Industry players will be consulted in forming regulations: CCI

MUMBAI, June 27: Amidst growing demand from the industry for taking it on board prior to formulating any regulations on fair trade practices, the anti-trust watchdog Competition Commission of India (CCI) today said it will consult all stakeholders for formulating regulations.

“There has been a demand and I think it is very fair and appropriate that stakeholders should be consulted when regulations are made.

“So in future, whatever regulations will be made, we will do in consultations with the people concerned,” CCI chairman Ashok Chawla told reporters here on the sidelines of a Confederation of Indian Industry (CII) event.

However, he stated that regulators have been taking suggestions from stakeholders in the past, adding, “But some times they are not taken so specifically”.

On the issue of compliance, Chawla said there is now awareness about compliance.

“We are pushing it through various trade bodies and associations. But what is individual level of compliance in actual operating entities is not for us to comment on,” Chawla said.

On the second enquiry against the realty major DLF, Chawla said, “Yes, we have ordered an investigation against the company and we will see what comes out. The difference is that earlier one was residential and this time it is commercial.”

When asked has there been a spike in complaints against realty players since the first penalty on DLF, Chawla said there has been an increase in complaints.

“It is natural that whenever a regulator takes action against some company, others who feel that they are aggrieved from the actions of other similar enterprises, they are bound to come. So there has been an increase,” he said.

It can be noted that the CCI on June 24 had ordered a fresh probe against DLF’s commercial property business for allegedly imposing unfair and unreasonable conditions on office buyers at one of its commercial projects in Gurgaon.

Some other group entities of the real estate major have already faced probe by the CCI with regard to various other cases of anti-competitive practices.

The CCI had also imposed a fine of Rs 630 crore against DLF for abuse of its dominant market position in a residential real estate case, but the company had challenged the same.

The latest probe would be carried out against DLF Universal, upon a complaint that alleged the realty company of imposing certain anti-competitive clauses in the commercial office space buyers agreements.

The case pertains to the DLF’s commercial office space in ‘Corporate Greens project at Sector 74 A’ in Gurgaon and the CCI has asked its director general to initiate a probe against DLF Universal. (PTI)

TUF procedure to be made online

COIMBATORE, June 27: In order to overcome any possible procedural hassles and also delay and confusion over the communication to beneficiaries on the Technology (rpt Technology) Upgradation Fund Scheme, the Textile Ministry has decided to put every thing online, a top official has said.

The beneficiaries can check all information from application to sanction of fund and subsidy and related matters with regard to TUF online and once the software was ready it would be launched, Kiran Sony Gupta, Textile Commissioner, Mumbai, said at an interaction last night.

The meet was organised by Southern India Mills’ Association.

The online facility will be based on four parts – beneficiaries, bankers, the office of textile commissioner and the Ministry, so that there would not be any yawning gap in the process from application to sanction, she said.

Gupta was responding to the problems raised by mills on specific issues, including non-receipt of subsidy and the “blackout” period of the scheme.

Later clarifying to reporters, the official said of the total sanction of Rs 19,500 crore, there was a committed liability of over Rs 9,500 crore.

Since the industry required at least Rs 2,500 crore as fund each year, the department has sought additional allocation to meet the demand, so that more mills could be modernised, to give a competitive edge to the Indian textile industry, she said.

On the new Textile Policy, she said the draft policy was almost ready and the ministry was awaiting more suggestions and proposals from various stakeholders.

Of the 23 lakh powerlooms, only about 1.25 lakh looms have taken advantage of the TUF and other schemes, it was observed. (PTI)

Piramal Critical Care Inc recalls veterinary product in US

NEW DELHI, June 27: Piramal Critical Care Inc is recalling 2,052 glass vials of veterinary product Petrem, used for general anaesthesia in dogs, in the US for not meeting specifications.

“One lot of Petrem was recalled due to retained material not meeting the acidity/alkalinity specifications as set forth in the USP Monograph for Sevoflurane,” United States Food and Drug Administration (USFDA) said.

The US health regulator said the recall of 2,052 glass vials of 250 ml was initiated in April under class III, which means use of or exposure to the product is unlikely to cause adverse health consequences.

