M M Joshi, Kalyan Singh, Malhotra in reckoning for governors

NEW DELHI :  BJP veterans like Murli Manohar Joshi, Kalyan Singh and V K Malhotra may be accommodated as governors as their names are doing the rounds for appointment in gubernatorial posts in key states like Karnataka, Maharashtra and Haryana.
Other names that are in the reckoning include expelled BJP leader Jaswant Singh, who was recently reached out by Prime Minister Narendra Modi, former Lucknow MP Lalji Tandon, senior party leader from Madhya Pradesh Kailash Joshi and former Speaker of Uttar Pradesh Kesari Nath Tripathi, official sources said.
Joshi, who was elected to the Lok Sabha from Kanpur, has not been included in Modi’s ministry while Kalyan Singh had opted out of electoral contest in favour of his son Rajveer. Malhotra has not been much active in politics.
Assembly elections are due this year in Maharashtra, Haryana and Jharkhand and the NDA government is expected to appoint new governors in these states.
Among the current governors, H R Bhardwaj (Karnataka), Jagannath Pahadiya (Haryana), Devanand Konwar (Tripura) and Margaret Alva (Rajasthan) will complete their five-year terms in next three months.
While Bhardwaj had a strained relationship with the previous BJP government in Karnataka, Alva reportedly shares cordial relations with Rajasthan Chief Minister Vasundhara Raje.
Those who will complete their tenure in six to eight months are – Kamla Beniwal (Gujarat), M K Narayanan (West Bengal), J B Patnaik (Assam), Shivraj Patil (Punjab) and Urmila Singh (Himachal Pradesh).
Beniwal’s spat with the then Chief Minister Narendra Modi’s government in Gujarat over the appointment of Lokayukta in the state is well known.
Former Delhi Chief Minister Sheila Dikshit was appointed as Kerala Governor in March, Jammu and Kashmir Governor N N Vohra was given a second term in April 2013 and former Home Secretary V K Duggal was appointed as Governor of Manipur last December.
Other governors who may come under review of the new NDA government are B L Joshi (serving his second term in Uttar Pradesh), B V Wanchoo (Goa), K Sankaranarayanan (serving his second term in Maharashtra), K Rosaiah (Tamil Nadu), Ram Naresh Yadav (Madhya Pradesh), D Y Patil (Bihar), Shriniwas Dadasaheb Patil (Sikkim), Aziz Quereshi (Uttarakhand), Vakkom Purushothaman (Mizoram) and Syed Ahmed (Jharkhand).
Chhattisgarh Governor Shekhar Dutta, Arunachal Pradesh’s Lt General (retd) Nirbhay Sharma, Nagaland’s Ashwani Kumar and Meghalaya’s K K Paul may also come under the scrutiny of the new government. (AGENCIES)

Govt unlikely to substantially hike plan outlay in 2014-15

NEW DELHI :  The new government is unlikely to substantially enhance the Plan expenditure for 2014-15 in the Budget to be unveiled next month because it needs to keep fiscal deficit in check.
The plan expenditure, or GBS (gross budgetary support), is the government spending on social sector schemes such as Bharat Nirman, rural employment guarantee and National Rural Health Mission.
“In present economic scenario, the new government may not go for substantial increase in the Plan expenditure over what was provided in the interim budget in order to control fiscal deficit,” an official said.
After assuming office in 2004, the UPA government in its regular budget had pegged the total Plan expenditure at Rs 1,45,590 crore, which was not very substantially higher than Rs 1,35,071 crore provided in the interim budget for 2004-05 by previous NDA government.
Similarly this time, the Plan expenditure could be little over Rs 5,55,322 crore provided in the interim budget for the 2014-15 by previous government.
The UPA government had cut the total Plan expenditure to Rs 4,75,532 crore for 2013-14 compared to the budget estimates of the Rs 5,55,532 crore, for keeping a tab on the fiscal deficit. This was second year in a row when UPA government cut Plan spending substantially to keep fiscal deficit under control.
According to the latest government data, the fiscal deficit in 2013-14 stood at 4.5 per cent of Gross Domestic Product (GDP), lower than 4.6 per cent projected in the revised estimate, mainly on account of curbs on government expenditure.
The fiscal deficit, the gap between government’s expenditure and revenue, in actual terms was Rs 5.08 lakh crore as against Rs 5.24 lakh crore projected in the revised estimate.
The lower fiscal deficit reduces the government’s expenditure on interest payment and unlock funds for investments in social welfare programmes as well as infrastructure development. (AGENCIES)

