HC seeks status report over de-congestion of traffic

SRINAGAR, July 10: High Court today sought status report from various departments on the direction regarding for decongestion and smooth plying of traffic in the city.
A Division Bench comprising Justice Virender Singh and Justice Hasnain Masoodi in a public interest litigation for decongestion and smooth plying of traffic in Srinagar city directed Srinagar Development authority to file detailed status report with regard to Pantha Chowk Bus Stand and suggestions made by NIT.
Advocate J. H. Reshi, who is amicus to the litigation pointed out that experts from NIT Hazratbal have surveyed the Bus Stand and other places and put certain suggestions with regard to congestion problems.
The PIL has been filed by Kashmir Consumer Welfare Forum against the Government for management of traffic in Srinagar.
Advocate Javed Iqbal, counsel for SDA, assured the court that the suggestions put forth by the NIT be placed before the experts of RITES India who have been contacted  by SDA for visiting the valley and make their suggestion to curb the problems of congestion of traffic in city and particularly in Bus Stand.
With regard to installation of Auto LPG outlets in Valley, counsel for Indian Oil Corporation requested for some time for filing response regarding required formalities and necessary approvals for installation of such outlets.
National Highway Authority of India (NHAI) in compliance to previous direction of the court in its status report specifically denied that any used Indian Oil is being utilized in the macadamization work on Qazigund-Srinagar road.
Amicus to the PIL however stated that large number of complaints of private contractors, agents, who have undertaken the job of macadamization of the roads in valley are using used Mobile Oil to save the Tarcoal which is ultimately sold in the market.
He requested to the court that complete mechanism should be put in place to stop the use of used Mobile oil. The court granted four weeks to Additional Advocate General to file status report in this regard.

Govt keen to upgrade facilities in tertiary hospitals: Omar

SRINAGAR, July 10: Chief Minister, Omar Abdullah today said that Government will take all necessary measures for installation of PET-CT Scanner in Sher-i-Kashmir Institute of Medical Sciences to upgrade modern medical facilities for the people relieving them of travelling AIMS, New Delhi for this facility. The Chief Minister has already approved Liver Transplantation Unit in SKIMS on which work has started.
Chairing 41st Governing Body Meeting of SKIMS here this morning, Omar Abdullah, who is also Chairman of the Governing Body, said that Government is keen to further upgrade the facilities in SKIMS and other tertiary hospitals in public sector. He said modernization of health sector is being carried forward by the Government on priority.
The Chief Minister said that during last five years various initiatives have been taken to upgrade and modernize facilities in SKIMS and other health institutions besides extending healthcare facilities in the rural and urban areas of the State. He said he is keen to see SKIMS growing as one of the leading tertiary health institution in the country and providing all kinds of modern treatment to the patients qualitatively at the lowest cost comparatively. He said his Government has taken many new initiatives to achieve this goal.
The Minister for Finance, Abdul Rahim Rather, Minister for Health and Medical Education, Taj Mohi-ud-Din, Chief Secretary, Mohammad Iqbal Khandey, Principal Secretary, Planning, B. R. Sharma, Principal Secretary, Finance, B. B. Vyas, Commissioner Secretary, Health and Medical Education, Gazanfar Hussain, Director SKIMS, Prof. Showkat Hussain Zargar and other Members of the Governing Body participated in the meeting.
In a power point presentation, Director SKIMS stated that six modern facilities approved by the Chief Minister have been put in place in SKIMS and are functional presently in the hospital. These include Liner-Multi Slice CT Scan, New Emergency Operation Theatre, renovation of sanitation project and Modern units for treatment of Cancer and other critical diseases.
The Governing Body reviewed the action taken on the decisions made in the last meeting as also discussed agenda items including reconstitution of Standing Committees, utilization of retained 75% of the revenue by the SKIMS for development of infrastructure and procurement of equipment and machinery.
The meeting also discussed issues relating to the enhancement of superannuation age for faculty and teaching faculty of SKIMS, Bemina Hospital and Nursing College.

