Civil Services 2013: 67 candidates fail to clear medical test

NEW DELHI, July 17:
As many as 67 candidates, who was announced qualified in the civil services examination 2013, have been declared unfit to join some services including Indian Police Service (IPS).
A list containing names of the candidates declared unfit by medical board of various hospitals, along with the reasons, has been put up on the Department of Personnel and Training (DoPT) website — www.Persmin.Nic.In, officials said.
An appeal can be made by these candidates to challenge medical board’s findings by following certain procedure, they said.
“The appeal should be preferred within 21 days from the date of this notice failing which it will be presumed that the candidate (s) is not interested in filing an appeal. Appeal received after 21 days of issue of this notice will not be considered,” said a circular issued yesterday by the DoPT.
However, the candidates are advised to file the appeal, if they so desire, as early as possible so that their re-medical examination could be held at an early date and service allocation could be completed prior to the commencement of foundation course from September 1, it said.
The appeal should be accompanied by a fee of Rs 100, the circular said.
“It is made clear that the Appellate Medical Board would conduct the medical examination only if your appeal has been received in the office within the stipulated time,” it said.
The medical examination by the Appellate Medical Board will be at the cost of candidates only. “There is to say if any amount is to be paid to the hospital in connection with your medical examination, the same shall be paid by you direct to the hospital,” the DoPT told the students.
As many as 1,122 candidates were recommended for appointment in Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and other central services on the basis of the civil services examination, 2013, results of which were declared on June 12.
The civil services examination is conducted in three stages — preliminary, mains and interview — by the Union Public Service Commission (UPSC). (PTI)

NSF seeks CBI probe into Jammu Central University recruitments

JAMMU, July 17:  Stepping up  attack against  the administration of Central University of Jammu (CUJ) for its alleged failure to start construction work on the campus, National Secular Forum (NSF) today  also demanded a CBI probe into all the recruitments made in the university.
Talking to media persons, NSF chairman for Jammu unit  Ajaz Shah also criticized the working of Central University Vice-Chancellor and accused the  CUJ administration of  throwing all rules to the wind while absorbing their kith and kin in the university.
“The varsity has become a rehabilitation center for retired and corrupt officials who are being recruited in violation of  norms, according to which  the serving officials should not be above 65 years,” he said and alleged that  the CUJ administration was ignoring the Jammu youth in jobs, which were  being awarded to non-Jammuties thus  playing with the emotions and sentiments of locals.
“The student community had presumed that CUJ would benefit them on account of providing jobs, but maximum of outsiders and retired officials are being rehabilitated by VC”, he said and appealed the people of the State to come forward and expose the corrupt persons in CUJ.
The NSF leader also appealed the HRD Minister to intervene into  the matter and initiate a CBI probe, to unearth the illegal recruitment racket in CUJ.
Among those who were present in the press-conference included,  Qayoom Malik, Vikram Madhyal, Narinder Singh, Rishikesh Rana, Altaf Mir, and Amit Sanotra.