Chinese FM holds talks with Swaraj

NEW DELHI : In the first high-level interaction with the new dispensation here, Chinese Foreign Minister Wang Yi today held talks with his Indian counterpart Sushma Swaraj and discussed ways to strengthen cooperation in key areas including trade and investment.
Wang, who is special envoy of Chinese President Xi Jinping, arrived in the wee hours to establish political contacts with the new Indian government amid hopes of an upswing in bilateral ties due to Prime Minister Narendra Modi’s familiarity with China.
Both Wang and Swaraj were assisted by their delegations which comprised of senior officials from the foreign ministry.
During his two-day visit, he will call on President Pranab Mukherjee and Modi tomorrow.
Wang will also be meeting leading Indian officials and will have in-depth exchanges on how to push forward bilateral relations.
The new Chinese leadership is keen to improve relations with India in the face of serious challenges it faces over its maritime disputes with Japan in the East China Sea and with Vietnam, the Philippines and other maritime neighbours in the South China Sea amid a major US military push into the Asia-Pacific. New package for rehabilitation of Kashmiri Pandits in offing

NEW DELHI :  A comprehensive plan is being worked out for the return of Kashmiri Pandits to the Valley and their rehabilitation with the Narendra Modi government according top priority to the issue.
Enhanced financial assistance, security to life and property, government jobs and other employment opportunities and subsidies ration will be part of the package that could be announced as incentive for the return of Pandits, government officials said.
“The discussions are at a very preliminary stage. The new Home Minister Rajnath Singh has been given a detailed presentation on the status of the displaced Kashmiri Pandits,” an official said.
BJP election manifesto also mentioned that it was committed to ensure return of Kashmiri Pandits with full dignity. The number of displaced people post 1990 migration from the valley following militant activities has increased by six-seven lakhs.
According to plans, the new package will be more attractive than the one announced by the then Prime Minister Manmohan Singh in April 2008 for return and rehabilitation of Kashmiri migrants.
That package included assistance of Rs 7.5 lakh per family for reconstruction for fully or partially damaged houses, assistance of Rs 2 lakh per family for dilapidated houses, assistance of Rs 7.5 lakh per family for purchase of a house in Group Housing Societies for those who have sold their properties during the period of turmoil in 1989.
Like the previous one, returnee migrant families will be provided transit accommodation during the interim period when they undertake the reconstruction or repair of their houses.
Those returnee families, who may not be provided transit accommodation, would be given rental and incidental expenses.
All of them will be provided security if they feel insecure anywhere, officials said.
Jammu and Kashmir Chief Minister Omar Abdullah said he was looking forward to work with the NDA government on return of displaced Kashmiri Pandit community to the Valley.
“I look forward to working with the new government as they unveil their plans for the honourable return of the displaced Pandit community,” Omar had tweeted.
While extending his good wishes to the people of Jammu and Kashmir on the occasion of Khir Bhawani festival, Minister of State in the Prime Minister’s Office Jitendra Singh has said that the country was committed to the “dignified” return of Kashmiri Pandits to the Valley.
Manoj Bhan, an activist working for the welfare of the community, said every member of the Kashmiri community wants to go back to their homeland but there have to be conducive atmosphere, proper security and constitutional safeguard.
“We do not want to go back as a tourist, nor do we want to live a cantonment life. There has to be a clarity on what kind of rehabilitation government wants to offer,” he said.
Bhan said reservation of Assembly and Parliamentary seats for the community, financial assistance, reservation in educational institutions and a CGHS-like scheme for the community should be included in any new package for the Kashmiri Pandits. (AGENCIES)

No vacancies for BDS

Sir,
After competing at the State and National levels, the Bachelor of Dental Surgery candidates spend their precious time, energy and efforts for completing their courses well in time but after finishing their courses, these Dental Surgeons face unemployment in the State. The Jammu and Kashmir Public Service Commission in general and State Government in  particular should realize that for the last about twenty years only a fraction of Dental Surgeons have been recruited so far in the State. Annually, hundreds of Bachelor of  Dental Surgeons come out from the Dental Colleges in the State and many more get their degrees from the colleges outside the State. These surgeons find their future in the State quite dark. While there are many vacancies in the Health Department, the Government must fill them at the earliest, so that dental care is available to people living even at  far off places.
The Jammu and Kashmir  Public Service Commission in general and State Government in particular is requested to look into the matter to avoid unemployment among the BDS graduates in the State.