Don’t post EO Katra at Distt Hqrs: HC

JAMMU, July 10: Division Bench of State High Court comprising Chief Justice M M Kumar and Justice Tashi Rabstan today directed Director Urban Local Bodies to post Executive Officer of Katra Municipality, Ravi Kumar either in the Directorate or in the office of Secretary instead of giving him charge of the post of EO at District Headquarters.
The direction was passed in an application filed by SOS International through its Chairman Rajiv Chuni and Others seeking appropriate disciplinary action against EO Municipal Committee Katra, Ravi Kumar against whom two FIRs have culminated into presentation of charge sheets in the court of Special Judge Anticorruption, Jammu.
After hearing Advocates Abhinav Sharma and Rohit Kapoor appearing for the PIL whereas Senior AAG Seema Shekhar for the State, DB observed, “in pursuance of the yesterday direction, AAG  Seema Shekhar has produced the order of transfer in respect  of Ravi Kumar, Executive Officer Municipal Committee Katra whereby he has been transferred and posted as Executive Officer Municipal Committee Reasi”.
“It is unfortunate that a person who is facing charges in two FIRs registered against him under Prevention of Corruption Act has been given key posting”, the DB said, adding “Reasi is District Headquarter and Katra is part of district Reasi. Ordinarily in a case where the challan has been presented in the corruption case, the Government officers are placed under suspension”.
“It is a matter of serious concern that despite directions and observations made by  this court, the officer has been posted in District Headquarter”, the DB said and directed Director Urban Local Bodies Jammu that a suitable order of posting Ravi Kumar in office of Directorate or Secretary be passed instead of giving him charge of the post of Executive Officer.
“Needful shall now be done within two weeks failing which Director Urban Local Bodes shall remain present in person”, the DB directed.

KATHUA, July 10: With an aim to listen the problems of the people at their door steps Minister of State for Fisheries, Cooperatives, Finance and Planning, Dr Manohar Lal Sharma convened public grievance camps at Rajwalta.
At Rajwalta  deputations hailing from Uppar Rajwalta, Kalyal, Mastgarh apprised the minister about their difficulties and demands including extension of PMGSY road from Kalyal to Mastgarh, up gradation of High School Uppar Rajwalta, new electric poles for 11 kw line, PHE water tank, and ration depot for Rajwalta.
While speaking on the occasion, Dr Sharma announced Panchayat Ghar for Rajwalta panchayat and assured every help to mitigate other highlighted issues by the representatives.  He directed PDD officers to remove old poles of 11 KW line and also directed to shift 63 Kw transformer to accessible area. He assured that extension of PMGSY will be examined and needful will be done to give people road access.
Koug deputation apprised the minister about water scarcity in Bakkerwal Basti and also demanded Mobile school, CAPD ration,  transformer for Morian, electric poles for Pakda.
Dr Sharma after giving patient hearing to the demands of the people passed instructions to the field functionaries to adress the genuine demands of the people on priority basis. He said Governmnet is keen to strenghen the Panchayats so that development reach at grass root level. He said Panch and Sarpanchs must own responsibilty to project and address the demands and difficulties of the people at proper forum. He said time demands proactive participation of the rural community to uplift their economic and social status.
He directed TSO to provide ration supply to left out areas of Koug panchayat immediately.  He also directed PDD to install electric poles at leftout habitations. PHE Department was asked to provide water supply through tankers and also to submit the estimate of pipes for Marhoon.  PWD officers were directed to do the patchwork on Sialna road at an earliest.

SAMBA, July 10: The irate residents of Ward No 2, Daghore in district Samba held a protest demonstration against the PHE and PDD for the scarcity of drinking eater and power crisis in the area and blocked the Jammu -Pathankote NH for 15 minutes.
The protestors alleged that they face acute scarcity of drinking water for a week now. The protest was led by Som Nath Panch, Ward No 2 in which men, women and children participated. The protestors lifted the road blockade on the request of Sapwal Police to allow the Amarnath pilgrims to move.
They alleged that the PHE Department has failed to concede their demand of supplying the drinking water and there are crisis in the area as water supply has remained suspended for a week now in these hot days of Summer.
Another protest was held at Ramgarh which was led by PDP leader against the power curtailments. The protestors raising anti Government and anti PDD slogans   blocked Ramgarh road. The protest was led by Yash Paul Sharma PDP leader.