GALLE, July 17: Jean-Paul Duminy hit a superb unbeaten century to put South Africa in a position of strength on the second day of the first Test against Sri Lanka today.
The left-hander came in to bat with South Africa placed at a shaky 331-7 but he batted sensibly under pressure to help his side declare their first innings at 455-9.
In reply, Sri Lanka were 30-0 when stumps were drawn for the day with Kaushal Silva batting on eight and Upul Tharanga on 20.
Tharanga, playing his first Test in six years, showed little signs of nervousness, hitting four boundaries in his 40-ball innings so far.
The Sri Lankan bowlers were made to toil in hot and humid conditions by the gritty rival batsmen who dug in to ensure their team did not lose the advantage of winning the toss and batting first on a placid track at the Galle International Stadium.
It was Duminy (100 not out) who stole the show with a superb rearguard action after opener Dean Elgar had laid the foundation for a good total with a 103-run knock on day one.
Duminy, 30, frustrated the bowlers to take South Africa past the 400-run mark. His 206-ball effort contained 10 hits to the boundary including an exquisite cover drive off skipper Angelo Mathews.
Mathews had to give himself the ball in the absence of pace spearhead Shaminda Eranga who remained off the field with a split webbing in his bowling hand.
Duminy, dropped on 82 by Dilruwan Perera, was given a standing ovation from his mates in the dressing room after he completed his fourth Test century.
He shared valuable partnerships with tailenders Vernon Philander and Morne Morkel (22) whose dismissal in the 167th over prompted new South African skipper Hashim Amla to declare the innings.
Philander (27) was adjudged leg before wicket off Mathews but the batsman asked for a review as he felt the ball had hit him high on the pads. However, Hawk Eye upheld the on-field umpire’s call.
He faced 96 balls and shared 75 runs for the eighth wicket with Duminy.
The morning session belonged to Quinton de Kock who hit a maiden Test 50 after resuming the day at his overnight score of 17.
The rookie batsman, playing his second Test after making his debut in February, hit six fours in his promising 90-ball innings.
A smashing cover-drive off slow bowler Dilruwan Perera (3-147) and another through point that raced to the boundary were the highlights of his innings.
But Perera earned his revenge when he sent back De Kock with a sharp turning delivery that the batsman edged in the slips to give Mahela Jayawardene his 198th catch.
The second and final Test will be played in Colombo from July 24-28. (Agencies)

‘Achieving Rs 6.24 lakh crore in indirect taxes a challenge’

NEW DELHI, July 17:
Achieving the budgetary target of Rs 6.24 lakh crore in indirect tax collection during the current fiscal will be a challenge, a senior Finance Ministry official said today.
“It will be a challenge for the Central Board of Excise and Customs (CBEC) to achieve budgeted indirect tax target in the current fiscal year. Last fiscal, the revenue growth was just barely short of 5 per cent.
“This year, we have to grow at the rate of 25 per cent plus, so you can imagine the kind of stress we in the department were under,” CBEC Chairperson J M Shanti Sundaram said at an event here.
The Government has budgeted Rs 6,24,902 crore from indirect tax collection in 2014-15, which is around 25 per cent higher than the indirect tax mop-up (revised estimates) last fiscal.
The CBEC Chairperson also expressed concern over decline in the manufacturing sector growth rate last year.
“The fact that the manufacturing sector is under stress is very well known. You all know in the last fiscal, the growth in the manufacturing sector hardly crossed into the plus,” Sundaram said.
A recent data released by the Central Statistics Office (CSO) confirm that both the manufacturing and mining sectors shrunk in 2013-14 with fall in output.
The manufacturing sector contracted 0.7 per cent in 2013-14 against 1.1 per cent in 2012-13.
Sundaram urged industry bodies to discuss issues with the ministries related to expansion of the manufacturing sector to boost exports and ensure sustainability.
“A number of actions that we have taken as results of policies led to the degrowth of the manufacturing sector. So it would be good if industry bodies – when they interact with ministries for forming policies for export, import and manufacturing – see this entire thing as not with short term vision but at least in the medium or long-term,” she added.
The CBEC Chairperson also said that global slowdown was not the only reason for slump in India’s manufacturing growth rate.
“It is not that manufacturing growth suddenly stopped, it occurred over a period of time. So apart from the fact that there has been a global slowdown, our policies also need to be looked at, and industry bodies need to participate in the decision-making process to bring out the effect of policies both in medium and long-term on domestic manufacturing sector,” Sundaram said. Amateur Millie Saroha and Neha Tripathi share lead on day 2

