Projects to IPPs. He also stated the supportive role of PDC in helping IPPs obtain various clearances including acquisition of land.
The function concluded with vote of thanks by Vikram Gour.

BJP to intensify protests against Govt for not holding JMC elections

JAMMU, May 1: Bhartiya Janata Party (BJP) today held a protest dharna outside Press Club against the Government for its failure in holding Jammu Municipal Corporation (JMC) elections.
BJP State President Shamsher Singh Manhas, while addressing said that the 73rd and 74th amendments have been implemented in most of the states, but State Government has never been serious towards implementing it.
He declared that BJP will intensify its protests and agitate against State’s Coalition for not holding the JMC elections on time.
Ashok Khajuria, MLA Jammu East, said that intentional delay on part of the Government to hold elections to JMC is an indicator that the Coalition Government is not in a position to face BJP.
National Executive Member and Chief Spokesperson of BJP Dr Jitendra Singh said that BJP has been raising the issue of 73rd and 74th amendments for the last one year and today other parties are taking our line and BJP’s stand has been vindicated as all the parties have now been accepting the demand for implementation of these amendments.
District President Rajesh Gupta charged the present coalition with not in favour of decentralization of powers, which is indeed unfortunate and needs to be condemned in strong words.
The dharna was organized by District President Rajesh Gupta and joined by senior leaders.

JAKFED strike enters 2nd day

JAMMU, May 1: Strike by the JAKFED employees in support of their demands for implementation of Sixth Pay Commission recommendations and clearing pending cases of SRO 43 entered into second day today.
All JAKFED Employees Welfare Association said all Government Department and Cooperative institutions excepting JAKFED have implemented Sixth Pay Commission recommendations. However, they regretted, the JAKFED employees were suffering due to delay in implementation of the Pay Commission report.
Working in the JAKFED remained affected for second day due to the strike.
Jugal Sharma, vice president of INTUC visited the striking employees and extended support to their all demands.