PM Sharif removes Najam Sethi from PCB chairman’s post

Karachi, July 10:
Pakistan Prime Minister Nawaz Sharif in his capacity as patron-in-chief of the PCB has removed Najam Sethi as chairman and dissolved the management committee while appointing a ad-hoc Chairman and election commissioner to hold elections in the board in 30 days time.
The Attorney General of Pakistan, Salman Butt told a two-member bench of the Supreme Court today in Islamabad that Justice (retd) Jamshad Ali Shah has been appointed as acting Chairman and chief election commissioner to hold elections for the Chairman’s position in 30 days time.
“The government will also be issuing notification for the new constitution of the board under which the elections will held,” Butt said.
Justice Jamshad will be assisted by a governing board that includes Sethi and Iqbal Umar but the lawyer for petitioner Zaka Ashraf, who was replaced as chairman by Sethi in February, raised objection to the presence of Sethi on the board.
“We don’t want Sethi in this interim set-up and someone else should be appointed in his place by the Prime Minister,” Imtiaz Siddiqui said.
The Attorney General has sought one-day’s time from the court to brief the PM and see if an alternate can be named.
These developments took place at the hearing of the SC bench which is looking into petitions filed separately by the ministry of inter provincial coodination (which looks after sports in Pakistan) and the PCB against the reinstatement of Ashraf as Chairman by the Islamabad High Court and counter petitions filed by Ashraf against Sethi and the government order in February.
The two-member bench observed that while it wanted a quick disposal of the case and cricket in Pakistan to be run smoothly and without favoritism or nepotism it would observe to see the new constitution and process of elections for the Chairman’s post. (PTI)

DB stays sale of land recorded as Khad

JAMMU, July 10: Division Bench of State High Court comprising Chief Justice M M Kumar and Justice Tashi Rabstan today stayed the sale of land concerning the bed of the river and the land recorded in the revenue records as Khad.
The order was passed in a Public Interest Litigation filed by Balbir Singh, Secretary of a registered society against inaction on the part of the State in implementing the Jammu and Kashmir Water Resources (Regulation and Management) Act, 2010.
In the PIL, it has been submitted that the banks of River Tawi are being illegally occupied by unscrupulous elements. The petitioner said that due to illegal constructions from Sidhra bridge to Nikki Tawi bridge, the waste water from the colonies was pouring in and polluting the pious water of River Tawi.
“The people of the city are being compelled to bathe the dead bodies before cremation with the polluted water of the river, which is hurting the sentiments of a particular community”, the petitioner said.
After hearing Advocate Abhinav Sharma appearing for the PIL, DB issued notice to Chief Secretary and others. In the meanwhile, Division Bench stayed further construction in the areas of water body and sale of land concerning the bed of the river and the land recorded in the revenue records as Khad.

Govt to open consumer awareness centers in all districts: Ramzan

JAMMU, July 10:  The Government is contemplating to open consumer awareness centre at all districts to create mass awareness about the consumer rights in the state.
Giving directions in this regard,    the Minister for Transport, Consumer Affairs and Public Distribution, Mohammad Ramzan asked the department functionaries to involve the local NGOs in the establishment of these centres and the awareness campaign to be launched thereto.  He said that having such centers at the district levels would facilitate to take the consumer awareness campaign to the rural areas.
Chairing a meeting of the functionaries of departments under his charge, including Transport and CAPD, the minister took a detailed review of the stock and supply position in the Jammu region.
Stressing the need to further streamlining of the public distribution of ration, he specially emphasized the need for mounting vigil on the transportation of ration to the rural areas to check the pilferage and theft.
The Minister asked the CAPD functionaries to go tough against the hoarders and black marketers and brought them to book to set an example for others. He mentioned about the complaints pouring in from some far flung areas and asked the Director to identify the elements official or outsiders involved in mal practices. For this, he asked the division, district and tehsil level functionaries to conduct regular inspection in their areas of jurisdiction.  He called for maintaining close coordination among CAPD, FCI and SRTC – the agency involved in the transportation of the ration.
Regarding the supply of   LPG, the Minister asked the regulating agencies to keep a check on black marketing of subsidized LPG and take action against the agencies who fail to provide home delivery to the consumers.
The Minister also asked the CA&PD functionaries to identify the Oil Companies which are not complying with the norms with regard to LPG supply and recommend their names to Central Government for necessary action.
Regarding dearth of staff in the CA&PD Department, the Minister asked the authorities to imitate the process for appointment of IVth class employees within a month time.
The Minister also asked for strict enforcement of the Essential Commodity Act to check black marketing and hoarding by unscrupulous traders, adding that the Government was contemplating to add more teeth to the existing act by making it more stringent.
The Minister also reviewed the functioning of Legal Metrological and Transport Department. He was informed that various innovative proposals are in pipeline to make the department more effective and vibrant like establishment of working Standard Laboratories in all the districts, besides introduction of latest quality check instruments.
The meeting was attended by Secretary CAPD, Baseer Khan, Director CAPD, G.S. Chib, Transport Commissioner, Sourabh Bhagat, Deputy Transport Commissioner, M.L. Raina, RTO Jammu, Arvind Kotwal, RTO Lakhanpur, Ajay Sharma, ARTO Jammu, Kuldeep Singh, ARTO (BOI), Jugal Sharma, ARTO Kathua, Mohmmad Saleem, Deputy Director State Motor Garages, Zakir Chowdhary, Deputy Controller Legal Metrology Jammu, General Manager JKSRTC, R.S. Jamwal, Manoj Prabhakar, GM (FCI), Kishore Kumar besides senior offices of all concerned departments.