Militants attack police party; 4 cops, 2 civilians injured

SRINAGAR, June 7:  Militants today fired upon a police party in South Kashmir district of Anantnag injuring six persons including four police men while three police men were suspended in Budgam after they were found absent from duty when militants attacked their post last evening.
Superintendent of Police, Shopian, Showkat Ahmad told Excelsior that a police party was fired upon by the militants near Bungam area in South Kashmir’s Shopian district today in which six persons including 4 police men were injured.
The SP said that the militant had come in an ION car and fired on the police party from inside their vehicle and ran away. He said that the car was hit by a truck when the militants fled after carrying out the attack. “We launched searches for the car and the militants but could not trace them”, he added.
The police officer said that the militants were from Lashkar-e-Toiba (LeT) and had come from outside the district.
The SP said that the special police team from District Police Lines was on a routine check to a minority guard picket in Bungam village of Shopian when militants fired at them.
“Three policemen Shabir Ahmad, Vikas Pandith and Zahoor Ahmad received bullet injuries in legs and another cop Mehraj-ud-Din received bullet in abdomen. They have been shifted to Srinagar hospital”, said a police officer. Two civilians Mohammad Amin and Bashir Ahmad Hajam both residents of Bungam were injured in this incident have been shifted to Bone and Joint hospital Srinagar.
In the meantime, police today detained seven persons in connection with an attack on a policeman guarding Pakherpora shrine in Central Kashmir’s Budgam district. The Special Operation Group (SOG) Pakherpora picked up seven suspected persons for questioning.
Three policemen, Shakeel Ahmad, Mohammad Shafi who were on unauthorized leave and Mohammad Altaf who had gone to market were suspended after initial inquiry.
It may be mentioned here that unknown militants last evening barged inside guard room at Pakherpora Shrine and attacked Constable Shabir Ahmad with an iron rod on his head. Later they opened trunk and decamped with 3 SLR, 3 magazines and 60 rounds.

Govt go ahead for DDB meetings to approve annual plan of distts

JAMMU, June 7: The Government has directed chairpersons of the District Development Boards (DDBs) to go ahead with the DDB meetings for finalisation of annual plan of the districts for current financial year of 2014-15 without waiting for approval of Jammu and Kashmir’s plan by the Government of India, which was expected to be delayed in view of change of the Government at the centre and resignations by the Deputy Chairman and Members of the Planning Commission, who used to finalize the plan of the States.
Official sources told the Excelsior that the Government has asked the chairpersons of all DDBs, who happened to be the Ministers, to go ahead with the DDB meetings after finalizing the schedule in consultations with the Planning and Development Department. The Government has asked the DDB chairpersons to conclude the meetings in July as the Government wanted to hold one last brief session of the Assembly in August before imposition of Model Code of Conduct for the Assembly elections.
Sources said the Planning and Development Department has asked the District Development Commissioners (DDCs) to finalize annual plan for current financial year at par with previous financial year of 2013-14 as it has projected the plan of Rs 7300 crores for 2014-15, equal to that of previous year. Therefore, the Government has decided against any increase in district plan for current fiscal year.
“We won’t be in a position to increase annual plan of the districts for third consecutive year as there would be no increase in the State plan for the same financial year, which was Rs 7300 crores in 2012-13 and 2013-14 and has been projected for same amount for current fiscal,” sources said.
They added that the DDB chairpersons of their districts would be taking the concerned Members of Parliament (MPs), legislators and other members from the Board apart from the DDCs into confidence before finalizing dates of the DDB meetings in which annual plan of the districts for current financial year and development works to be undertaken in the year would be finalized.
The DDB meetings would also review ongoing works and approve additional funds for their completion.
Sources said since there was no word by the new Government at the Centre so far on whether they would set up the new Planning Commission or empower Finance and Planning Minister to finalize plans of the States, the Government was anticipating delay in approval of their plans for 2014-15.
With Model Code of Conduct likely to be imposed by the end of August or start of September for Assembly elections in Jammu and Kashmir, the State Government would like all DDB meetings to conclude in July with finalization of the plan of the districts. The Government was yet to take a decision on whether Chief Minister Omar Abdullah would attend the DDB meetings or the DDB chairpersons would themselves finalize the annual plan of the districts.
Since Omar Abdullah happens to be Chairman of Jammu and Srinagar DDBs’ chairman, he would have to chair the two meetings in summer and winter capitals of the State. However, the meetings of Jammu and Srinagar DDBs were likely to be held only after the meetings of the other districts are completed.
The State Government has projected Rs 7300 crores worth annual plan for 2014-15, Rs 600 crores under Prime Minister’s Re-construction Plan (PMRP) and Rs 4000 crores under the Centrally Sponsored Schemes (CSS) from the Government of India.
The State has already authorized the DDCs and other Departments to use full plan amount for current financial year pending approval of the plan so that the development works didn’t suffer and salaries and pension of serving and retired employees was paid every month.

