JAMMU, Mar 9: National Mazdoor Conference (NMC) has urged the chairman of the 7th Pay Commission to commence to visit various States of the country to hold discussions with all the stake holders for devising formula for finalizing its recommendations well in time.
Addressing the rally of NMC activists, Subash Shastri, its president said that a calendar of meetings with representatives of employees and pensioners’ orgainsations, State Governments and all other concerned should be drawn up so that recommendations of 7th Pay Commission are simultaneously implemented in favor of both Centre and State Government employees and pensioners and there are no anomalies, whatsoever, while implementing the report of the pay panel.
He pleaded that 7th Pay Commission should recommend to the Central Government merger of 50% DA and payment of 20% interim relief in favour of salaried class till the Commission submits its final report to the Central Government.
He demanded release of 10% DA due from January last in favor of State Government employees and pensioners, adding that DA is the part of salary and routine financial matter and as such there should be no hitch in releasing it.
He also demanded issuance of regularization order of 180 daily rated workers working in Rural Development Department at the earliest.

People fail to get benefit of special camps for voters

JAMMU, Mar 9: Large number of people failed to avail the benefit of special camps for voters organized in the length and breadth of the State today on the directions of Election Commission of India due to absence of Booth Level Officers and non-availability of forms and voter lists.
In some camps, either Booth Level Officers were not available or reached late in the afternoon thereby depriving the people of the final opportunity of getting their names enrolled in the voter lists. In many other camps, even the forms for carrying out necessary correction in the voter list were not available.
Those voters, who had got their names enrolled in the lists in the recent past, could not find their names in the voter lists shown to them at these special camps.
Reports said that in ITI Akhnoor, where the special camp for voters was organized, the Booth Level Officer was not available and the people were forced to wait for hours together. Though late in the afternoon, an official reached the camp but he expressed his inability to help the people in the absence of required data.
Thereafter, the people were told to visit the camp at Town Hall, Akhnoor where they submitted applications for inclusion of their names in the voter lists. However, they could not get any satisfactory reply whether the voter lists would be updated and they would be able to cast votes during the Lok Sabha elections.
Similarly, in Higher Secondary School, Channi Himmat, Booth Level Officer failed to provide Form 6, which is required to be filled for necessary correction in the names. After sometime, the people again visited the camp and submitted the Form 6, which they had to purchase by making payment of Rs 6 per form.
When some people sought to know why their names were not in the list for which they had even submitted the applications in a similar camp held some months back, the BLO failed to give any satisfactory reply.
Meanwhile, several voters, who tried to locate their names in the voter list available on the website of State Election Department, were not able to get any information.
Dr Karan Singh resents neglect of Dogra heritage sites

JAMMU, Mar 9: Former Sadr-e-Riyasat and Rajya Sabha MP Dr Karan Singh has expressed his concern over the neglect of rich Dogra heritage sites in Jammu and other parts of the State and said that adequate attention is not being given for their preservation.
Addressing large gathering in the 109th Annual General Meeting of the Dogra Sadar Sabha at Dogra Hall here today, Dr Singh congratulated Sabha president Gulchain Singh Charak and other members of the DSS for carrying on struggle for the Dogra cause and also maintaining communal harmony and brotherhood under this banner. He recalled that this organization which was established during the times of Maharaja Partap Singh is still flourishing and working for the cause of the community.
Dr Singh expressed his strong resentment over the slow pace of wok on the Royal Mubarak Mandi Heritage site, neglect of Bahu Fort and other heritage sites of the State. He said that despite sanctioning of huge funds by the Union Government for Mubarak Mandi no much progress has been witnessed.
Mr Charak also addressed the huge gathering and highlighted the achievements of the Sabha and its struggle for the preservation of heritage sites. He alleged that State Government was not serious in the preservation work and very slow pace of work has been witnessed despite huge funding by the Centre. He congratulated the members of the Shakha Sabha from various units including Reasi, Rajouri, Udhampur, Kathua, Doda etc who had arrived here in large number on the occasion.
The other speakers including Naresh Gupta and Jahagir Mir-MLCs and Maj Gen ( Retd) G S Jamwal also expressed their serious concern over the poor development. They said some people were trying to sabotage the project and even they were now hell bent to change the name of Peer Kho, Bahu Fort Gandola project. They warned such elements to desist from such provocative steps.
Meanwhile, several resolutions were passed by the members of the DSS in the AGM held under the chairmanship of G S Charak. The first resolution pertained to preservation of Dogra heritage and culture, start of full fledged Duggar channel from Jammu Doordarshan, development of tourist resorts of Jammu region, Tawi beautification projects including artificial lake and Gandola project.
It was also resolved that Darbar Move practice be stopped by creating separate secretariat at Jammu which will save crores of rupees of the Government. It was strongly supported by all the members. To curb the practice of land grabbing around Jammu city, resolution of the problem of refugees of 1947, 65 and 71 besides displaced persons of West Pakistan and border people from Jammu region, enhancement of remuneration of Numberdars and Chowkidras and proper investigation in BOPEE scam and severest punishment to the accused who played with the career of shining students. Dr Neelkand Sharma, J S Babli, Sardar Singh, Prem Sagar Gupta, Nissar Massiah, Gambhir Dev Singh, Satpal Sadotra and others were also present.
Govt ensured full compliance of FRBM Act: Finance Deptt