Hideout busted in Doda, cache recovered

JAMMU, June 27:
Security forces today busted a militant hideout and recovered cache of arms and ammunition in mountainous Doda district of Jammu and Kashmir, official sources here said.    “Based on a tip-off, a team of special operation group, police and army, launched a search operation in Lakhan Dhar area of Gandoh area and busted a hideout,” sources said.    They said during search, two RPG launcher, eight UBGL Shells, four detonators, 181 SLR rounds, 80 rounds of AK 47 and AK 56, 56 Pika rounds and one IED remote were recovered.     “The consignment was recovered from a hideout kept in a container and wrapped up with polythene,” he said, adding that it appeared that this consignment was stored by the then active militants operating in the area who have now either been killed or migrated to other parts of the state.  (AGENCIES)

3 killed, seven injured as cab falls into gorge

SRINAGAR, June 27:
Three persons were killed today and seven others injured when their cab fell into a deep gorge in Uri town of Baramulla district on Srinagar-Muzaffarabad road.
The passenger cab fell into the gorge near Thaajal village in Uri, 100 kms from here, leading to the death of Imtiaz Ahmad Kakroo, Mohammad Hanief Awan and Noor Hussain, a spokesman of the Traffic Department said.
The seven others, who were injured in the accident, have been admitted to hospitals at Uri and Baramulla district headquarters. (AGENCIES)

Working on response to your directives: DU to UGC

NEW DELHI : Delhi University today wrote to the UGC, saying it was working on a response in accordance with the “spirit of your directives” to ensure the admission process starts very soon.

“I am directed to state that the University is in the process of drafting a response in accordance with the spirit of your directives to ensure that the admission process start very soon. We will sent it to you at the earliest,” DU told the UGC.

It was responding to repeated directives from the UGC for reverting to the three-year undergraduate programme, shunning the four-year programme at the earliest.

UGC yesterday sent another letter to DU asking it to roll back the FYUP and immediately begin undergraduate admissions even as it sought legal opinion on the compromise formula proposed by the varsity.

DU had earlier offerred a compromise formula. The university is of the opinion that given the situation where admissions are being delayed, a blended proposal submitted by some eminent persons to UGC and DU may provide the way forward, its Registrar Alka Sharma had said. (AGENCIES)

First batch of Amarnath Yatra flagged off in Jammu

JAMMU : The first batch comprising 1,160 Amarnath yatris was today flagged off by the state tourism minister from Jammu base camp to the holy cave shrine in south Kashmir Himalayas.

“The pilgrims comprising 957 men, 187 women and 16 children was flagged off by the Minister for Tourism Ghulam Ahmad Mir from Bhagwati Nagar base camp here this morning,” police officials said.

A total of 42 vehicles, including 23 buses and 19 Light Motor Vehicles (LMVs) left the yatri niwas at around 5:30 AM today amid tight security, they said, adding that various civil and police officials were present at the occasion.

The cavalcade of pilgrims has already crossed Kud in Udhampur district, they said.

Meanwhile, elaborate arrangements have been made for a safe and secure yatra with sufficient security personnel being deployed on the way to foil any subversive design, officials said.

Besides the checking of vehicles coming into the state at Lakhanpur in Kathua district, a high level watch is being maintained with police forces checking vehicles at different spots across the city, they said.

Reports from Srinagar said that most pilgrims would undertake yatra to the cave shrine through Baltal route as snow clearance operation along Pahalgam to the shrine is underway.

The Amarnath Shrine Board has asked the pilgrims to undertake the journey via Baltal route till snow is cleared at various spots from Pahalgam to Amarnath route.

The shrine board, headed by Governor N N Vohra would again review the opening of Pahalgam cave route on June 30, reports said. (AGENCIES)

 

 

14 killed, 7 injured in GAIL pipeline fire

HYDERABAD : At least 14 people were killed and seven others injured in a fire following a blast in a gas pipeline belonging to GAIL in Andhra Pradesh’s East Godavari district today, a senior state minister said.

“As per initial reports we have received, 14 deaths have been reported and some more are critically injured and undergoing treatment,” Andhra Pradesh Finance Minister Yanamala Ramakrishnudu told reporters here.

According to an official of the East Godavari district, the administration has recovered 13 bodies from the accident site while another death was reported from the hospital where the injured are being treated.

East Godavari District Collector Neetu Kumari Prasad told that the incident took place in the early hours.

“As of now the fire has been brought under control. Fire engines were rushed to the spot and rescue operations are underway,” Prasad said.

The accident occurred at Nagaram village in Amalapuram Mandal, she said, adding that three persons are critically injured.

All the injured have been rushed to a nearby hospital, the collector said.

Andhra Pradesh Chief Minister N Chandrababu Naidu expressed shock over the loss of lives in the incident.

Naidu, who is now on a visit to Delhi, reviewed the situation with the collector and senior officials.

He asked state Deputy Chief Minister N Chinarajappa and the collector to rush to the spot to monitor the relief operation.

Naidu later tweeted, “(I’ve) ordered an inquiry and action plan to avoid these in future.”