Senior BJP leaders try to sabotage felicitation function of Dr Singh, rival groups clash in Udhampur

JAMMU, June 7: Senior BJP leaders in the State deliberately tried to sabotage the reception to be hosted in favour of Union Minister of State in Prime Minister’s Office, Dr Jitendra Singh on his maiden visit to City of Temples today after he took over as Minister last month.
No senior leader except for party vice president Chander Parkash Ganga and general secretary Kavinder Gupta were seen at Jammu Airport to receive the Minister who proved to be a giant killer after defeating the Congress heavy weight and former Union Minister of Health and Family Welfare Ghulam Nabi Azad in April 17 Lok Sabha elections from Kathua, Udhampur and Doda Constituency.
Dr Singh, having a very good profile was appointed as MoS with independent charge by Prime Minister Narendra Modi during his oath ceremony on May 26 but this was not digested by some leaders in J&K unit of BJP who from day first tried to spread canards and disinformation campaign against Dr Singh, who was appointed MoS with independent charge by Prime Minister purely on the basis of his qualification, talent and merit.
No senior leader was seen at Jammu Airport to receive Dr Singh while top ranking civil and police officers including DGP K Rajendra and Divisional Commissioner, Jammu Shantmanu had come to receive him. Except the State unit of BJYM led by Ravinder Raina and BJP Industrial Cell convener Vikram Randhawa and other activists who took Dr Singh in the shape of a procession in open jeep no senior leader turned up there.
Later senior leaders including the Party State chief and ex State presidents  skipped the function also hosted at Party Headquarters by Party in honour of Dr Singh. Except BJP Legislative Party leader, Ashok Khajuria, Party general secretary (Organization) Ashok Kaul, convener BJP Cells, Sat Sharma (CA), MLAs Bharat Bushan, Choudhary Sham and Durga Dass, Incharge Jammu –Poonch Lok Sabha Constituency Yudhvir Sethi,  State secretary, Munish Sharma, Women Wing president Priya Sethi ,BJYM chief Ravinder Raina,  Sanjay Baru were present while other senior leaders skipped the function which was also organized in a narrow room where the people got suffocated and nervous due to sweltering heat and over-crowdedness.
Total chaos and confusion prevailed at Party Headquarters as the entire function was organized in a hotchpotch manner just for the sake of formality and there was no enthusiasm seen on the ground as the senior party leaders openly tried to sabotage the function, which could have been organized in a much better way in the compound of Party headquarters as was done earlier after Jugal Kishore Sharma and Dr Singh were elected as MPs. This negative role is viewed as a move to project Party in poor light in coming Assembly elections.
No enthusiasm was shown by the Party today though appointment of Dr Singh a son of the soil as MoS in PM’s office was a matter of celebration and pride for the people of entire Jammu region.
Even the junior workers of the Party felt dejected with the role of senior leadership saying that this will hit the poll prospectus in the coming Assembly elections. The negative role of the leadership was also viewed seriously by the people and some leaders within Party. They were of the view that people can tolerate blunders of other parties but not even a minor mistake by a BJP leaders as they have high expectations from the Party.
The factionalism in the party is so sharp that two rival group owing allegiance to two leaders of the party clashed during the function organized in honour of Dr Singh in Udhampur town late in the evening. The warring factions of the Party raised slogans against each others group in the D N Hall and one worker was injured in the clash.
Reports said that two factions had made two chariots for Dr Singh’s rally but Dr Singh later preferred the chariot made by the faction of Pawan Khajuria on which senior Party leader Pawan Gupta also rode.
Police also took one Virender son of Puran Chand into custody for preventive measures and later he was released on bail, SHO Udhampur Mahesh Sharma said.
Party organizing general secretary who was also present in the function said BJP will probe the issue and disciplinary action will be taken against those found guilty.
Addressing the function at BJP Office Dr Jitendra Singh said that job fairs will be held in all districts of the State to provide employment opportunities to the youth. He said this fair will be started from Kathua district first and later all districts of the State will be included in it.
“We will organize job fairs in every district because we had come with the slogans of development’’, he said, adding the job fair first of its kind will be held in July in the Kathua township and in this regard he has talked with some multinational companies.
“I had talked with them and they will hold the placement camp. If this is successful, it will continue in all the districts’’, he added.
Dr Singh also disclosed that the State will soon have an emergency number facility in health sector and “we have prepared a proposal for 100 ambulances for the State’’.
Referring to the completion of Ganpath bridge on Chenab river in Doda, he said that the document on it is being prepared and General Reserve Engineering Force will construct the bridge’’.
Dr Singh said another bridge will be constructed in Kathua on Ravi river in Kaniya Gadyal, he added.
Maintaining that the roadmap on the issue of Kashmiri Pandits, West Pak refugees and PoJK refugees is almost ready, Dr Singh said Prime Minister Narendra Modi has almost given nod to the roadmap on rehabilitation of Kashmiri migrants and one time package to West Pak and PoJK refugees. “The roadmap on both the issues is almost ready and the final decision can be announced any time’’, he added.
Dr Jitendra Singh while welcoming the Jammu and Kashmir Chief Minister , Omar Abdullah’s recent  statement that he would love to work with Mr Modi on KPs rehabilitation, he said “we are not against any body ready to working with us and Government has already made this clear’’.
Dr Singh said that new weather forecasting mechanism will be developed by Science and Technology to improve weather forecasting on the eve of Amarnath Yatra.  Through this technology Monsoon will also be predicted, he added.
He said a long term development programme will be undertaken for the State and road networking will be taken up in hand in Kandi area.
He said new KVs will be opened in the uncovered areas in the State while the Thermal Power House will be constructed in Kathua, he added.
He said no delegation of scientists going abroad will be led by Ministers but scientists only in future and this was a major decision in last 60 years.
Later in the evening a joint felicitation function was organised in honour of Dr Jitendra Singh at Hari Niwas by scholars of Jammu University and SKUAST-J.