IIT, other allocations to J&K a welcome step: Dr Jitendra

NEW DELHI, July 10: Dr Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, MoS in Prime Minister’s Office (PMO), Personnel, Public Grievances and Pensions, Space & Atomic Energy today formally thanked the Union Finance Minister Arun Jaitley for responding to his request for liberal financial allocation for the State of Jammu & Kashmir as well as to the departments covered by his Ministry.
Soon after the presentation of the budget, Dr Jitendra Singh walked up to the seat of Arun Jaitley in Lok Sabha and conveyed his gratitude on behalf of the people of J&K for, among other things, sanctioning an IIT for Jammu.  It may be recalled that Dr  Jitendra Singh had personally placed a proposal before the HRD Ministry for an IIT in Jammu which was promptly approved by the HRD Minister Smriti Irani.  Thereafter, he had sought a personal appointment with Jaitley and requested him to arrange funding for it in his budget.
Talking to media outside the Parliament House, Dr Jitendra Singh observed that Jaitley had adopted a balanced approach not only while allocating funds to different States, but had also tried to strike a balance among the different regions within each State.  Citing the example of Jammu & Kashmir, he said, while Jammu had been given an IIT, for Kashmir Valley there is a Pashmina promotion allocation and for Ladakh there is provision to promote Solar projects.  In addition, he said, both the capital cities of Jammu and Srinagar had been provided funds for upgrading of their respective Sports Stadia.
Rediculing the Congress party’s criticism against the budget, Dr Jitendra Singh said, the Congress leaders should rather be thankful to the BJP led NDA Government for having made a special allocation for the construction of the statue of Sardar Patel in Ahmedabad.  He said, this is something which the Congress party failed to do in 60 years of its rule although Sardar Patel was one of the front rank Congress leaders.
By correcting this anomaly, he said, the BJP has only proved the point that this Government gives due reverence and respect to eminent leaders of the country irrespective of their party affiliations.  In the same vein, he said, BJP has also introduced schemes named after leaders like Shyam Prasad Mukherjee and Deen Dayal Upadhyay who had been deliberately ignored by the previous Governments.
Dr Jitendra Singh also thanked the Finance Minister for conceding the request of Department of Personnel & Pensions falling under him for extra allocation to support pensioners keeping in view that the number of pensioners in the country is now more than the number of serving officials.  Similarly, he also thanked the Finance Minister for funding the Science & Technology projects falling in his Department and the space programme under him for the launch of satellite voyage to Mars. He further added that two Institutes for Ageing in Madras Medical College, Chennai and AIIMS in New Delhi are a new land mark in the history of independent India.

Court awards lifer to former HM commander

Srinagar, July 10: A local court in Baramulla awarded life imprisonment to former divisional commander of Hizbul Mujahedeen on charges of murder and imposed a fine of Rs 10000 on him.
The District and Additional Sessions Judge Baramulla, Tasleem Arief convicted Maqsood Ahmad Bhat on the charges of murdering Dr Reyaz Ahmed Bhat in 2005.
“The period of imprisonment already undergone by the convict as an undertrial in the instant case shall be considered while computing the sentence,” the court said.
Bhat has been convicted for causing “intentional” death of a man in Baramulla district by using prohibited arms.
The court also imposed an amount of Rs 10000 on the accused and asked for paying the same to the state treasury.
According to the prosecution, the accused Maqsood Bhat killed Dr Reyaz Ahmed Bhat of Hanzura Pattan, a PDP Block President, on June 16, 2005. “A case under FIR No. 87/2005 under Section 302 of the RPC was registered in Police Station Pattan”.
“I am of the considered opinion that the case of the convicts is not the rarest of the rare case where the convict should forfeit his right to life because no case for awarding capital punishment is made out,” Judge Tasleem Arief said in his judgment.