JAMMU, Mar 9: Finance Department today strongly defended its stand on the issues of strict observance of financial discipline in Government spending, particularly observance of the provisions of J&K FRBM Act.
The methodology adopted by the Finance Department in calculating fiscal deficit and the net outstanding debt is fully in accordance with the recommendations of the 13th Finance Commission which were subsequently incorporated in the J&K FRBM Act. The House of Legislature and the Public Accounts Committee (PAC) will be looking into the variations reported in the media in due course.
The spokesman also clarified that the Principal Accountant General (PAG), had presented two Reports on the February 12, 2014 but the third Report was given only on February 28, 2014. The Finance Department lost no time in obtaining the approval of Governor which is mandatory under the Constitution and thereafter sent the notices for laying all the three Reports before the House on March 3, 2014 which was the next available working day for the Legislature (the March 1 & 2, 2014 being the off day for the legislative Assembly).
All the three Reports were accordingly laid before the House on March 4, 2014.
As far as the concerns of rising expenditure on Salaries, Pensions, Cost of Purchase of Electrical Energy etc are concerned, the Government has fully explained the position before the House during the Budget Session expressing its concerns and explaining several innovative measures which have been initiated by the Government for the first time in tackling them. On the other hand, the unprecedented improvements in tax collections of the Government have been widely acclaimed at several levels including successive CAG reports.
The official spokesman further added that there is no question of transferring the plan funds for the non plan items as every single item of plan expenditure is being monitored by the Planning Commission of India and plan funds are released in installments by the Ministry of Finance on the verification of Planning Commission.
Similarly, there is no question of over-borrowing because there are multiple checks on loans and open market borrowings of the State in the Planning Commission and the Union Finance Ministry which finally authorizes lifting of loans through the approved mechanism of Reserve Bank of India and the final check is exercised by the State’s House of Legislature keeping in view the ceilings prescribed under the J&K FRBM Act.
It has been the un-equivocal stand of the Government that it has met the prescribed fiscal targets year after year. In fact, its achievements have been slightly better than the corresponding year wise ceilings.
The CAG’s report for the year under reference 2012-13, clearly shows that the net outstanding debt to GSDP ratio has been well below the prescribed limits. The question of accumulation of debt liabilities for the posterity , therefore, does not arise.
Jan Aushadhi shop opened in Reasi

REASI, Mar 9: Indian Red Cross Society, Jammu & Kashmir has opened another ‘Jan Aushadhi’ shop in the State, which was inaugurated by a beneficiary in the premises of District Hospital Reasi in presence of General Secretary, IRCS JK and Deputy Commissioner Reasi.
The store is being managed by the Red Cross Society. The store has also been directly connected with BPPI- the coordinating body of PSUs for implementation of Jan Aushadhi project. Unbranded versions of generic medicines are being sold at these stores for the benefit of patients who have been paying high rates for branded products of same chemical composition.
IRCS general secretary, Roma Wani informed that the store has 56 types of generic medicines with which all common ailments can be cured. She said that making Jan Aushadhi Reasi online with BPPI and Red Cross, will help to conduct online monitoring of the daily sales and purchases. It has been planned to open ‘Jan Aushadhi’ shops at all district hospitals and medical college hospital campus of the State, she said adding that efforts were on to open up a ‘Jan Aushadhi’ store in the GMC Jammu and District Hospital Pulwama in near future.
On the occasion, District Development Commissioner, Reasi, Dr Shahid Iqbal Choudhary and Roma Wani also interacted with the people.
Medical Superintendent of District Hospital, Reasi, Dr Sani assured the people that the doctors will prescribe generic drugs which would be available in new ‘Jan Aushadhi’ store.
Peer, Rather address workers meet

