Concessions for KPs extended

NEW DELHI, June 30:
Wards of Kashmiri migrants will get concessions in admissions to educational institutions in other parts of the country in the academic session 2014-15 that includes relaxation in cut-off percentage up to 10 per cent and up to 5 per cent course-wise increase in intake capacity.
In a letter to various Universities and the UGC, the Union Human Resource Development Ministry has said that the Kashmiri migrant wards will also get a reservation of at least one seat in merit quota in technical or professional institutions.
They will also get the concession of waiving off their domicile requirements, the Ministry said.
It said that the concessions were being provided in the next academic session in view of Kashmiri migrants continuing to face hardships.
The UGC, on its part, has also asked various Universities to make necessary efforts in providing the concessions to the wards of Kashmiri migrants.
In a letter to vice chancellors of all Varsities, the UGC suggested that these concessions may be brought to the notice of various colleges affiliated with them to help in immediate complaince of the Government directive.
These concessions to wards of Kashmiri migrants were provided during the current academic session 2013-14 also. (PTI)

Blimey! Modi misses ‘Honeymoon’

The ‘acche din’ harbinger, Narendra Modi, has lamented that the pleasure of a ‘honeymoon’ has been unjustly denied to him since he occupied the prime ministerial office and heralded a Government that is ‘decisive’, ‘transparent’ and morally upright. He does not state it, but obviously it is the sporadic critical bit in the media that he blames for his misfortune because the political opposition is still recovering from the licking he gave them in the Lok Sabha polls to be able to bite him.
The Modi brigade was thrilled by the encomiums showered on him on the day he took the oath of office at a spectacular ceremony in Rashtrapati Bhavan, watched by an admiring crowd of 4,000 that included leaders from the Saarc nations and Mauritius. The invitation to the foreign heads of state and Government drew ecstatic comments, immediately catapulting Modi to the status of a world statesman. It looked like the perfect start of a prolonged ‘honeymoon’ which will last well beyond 100 days.
Undeniably, good neighbourly relation is a sine qua non for India’s march on the path of speedy development and growth. But foreign policy is not conducted in the style of a circus show or by maintaining silence when a crisis develops. The macho Government that Modi heads is as clueless as the previous Government about stopping border incursions, attacks on Indian targets by terrorists, the internal threat from insurgents and the consequences of the strife in West Asia.
Modi did not appoint an exclusive defence minister but expects to be seen as firmly committed to providing sinews to the defence forces that he had said was missing for years. His Government sees nothing wrong if the immediate past chief of army staff, a minister now, openly abuses the COAS designate.
‘Less Government’ concept is fine but not the tokenism of reducing the strength of parliamentary or official committees and panels by one or two, as Modi has done. Not everyone is convinced that Modi’s attempt to take direct control of the decision making process with the help of a band of trusted tyro ministers and bureaucrats is the right way of governance in a democracy.
Despite his groan, most of the so-called mainstream media still remains smitten with Modi. There has been only muted criticism of the Modi-led NDA Government on issues that affect the ‘aam admi’ (common man) like price rise and inflation. The problem is casually explained as a carryover from the previous UPA. The readers are reminded that the prime minister has appointed committees and ordered this and that measure to curb price rise. In the meanwhile, Modi says that controlling price is the job of the State Governments!
Modi’s spin doctors and the army of his fans on the social media may have to work overtime to continue to hold on to the myth that he is a superman. But this image can be sustained only as long as the bulk of the ‘mainstream’ media remains enamoured of him. What the Modi brigade needs to notice is that the fawning media of today was his uncompromising critic till the other day. Another U-turn by the media is only to be expected. If Modi does not think so, he only need have a brief chat with a man called Arvind Kejriwal, the man who was hailed as India’s biggest hope only to be discarded soon enough as a bogus politician.
There is a safety clause that can be expected to protect the Modi ‘sarkar’ (Government) from criticism on the price front. The weatherman has spoken ominously of El Nino which will bring less rain this year than the normal and which, in turn, will mean a poor harvest. If prices remain beyond control after the monsoon, you know who to blame.
Modi wrote his ‘honeymoon’ complaint in a blog, which is not very surprising since he has within a month of coming to power shown that he is even more ‘maun’ (silent) than his predecessor but definitely more communicative via the Facebook, Twitter and similar other new age devices. But wait. There was a surprise, one that justifies criticism.
After stirring a (needless) controversy by calling his ministerial colleagues and senior officials to communicate in Hindi, Modi’s blog was written in English! At least, the news items that prominently carried his lament did not mention that his blog was written in Hindi and that his sorrow was translated from the original Hindi (or was it Gujarati?) into the forbidden language of the former colonial masters. Has Modi gone back on a dictate he himself had issued on the use of Hindi? And speaking of stirring controversy, did it help matters when a minister spoke against Article 370 that bestows special status to Jammu and Kashmir?
There have been many instances of the Modi ‘sarkar’ speaking in different tongues. Recall the vehemence with which Modi and his party (in Opposition) used to lambast the Government whenever cases of rape and ‘hate’ crimes were reported from anywhere in the country. A component of the Modi poll campaign was a message on TV highlighting the plight of women in India and a promise was made that everything will be alright once Modi came to power.
As prime minister, Modi maintains a ‘deafening silence’ on crimes against women. Is it because one of his ministers faces a rape charge and a pro-Hindutva outfit was said to be behind the brutal murder of Muslim techie in Pune because of his religion?
Was Modi serious in condemning the previous Government for hiking fares before presenting the budget? Has he changed his views now to support the ordinance route rather than taking the matter to the elected body? The institution of Governor may be anachronistic in the opinion of many, but is it morally justified to remove them for political reasons and by defying a judgement of the Supreme Court?
The matter may be serious but it sounds amusing that certain Government agencies are invariably lambasted by the Opposition for doing a hatchet job for the party in power and when the critics come to power they face the same charge from the former ruling party. Were these agencies used to block the appointment of a senior lawyer to the Supreme Court? Or, is it Modi’s way of reviving the deplorable practice of having a ‘committed judiciary’?
Modi’s Government is no different from any other previous Government in treating Government agencies and institutions in the interest of the party in power. A key aide of Modi was being probed for ‘snoopgate’ when the previous Government was in power. Now the matter is to be dropped, according to media reports. Is it a prelude to the resurrection of old chestnuts like the Bofors and similar other cases?
The country heard spellbound that corruption and profligacy by the ruling party will end the day Modi takes over as the prime minister. All accusations of corruption and extravagancy (as in Goa) by the BJP-run state Governments are henceforth to be seen as a bundle of lies. No need for any probe by an impartial body-because there are no ‘impartial’ bodies.