NC-Cong Coalition forgets 73rd Amendment after incorporation in PR Act

JAMMU, June 7: Despite remaining engaged in tug of war for quite long time over the extension of 73rd Amendment of Indian Constitution to Jammu and Kashmir, the Coalition partners— National Conference and Congress have completely forgotten this vital issue ever since the incorporation of the provisions in the Panchayati Raj Act of the State.
What to talk of initiating steps to ensure framing of Block Development Councils and District Planning and Development Boards, both the parties have even stopped talking about the subject thereby indicating that series of discussions before amendment in the J&K Panchayati Raj Act were just aimed at befooling the common masses.
The issue of extension of 73rd Amendment of Indian Constitution to Jammu and Kashmir in order to strengthen all the three tiers of the Panchayati Raj system became a topic of hot debate early last year with the Opposition parties targeting the National Conference-Congress Coalition Government for remaining mum on the issue.
Under pressure from the party high command, the State Congress leaders too started raising the issue vociferously and issuing statements that they were committed to the extension of this Constitution of India provision to Jammu and Kashmir.
Both the Coalition partners remained engaged in tug of war over the issue because of divergent views. While the Congress was demanding extension of 73rd Amendment in its entirety, the National Conference was of the view that several provisions of 73rd Amendment were already existing in the Jammu and Kashmir Panchayati Raj Act. There was also difference of opinion on several provisions including elected Chairman of the District Planning and Development Board.
The discussion on the issue picked up momentum when Vice-President of All India Congress Committee, Rahul Gandhi and other senior party leaders made it clear that there would not be any second though on extension of 73rd Amendment to Jammu and Kashmir. After series of meetings and discussions in the Coordination Committee, both the parties arrived at consensus and finally the State Cabinet gave nod to incorporation of 73rd Amendment Provisions in J&K Panchayati Raj Act in its meeting held on February 8, 2014.
Accordingly, during the Budget Session, a bill was tabled in the State Legislature seeking necessary amendments in the State’s Act in order to extend 73rd Amendment. The Legislature on March 4, 2014 gave nod to the Bill thereby paving the way for framing of other two tiers of the Panchayati Raj system—Block Development Councils and District Planning and Development Boards purely as per the spirit of 73rd Amendment.
However, both the parties have forgotten the implementation of 73rd Amendment provisions as since March no step has been initiated to constitute Block Development Councils and District Planning and Development Boards. “What was the justification behind raising hue and cry over extension of this Constitution of India provision when it was to be dumped following amendment in J&K Act”, sources asked, adding “the Ministers and leaders of Congress party, who were very vociferous about extension of 73rd Amendment to J&K, have even stopped making mention of this issue”.
It is pertinent to mention here that Panchayat elections in the State were held from April to June in 2011 after a gap of nearly 37 years. The Government had promised that the elections to BDCs would be held within three months of the Panchayat elections. Finally, the Government had announced elections to 143 BDCs across the State to be elected by 33,500 Sarpanchs and Panchs for November 7, 2012 and a notification had also been issued in first week of October for the purpose.
However, the Congress, the main coalition partner of National Conference, and some other political parties had objected to holding of BDC elections without reservations to Scheduled Castes, Scheduled Tribes and women. The Government had then announced cancellation of the elections even after setting the electoral process into motion.
As per the amended J&K Panchayati Raj Act, Chairpersons of the District Development and Planning Boards and Block Development Councils would be elected. There would be reservation for SC/ST category for the post of Chairpersons as per their population in a specific constituency besides 33 percent reservation for the women belonging to the categories for these positions.