JAMMU, Mar 9: To take the organizational activities to grass root level the PDP organized a workers meeting here today.
The meeting was among others addressed by former Minister and district president Anantnag Peer Mohammed Hussain, who was the chief guest, senior Party leader and Ex-MLC, Nizam-ud- Din Khatana and vice president PDP Anantnag, Abdul Rahim Rather.
Addressing the meeting Abdul Rahim Rather said that ensuing Lok Sabha elections are very crucial as they will determine the fate of the political parties. He said people during these elections will get an opportunity to expose those parties who looted the State exchequer by indulging in corrupt practices and amassed a huge wealth while the common masses were suffering.
He urged the Partymen to take this opportunity and expose the misdeeds of NC-Congress coalition before the public and strengthen the party at grass root level so that the PDP achieves the goal to take the reigns of Government in 2014 Assembly poll.
Urging the PDP minority wing to gear up to intensify campaigning for the party, Peer Mohammed Hussain said 2014 is the year of PDP and Party activists should not rest till we achieve the goal.
Launching vote for Mufti campaign PDP leader M K Bhat (retd ) DySP highlighted the problems of migrants especially those living in camps. He alleged that coalition has failed to solve the problems of the migrants during its rule. Nana Ji Wattal demanded representation to KPs in State Legislature. A K Sidha laid stress on granting minority status to KPs.
Abdul Salam Rishi, K B Kaw, Durga Nath, Dwarika Nath, P N Bhat, Jai Krishan Koul, Nana Ji addressed the meeting.
Rana inaugurates 9-hole golf course

PATHANKOT, Mar 9: Provincial President National Conference Jammu Devender Singh Rana on Sunday inaugurated Spring Hills Golf Links at Pathankot and described it a much needed facility at the gateway to Jammu and Kashmir, which is emerging as a premier golfing destination in India.
Spread over around 50 acres, the nine-hole golf course is set in serene environs with lush green periphery that gives it a magnificent and captivating grandeur.
Mr Rana said the game of golf has emerged as important ingredient of tourism and it is only befitting for a State like Jammu and Kashmir and its peripheries to have the courses with world class infrastructure. He referred to the golf courses across the Valley and in Jammu and said these are bound to give impetus to tourism and economic activities. He said nature lovers from across the world are finding these courses as added attraction during their vacations in nature’s most blessed valleys and plains.
Saying that Kashmir has become a prominent destination for holding golfing events, he expressed the hope that Jammu and Pathankot too will find place in the sports tourism map.
Mr Rana complimented the promoter and designer of the course Sandeep Sikka and Col Bhupinder Singh respectively for their keen interest in raising the golf course and offering a big facility to the people of Pathankot.
He urged the management of the golf course to take initiative for holding local, inter State and national level events in the newly raised course, saying this will expose the budding golfers of the area to talented golfer of the country.
Prominent among those on the occasion included S K Punj, Chancellor Sai University, Col Balwant, Vinod Saraf, Harish Pathania and Kuldeep Singh.
Black money menace: Swiss exchanging ‘lawful’ info with India
NEW DELHI, Mar 9: With India stepping up its pursuit of alleged black money in Swiss banks, Switzerland says it is exchanging information with Indian authorities on all lawful requests, but cannot help on enquiries based on stolen banking data.
The European country, which has often been accused of being the most favoured place for stashing illicit wealth by Indians, also said it is “committed to resolving any open questions with India regardless of the upcoming elections”.
The issue of Indians using the famed secrecy walls of Swiss bank accounts to hide black money has been a matter of great debate in India, while it is becoming one of the major talking points in the run up to Lok Sabha polls scheduled to start next month.
India has stepped up pressure on Switzerland in recent months to get information about alleged untaxed money held by some Indians in Swiss banks.
However, Indian authorities are believed to have got initial information about such Swiss accounts through third-party countries, who had shared relevant details with India after getting holding of allegedly stolen banking data.
Emphasising that requests based on stolen bank accounts information cannot be entertained, Switzerland’s Finance Ministry confirmed that the two countries have been in constant contact in recent months to discuss tax issues.
Rejecting charges that the European country was not cooperating with India, a Swiss Federal Department of Finance spokesperson told PTI from Bern that “the relationship between India and Switzerland continues to be one of mutual trust”.
“Switzerland understands India’s wish to fight tax evasion. Switzerland trusts that India shares its conviction that any solution can only be found within applicable law and that both parties must respect their national and international legal obligations.
“Switzerland, for example, cannot grant administrative assistance for requests which are based on information initially obtained through a criminal offence under Swiss law (for example, stolen bank information).
“Switzerland is responding and exchanging information with respect to requests submitted by India in accordance with the Swiss-Indian agreement for the avoidance of double taxation.
“Thus, Switzerland is responding and exchanging information with respect to a number of other requests submitted by India in accordance with the Swiss-Indian agreement for the avoidance of double taxation,” the official added.
The comments assume significance since on February 17 Finance Minister P Chidambaram while talking about black money menace had specifically mentioned Switzerland as one of the jurisdictions that is not extending co-operation.
While the Government has often talked about steps being taken to address the black money menace, opposition parties like the BJP and the Aam Aadmi Party (AAP) have already termed it as a major issue for the upcoming polls.
According to the Swiss Government official, an expert delegation from Switzerland visited India and held discussions in early February to discuss tax issues.
“Initiated by Switzerland, a two-day encounter between the expert delegations of the two countries took place in New Delhi on 4 and 5 of February 2014,” the official said.
“The meetings took place in a friendly and constructive atmosphere and allowed both sides to explain their respective views in a transparent way in order to get a better knowledge about each other’s positions,” he added.
Despite efforts by the Alpine nation to shed its banking secrecy tag, Switzerland is still perceived in some quarters as a safe haven reluctant to share information.
Latest data available with the Swiss National Bank shows that total funds held by Indians in Swiss banks declined to a record low of about Rs 9,000 crore (1.42 billion Swiss francs) at the end of 2012, as compared to around Rs 14,000 crore (2.18 billion Swiss francs) a year ago.
The overall funds held in Swiss banks by entities from across the world also fell from USD 1.65 trillion to USD 1.5 trillion during 2012.
In its crackdown against black money, India has initiated action in at least 84 cases and many more are being investigated, Finance Minister P Chidambaram said last month.
The Government is deploying “special efforts and alternative measures” to get information on cases of alleged tax evasion through zero or low-tax jurisdictions abroad, he added.
“Prosecutions for willful tax evasion have been launched in 17 other cases. More enquiries have been initiated into accounts reportedly held by Indian entities in no tax or low tax jurisdictions,” he had said.
Regarding the 67 cases, Chidambaram had said tax liability would be determined and wherever law requires penalty would be imposed.
“All that we are trying to say is this exercise was started in 2011. It gathered pace in 2013. We faced numerous obstacles. Even now we have virtually no co-operation from a country like Switzerland. We are trying to get information through special efforts and alternative measures,” he added.
Seen as a major step forward, Switzerland in October 2013 agreed to automatic exchange of tax information and mutual administrative assistance in tax matters with overseas jurisdictions.
Switzerland is now a signatory to OECD’s Multilateral Convention on Mutual Administrative Assistance in Tax Matters, to which India is also a signatory.
The convention, once operational, would require Switzerland to extend all kinds of mutual assistance in tax matters including exchange on request, spontaneous information sharing, tax examinations abroad, and assistance in tax collection.