Father, 3 sons booked by Crime Branch

JAMMU, June 30: Crime Branch, Jammu has registered a case against a man and his three sons for tampering the power of attorney in order to execute a sale deed in their favour.
The accused are Girdhari Lal, son of Ishar Dass and his sons Rachpal, Ram Lal and Arjun, all the residents of village Chak Jagtu, R S Pura.
According to the Crime Branch, one Amar Nath, son of Lachman Dass of Jagtu Chak filed a written complaint duly endorsed by Chief Judicial Magistrate, Jammu with the direction to investigate the matter after holding preliminary enquiry.
In the complaint, it was alleged that the complainant and his brothers were in cultivating possession of land measuring 10 kanals falling under Khasra No. 138 and 9 Kanal and 18 Marlas falling under Khasra No.132 at village Chak Jagtu duly mutated in their favour vide Mutation No. 288 dated 02.06.1995.
The complainant said that in the year 2000, they had executed an irrevocable general power of attorney in favour of Rachpal, Ram Lal and Arjun Kumar, all sons of Girdhari Lal and Girdhari Lal, son of Ishar Dass with respect to land measuring 9 Kanal and 18 Marlas out of the total 10 kanals land falling under Khasra No. 138, which was registered before the Sub-Registrar R S Pura, Jammu on 10.04.2000.
However, the accused persons tampered the original power of attorney and by making an insertion in the Khasra No. 138 as 132, executed a sale deed of the land falling under Khasra No. 132 in favour of accused Girdhari Lal thus cheated the complainant.
The accused after tampering the power of attorney executed a sale deed in favour of accused Girdhari Lal, which was registered before the Sub-Registrar R S Pura on 25.02.2000 thereby causing wrongful loss to the complainant through fraudulent means.
On this complaint, a formal case was registered under the relevant sections of law against the accused persons and investigation of the case has been started.

Teacher drowns in Mansar Lake

JAMMU, June 30:  A teacher drowned in Mansar Lake in Samba  district while feeding fishes, police sources said today.
“A teacher identified as Gurbachan Singh, resident of  Raipur Camp, Samba, last evening drowned into Mansar Lake when  he slipped into the waters while feeding the fishes,”  sources said here.
They said the deceased had gone to the tourist spot along with his friend for a picnic.
“The body has been fished out with the help of the divers,” police said adding that a case has been registered and investigations started.