Girls leave boys way behind, bag 43 positions

JAMMU, June 7: Leaving boys far behind in the merit list, girls secured 43 out of total 58 positions in the BA/BSc/BCom/BBA and BCA Part-III examinations, the results of which were declared by the University of Jammu (JU), here today.
Government Gandhi Memorial (GGM) Science College secured first position in the Science stream, whereas Government SPMR College of Commerce bagged three positions in Commerce faculty.
The girl students of Government College for Women (GCW) Gandhi Nagar secured five positions in BSc stream, whereas in B.Com, the girl students of Government College for Women (GCW) Parade topped with four positions.
Meanwhile, in BCA and BBA streams, private colleges made their presence felt in the merit list.
In Science stream, Sukriti Gupta of GGM Science College secured first position with 85.81 per cent marks, whereas the second and third positions were claimed by Abrar Ahmed Kripak of Government Degree College, Kishtwar and Shivam Mahajan of Government Degree College, Kishtwar respectively by securing 85.15 and 84.84 per cent marks respectively.
The fourth, fifth and sixth positions were claimed by the students of Government College for Women, Gandhi Nagar namely Preeti Jamwal, Sushma Devi and Sheriya Sareen by securing 84.72, 84.66 and 84.48 per cent respectively.
The seventh position was bagged by the student of GGM Science college namely Ravinder Singh by securing 84.24 per cent marks.
The eighth position was shared by Sandeep Singh of Government Degree College (boys), Udhampur and Ramandeep Kour of Government College for Women (GCW), Gandhi Nagar by securing 84.18 per cent marks.
The ninth position was claimed by Arun Gupta of Government Degree College (Boys), Udhampur by securing 83.93 per cent marks, whereas the tenth position was bagged by Ruchika Sabherwal of Government College for Women (GCW), Gandhi Nagar.
In Commerce stream, Sugandha Verma of DDE (ICE) Jammu bagged first position by securing 72.50 per cent marks, whereas the second position was claimed by Ruchi Kumari of Government College for Women (GCW), Parade by securing 71.88 per cent marks.
Purva Singh of Government SPMR College of Commerce bagged third position by securing 71.83 per cent marks, whereas the fourth position was claimed by Manju Bala of Government College for Women (GCW), Parade by securing 71.66 per cent marks.
The fifth and sixth positions were secured by Anu Sharma of Government Degree College for Women (GCW), Udhampur and Payal Sharma of Government College for Women (GCW), Parade by securing 71.27 per cent and 71.22 per cent marks respectively.
Adil Mukhyar Dar of Government SPMR College of Commerce, Vani Mahajan of Government College for Women (GCW), Parade and Alka Devi of Government Degree College, Kathua secured seventh, eighth and ninth positions by securing 70.88, 70.27 and 69.88 per cent marks respectively.
The tenth position was shared by Amita Devi of Government Degree College (Boys) Udhampur, Prateek Mahajan of Government SPMR College of Commerce and Surbhi Arora of DDE (ICE), Jammu by securing 69.83 per cent marks respectively.