Kejriwal’s oath-taking ceremony cost Rs 13.41 lakhs
NEW DELHI, Mar 9: The Delhi Government spent Rs 13.41 lakh on the oath-taking ceremony of Arvind Kejriwal as Delhi Chief Minister at Ramlila Maidan and on the publicity of the mammoth function.
In response to a RTI, the Delhi Government’s General Administration Department said it had spent Rs 6.33 lakh on the Ramlila Maidan ceremony and Rs 6.7 lakh on its publicity.
The figure, however, does not include the expenses incurred on water, fire, power, transportation and decoration services.
The department said the exercise also involved public works department, north Delhi city corporation, Delhi water board, fire brigade and power services, Delhi police, and the information and broadcasting department.
“Funds were spent by these departments, details of which should be asked from them,” it said.
Total Rs 73,913 was spent on the barricading of Ramlila Maidan, Executive Engineer, Civil Bhawan Anurakshan Mandal said.
The Aam Aadmi Party had opted for Ramlila Maidan for the exercise held on December 28 last year instead of the usual ceremony that takes place in Raj Bhavan. (PTI)
SC upholds termination of army officers in Samba spy case
NEW DELHI, Mar 9: The Supreme Court has upheld the Centre’s decision to terminate services of army officers who were allegedly caught spying for Pakistan in 1978 in the infamous Samba spy case.
A three-judge bench headed by Justice B S Chauhan said there is no evidence produced by the ex-officers to show that the decision to terminate their jobs was mala fide.
“In the instant case, on perusal of the link file it is further revealed that detailed investigation was conducted and all evidence recorded were examined by the Intelligence Department and finally the authority came to the finding that retention of these officers were not expedient in the interest and security of the State,” the bench said.
“In our view, sufficiency of ground cannot be questioned, particularly in a case where termination order is issued by the President under the pleasure doctrine,” it said.
The apex court overturned the Delhi High Court’s order of 2010 which set aside the termination order of ex-officers Major SP Sharma, Captain Arun Sharma, Major Ajwani and Major R K Midha.
“We have minutely perused all the records including notings along with link file produced by the Additional Solicitor General. On perusal and scrutiny of all those materials we are of the view that the High Court has committed a grave error of record and there is total non-application of mind in recording the findings,” it said.
“The safety and security of the country is above all. When the President terminated the services of army officers, whose service tenure is at the pleasure of the President and such termination is based on material on record, then this court in exercise of powers of judicial review should be slow in interfering with the President exercising constitutional power,” the bench said.