BENGALURU, July 17: Amateur Millie Saroha took many by surprise by returning the day’s best card of four-under 68 in the second round of the Hero Women’s Professional Golf Tour’s ninth leg to grab a share of the lead with Neha Tripathi.
The Delhi amateur, along with Kolkata’s Neha Tripathi, is in joint lead with identical scores of 144 after 36 holes. The Rs 5 lakh tournament is being played at the Eagleton Golf Resort, on the outskirts of Bengaluru.
Trailing the leaders by just a stroke is Delhi amateur Mehar Atwal, who finished the second round carding one-under 71.
In an event which saw the first under-par scores carded today, Millie held on to her nerve and played the best round carding the days’ lowest score of four-under 68.
Millie’s round consisted of six birdies on the third, fourth, seventh, 16th, 17th and 18th holes, faltering just twice with bogeys on the sixth and 13th holes.
Her total score of 144 after the second round put her in joint lead with Kolkata’s Neha Tripathi. Neha had a disturbing front nine with two continuous bogeys on the eighth and ninth holes.
She carded another bogey on the 12th hole, but thereafter steadied her game, carding three birdies on the 14th, 16th and 17th holes to return home with a day’s score of even-par 72.
Delhi amateur Mehar Atwal is placed third after the second round with a total of 145 after 36 holes. Her round of consisted of four birdies on the fourth, ninth, 15th and 18th holes along with three bogeys on the first, 11th and 13th holes.
Current Hero Order of Merit leader Vani Kapoor made a strong comeback to finish fifth with a total score of 147 after the second round. (PTI)

Process underway to regularize Safai Karamcharis: ULB Dir

JAMMU, July 17: All casual Safai Karamchari’s working with various municipal committees would be absorbed as regular employees by the end of August 31 for which the process is already underway.
This was stated by Director of Urban Local Bodies (ULB), Jammu, K L Khajuria while chairing a meeting with members of Safai Karamcharis Union, Urban Local Bodies, headed by its president Dev Anand Gill at his office chamber this afternoon.
Khajuria informed the union that process of regularizing 548 casual Safai Karamchari’s working with 34 Municipal Committees has been already initiated and would be complete till August 31.
Khajuria also informed the union that as per their demand concession of State Subject, education and other benefits would be given to Safai Karamcharis during process of absorption as regular employees.
Vijay Kumar, Deputy Director, Urban Local Bodies, Jammu, Tersem Masi and various office bearers of the Union were present in the meeting.

2 Mendhar villages without power for one month

MENDHAR, July 17: Two villages of tehsil Mendhar in district Poonch are without electricity supply for the last nearly one month.
Reports said villagers from Kasyot  in Gursai area are suffering for the last one month as the electric transformer which got damaged could not be replaced or repaired so far.  The villagers alleged that this damaged transformer is still lying in the house of lineman Shabir Hussain Shah at the village. They warned to start agitation if  power is not restored.
Another village, Morha  in Kalaban area is without power for the last nearly one month. The electric transformer went out of order and was removed from there but no other transformer has been restored to the villagers. There is strong resentment among the villagers against PDD. They  alleged that power remains suspended for weeks together but PDD is charging flat rates from them every month which is great injustice with the public. The Government is   charging for the service which it is not providing to the public. The innocent public is being duped. They also warned to storm PDD office at Mendhar.

Omar main accused in Haji Yousuf case: PDP

SRINAGAR, July 17: Lashing out at the Chief Minister, Omar Abdullah, for trying to brazen out the accusations against him in Haji Yusuf case and passing the buck of his own misdeeds onto others, People’s Democratic Party (PDP) today said this will not help him as he (Omar) will always stand out in history as the main accused in the sensational case.
“Is it not a fact that Haji Yousuf was summoned by Omar Abdullah himself to his Gupkar residence to settle some murky money dealings involving the first family?”, party’s general secretary Mohammad Dilawar Mir said in a statement here.
Instead of following the systemic procedures by involving the concerned institutions why Omar called Haji at his residence to seek the account of dirty money collected from party aspirants in lieu of MLC and ministerial berths, Mir questioned.
“If anyone else was involved in the crime as insinuated by the CM in his Handwara speech, what stopped him from allowing an investigation after proper registration of a case?” Mir said, adding that Omar will have to answer for all serious corruption charges against him.