In Arts stream, Tazeem Akhter of Government Degree College, Poonch bagged first position by securing 79.75 per cent marks, whereas second and third positions were secured by Jasleen Kour of Government College for Women (GCW), Gandhi Nagar and Imtiaz Ahmed of Government Degree College, Thanamandi, district Rajouri by securing 76.96 and 76.78 per cent marks respectively.
Preeti Sharma of Government Degree College for Women (GCW), Udhampur and Chahat Ismaily of Government College for Women (GCW), Gandhi Nagar secured fourth and fifth positions by securing 76.30 and 75.03 per cent marks respectively.
The sixth position was shared by the students of Government College for Women (GCW), Gandhi Nagar namely Chander Mohini and Madhu Salgotra by securing 74.66 per cent marks.
Sayed Asif Mujtaba Jafri of Government Degree College, Mendhar, Varun Kumar of Government MAM College, Shivangi Choudhary and Sonia Singh, both of Government College for Women (GCW), Gandhi Nagar claimed seventh, eighth, ninth and tenth positions by securing 75.54, 74.48, 74.24 and 74.06 per cent marks respectively.
In Bachelor of Business Administration (BBA), Chetna Handa of Government SPMR College of Commerce secured first position by securing 80.95 per cent marks, whereas Paheli Sharma of Government MAM College and Aseesdeep Kour of Government SPMR College of Commerce secured second and third positions by securing 79.09 and 75.38 per cent marks respectively.
The fourth position was shared by Vivek Jasrotia of Government Degree College, Kathua and Neha Koul of Tawi Institute of Management and Science, Jammu by securing 75.23 per cent marks.
Rashika Dubey of Government MAM College and Manya Sethi of Government SPMR College of Commerce shared fifth position by securing 75 per cent marks.
The sixth and seventh positions were claimed by Rahul Bhat of Government MAM College and Taniya Chalotra of RM College by securing 74.90 and 74.76 per cent marks respectively.
The eighth position was shared by Sheetal Sharma of Government MAM College and Priya Charak of Dogra Degree College, Bari Brahmana by securing 74.66 per cent marks.
The ninth and tenth positions were secured by Shilpa Jasrotia of Dogra Degree College, Bari Brahmana and Vikram Singh of RM College by securing 74.38 and 73.76 per cent marks respectively.
In Bachelor of Computer Applications (BCA), Palak Sharma of Government College for Women (GCW), Parade claimed first position by securing 75.93 per cent marks, whereas the second and third positions were claimed by Deepika Sharma of Government SPMR College of Commerce and Meenakshi Bhat of Tawi Institute of Management and Science by securing 75.27 and 75.21 per cent marks respectively.
Aakriti Bhat and Pranav Sharma, both of GGM Science College secured fourth and fifth positions by securing 74.30 per cent and 73.87 per cent marks respectively.
The sixth, seventh, eighth and ninth positions were claimed by Mahima Malhotra of Government College for Women (GCW), Parade, Government SPMR College of Commerce, Shaveta Kamotra of Government MAM College and Nandita Koul of GGM Science College by securing 72.42, 72.12, 71.81 and 71.75 per cent marks respectively.
Neha Sharma of GGM Science College and Rashi Gupta of Government SPMR College of Commerce shared tenth position by securing 71.45 per cent marks.