“My condolences to the families who lost their loved ones in East Godavari blast,” he said in another tweet.

“Asked Deputy Chief Minister Chinarajappa to go the pipeline blast site and provide required support. We need a preventive plan to ensure safety,” he added. (AGENCIES)

Pak violates ceasefire along LoC in Poonch

JAMMU : Pakistani troops today violated the ceasefire and targeted Indian posts with automatic and small weapons along the Line of Control (LoC) in Poonch district of Jammu and Kashmir, prompting Indian forces to retaliate effectively.

Pakistani troops resorted to heavy firing at Indian posts along the LoC in Bhimbher Gali-Gambhir forward areas of Poonch around 0035 hours, a senior Army officer said here.

Indian troops guarding the border retaliated effectively with equal calibre weapons resulting in intermittent exchange of fire, he said, adding that the “exchange continued in forward area till 0130 hours”.

There was no death or injury to anyone on this side of the LoC due to the firing, he said.

Earlier, the Pakistani troops had violated the ceasefire along the International Border in Samba district on June 17 and 18 when Pakistani Rangers resorted to firing on 6-HR BoP in Suchetgarh-Kullian forward belt.

On June 13, Pakistan troops had resorted to heavy firing of mortar shells and automatic weapons on Indian posts along the LoC in Mendhar-Bhimber Gali-Keri forward areas in Poonch district.

There were 19 incidents of ceasefire violation along the LoC in April-May.

In 2013, 12 jawans were killed and 41 others injured in ceasefire violations and firing by Pakistani troops on forward posts, civilian areas and patrolling parties along Indo-Pak border. The ceasefire violations last year were a record 149. (AGENCIES)

Ahead of elections, EC bars transfers of all DCs in J&K

JAMMU, June 26: Ahead of crucial Assembly elections in Jammu and Kashmir, the Election Commission of India has barred the State Government from transferring any Deputy Commissioner of 22 districts, who would serve as District Election Officers (DEOs) during the upcoming polls, scheduled to be held in November-December.
Apart from DEOs, the Election Commission has also directed that no officers/officials, who had to serve as Election Returning Officers (EROs), would be transferred. However, in case where the transfers of the Deputy Commissioners (DEOs) and EROs become absolutely necessary, the Government would have to take prior permission from the Chief Electoral Officer (CEO) of Jammu and Kashmir.
Reliable sources told the Excelsior that the Election Commission’s directive has come ahead of the Assembly elections and start of summary revision of electoral rolls in Jammu and Kashmir. The order means that the Government wouldn’t be able to shift any of 22 DCs and other officers posted as EROs in the State till the Assembly elections are over in December or January.
While the Deputy Commiss-ioners serve as the DEOs, the officers in the rank of Assistant Commissioners, Additional Deputy Commissioners etc are designated as EROs and they play major role in summary revision of electoral rolls.
In the Parliament elections, only six Deputy Commissioners of Jammu, Kathua, Srinagar, Baramulla, Anantnag and Leh had been designated as Returning Officers for six Lok Sabha seats while rest of the DCs had worked as DEOs. However, in the forthcoming Assembly elections, all Deputy Commissioners would be designated as ROs as they had to issue notification for elections of the Assembly constituencies falling within their districts.
Confirming the Election Commission directive to the State Government not to transfer the DEOs and EROs, in view of summary revision, sources said the Government would have to take permission from the CEO and give reasons if they had to transfer any of them in case of extreme necessity.
“The DEOs and EROs are deemed to be on deputation to the Election Commission once the election process is set in motion for Parliament or Assembly elections. Though Model Code of Conduct for the Assembly elections has not been imposed as yet, the summary revision of electoral rolls has been ordered with effect from June 16,” sources said, adding since the summary revision would be completed on October 1, the Code of Conduct would have been imposed by then”.
The Code of Conduct comes into force with announcement of elections by the Election Commission. The announcement of Assembly elections in Jammu and Kashmir is expected to be made by the middle of September i.e. just a fortnight before the completion of summary revision of electoral rolls on October 1. The Assembly elections are likely to be held in November-December as the new Assembly had to be constituted before January 19.
Sources said the Election Commission’s directive now clearly means that the Government wouldn’t be in a position to effect reshuffle of the Deputy Commissioners before the Assembly elections unless it feels that there was necessity to shift any of the DCs and for that it had to take permission of the CEO by explaining the necessity. Moreover, the Government had to give three names of DCs it proposed to appoint in place of the DC whom it wanted to shift and the CEO had to pick one of them.
“Once the Model Code of Conduct is imposed by the Election Commission of India, the Government can’t effect any transfer or make major announcements,” sources said.