New challenges in tax administration due to globalisation:Prez

NEW DELHI, July 17:  New challenges have emerged in the arena of tax administration in the wake of globalisation and economic integration, President Pranab Mukherjee has said.
He was interacting with a group of 141 officer trainees, including 38 women, of the new batch of the Indian Revenue Service (Income Tax) at Rashtrapati Bhavan yesterday.
Speaking on the occasion, the President noted that his association with the I-T department went back to the 1970s, a Rashtrapati Bhavan spokesperson said.
Over the years, the President said, he has seen that there has been an enormous expansion in the volume and variety of taxes.
“The collection of direct taxes in 1860-61 was Rs 30 lakh, when Income Tax was introduced in India in July 1860. In this financial year, the direct tax collection is set to exceed Rs 7.36 lakh crore,” he was quoted as saying.
The President said various finance ministers at various levels have injected their innovative ideas in tax mobilisation and tax reforms in order to improve the tax administrative structure in this country.
“New challenges have emerged in the wake of globalisation and economic integration,” he said.
He told the probationers that in the coming years, they will be dealing with complex issues arising in an integrated world economy and that the emerging challenges in tax administration can be met through ingenuity, innovation and adoption of new ideas and technology.
He added that with enthusiasm and innovative thinking, the young IRS officers can bring changes in tune with the rapidly transforming national and global scenario.
The batch is presently undergoing a 16-month induction training at the National Academy of Direct Taxes in Nagpur. (PTI)

PM pledges deeper collaboration with South American countries

BRASILIA, July 17:
Asserting that distance is not a barrier, Prime Minister Narendra Modi has said India will work more closely with the resource-rich Latin American nations than ever before as the setting up of the BRICS development bank opens up newer opportunities for cooperation.
“I assure you that India will work more closely with South America than ever before. At the bilateral level, as a BRICS member, in the G-77, as well as other international forums,” he told leaders from South America.
Brazilian President Dilma Rousseff, who was the host of this year’s BRICS summit, invited leaders from South America including those from Argentina, Venezuela, Ecuador, Colombia, Argentina, Peru, Uruguay, Paraguay on the lines of President Jacob Zuma inviting those from Africa during the last year’s summit in Durban.
“Our discussions today should throw up new ideas for partnership between BRICS and South America. BRICS nations have already started a new chapter in this with the BRICS New Development Bank. This will open up newer opportunities of cooperation,” Modi said.
Noting that there is a growing presence of Indian investors in South America, he said it is still well below potential.
Modi said South America has tremendous potential.
“It is blessed with vast resources and talent. It can become an important pillar of the global economy. In the face of economic uncertainty its growth can be crucial for global prosperity,” he said.
In a globalised and inter-connected world, he said, “our destinies are inter-linked”.
“We are all bound by shared aspirations and common challenges. We all have a stake in each other’s success. Distance is not a barrier to opportunities. It also does not insulate us from challenges in other parts of the world,” Modi said.
The Prime Minister said nations must unite to seek faster growth and newer avenues of generating prosperity, to find solutions to the challenge of poverty and to preserve our environment, and use our resources well.
“We all have a stake in each other’s success. Distance is
not a barrier to opportunities. It also does not, insulate us from challenges in other parts of the world,” the Prime Minister said.
Modi, while addressing the leaders, referred to the links between India and South America like the popularity of authors like Octavio Paz and Gabriel Garcia Marquez, and the links between Gujarat and the region.
To tap enormous opportunities of cooperation, he said, “We must utilise, the Preferential Trade Agreement between India and the MERCOSUR Trade Block (South America’s trade block) and Chile, more effectively.”
“I firmly believe, the possibilities of cooperation are limited not by distance but only by our imagination and efforts. We have much to learn from each other, in our journey towards inclusive and sustainable development.
“We must share with each other, our experiences, best practices and innovative solutions. India stands committed to the same. I am pleased, that India has deputed experts, to countries in the South American region in the fields of Agriculture, Horticulture, Disaster Management, Communications and Law. We are also working together in Renewable Energy,” Modi said.
To share its expertise in Information Technology, India will establish Centres of Excellence in Information Technology in South American countries, the Prime Minister said.
India also offered to expand cooperation in areas like Tele-medicine, Tele-education and e-Governance.
“We extend our Space capabilities, for weather forecasting, resource mapping and disaster management. I also look forward, to a much more intensive level of engagement, between India and South America, in the coming years, across all domains of cooperation,” Modi said. (PTI)