HC seeks report on conversion of land

Srinagar, June 30: High Court today took serious note of illegal conversion of agriculture land into commercial and directed the Deputy Commissioner Pulwama to file status report by next Monday in respect to all directions passed in the PIL which has been filed against the conversion of agriculture land.
A Division Bench of the court comprising Chief Justice MM Kumar and Justice Hasnain Masoodi while hearing an application filed by advocate Mohsin Qadri where it has been stated that soil from saffron fields is being taken for filling the paddy land behind the court complex and alongside Gousia Colony situated at Pampore by some unscrupulous brokers persons including Tariq Ahmad and Nazir Ahmad Mir.
The court issued notice to the Government which has been accepted by their counsel Nissar Ahmad Shah (Dy. AG) and stayed the construction which is going on behind the court complex of Munsiff Pampore and directed Deputy Commissioner Pulwama to file his status report with to all directions issued in the PIL.
The Bench also directed Tehsildar Pampore to appear in person on next date and file his status report in respect of illegal construction going on in the area and directed the SSP concerned to register appropriate FIR by invoking the provisions of Penal law in case any violation of court direction is found.
The court has also sought status report from seven DCs who have not filed their status report about any illegal conversion of agriculture land in their respective districts which includes Deputy Commissioners of district Kathua, Udhampur, Rajouri, and Kishtwar by next date of hearing.
The Bench also directed for demarcation of Nambal situated at Narkara, Budgam so as to ensure complete ban on construction or any other encroachments .
In this regard court observed in the order that “we have requested the Advocate General to intervene the matter and help in rescuing the State land from the clutches of encroachers.”
The court further said that we have been informed that this is wet land and earth filling on the instance of encroachers is in progress.
“We direct that any earth filing shall remain stayed till further orders and if any violation of our orders is found the same may be noticed so as the violators may be dealt with sternly,” the court said.

Mula Ram asks Govt to redress problems of Raipur-Domana constituency people

JAMMU, June 30: Former Minister and vice president, J&K Pradesh Congress Committee (JKPCC) Mula Ram said that there is an acute shortage of electricity, drinking water and ration supply in the Kandi belt of Raipur Domana and the Government should immediately address these problems.
He said this while addressing public meetings in Raipur Doman constituency.
He said that work on various development projects has been abandoned, resulting in bad condition of roads and link roads in the area.
Expressing concern over the price hike of essential commodities, he said that BJP Government has failed to control the prices and instead has raised unprecedented and unfair hike in railway fares before the budget, has shown the true colour of BJP.
He predicted that the prices of essential commodities in coming days are likely to go beyond the reach of common man.
Mula Ram urged upon the Government to implement the Food Security Bill in the State, which was passed by Congress led UPA Government so that poor section of society in the State is benefited.
Former Minister further said that since there is great resentment amongst the educated unemployed youth like engineers, post-graduates, graduates and others and State Government should immediately launch fast track recruitment drive so that maximum youth are absorbed in the Government and Semi Government Departments against vacant posts.

Symposium on values of science, technology organised

DODA, June 30: Government Higher Secondary School, Ghat Doda organized a symposium on the values of science and technology in its school premises.
A total of 30 students of secondary and higher secondary level participated in the symposium.
Anita Kumar, Urba, Sunny Thakur, Sana Bashmi, Saresh and Anita were adjudged as toppers of the symposium.
While speaking on the occasion, Sudesh Kumar Raina, principal of the institution, encouraged all the students to take part in such activities.

I don’t miss working with Khans: Vidya Balan

MUMBAI, June 30:
National-award winning actress Vidya Balan says she has not been offered any film with the Khans in Bollywood yet.
Vidya, who will be seen sharing the screen space with newbie actor Ali Fazal in detective thriller ‘Bobby Jasoos’, said she is not keen on doing it either as she doesn’t see herself fitting into ‘masala commercials’.
“I don’t miss working with them. There has to be a script that has enough for me to do.. It has to be exciting for me. I have never looked for films where I can work with certain actors.
“I have never planned my career.. I have only responded to scripts that came my way. To be working with (known) actors or new actors, I don’t plan my career that way. I have a different approach. And I am very happy with the kind of work I am doing,” Vidya told PTI.
“I have not really got offers (for films with Khans) .. Not in the past seven years. I don’t see myself fitting into those kind of films honestly,” she added.
Meanwhile, gossip mills are abuzz that the biopic on legendary Carnatic singer M S Subbulakshmi, which Vidya, 36, will be doing, is in some legal trouble.
“I have no information on that. In past one year it has been put on hold. So, I dont know what is the the status,” she said.
Now the actress will also be next seen in director Mohit Suri’s ‘Humari Adhuri Kahaani’ with Emraan Hashmi and Rajkumar Rao.
“I have not started any preparations for this film yet. Once ‘Bobby Jasoos’ is out, after that…,” Vidya said. (PTI)

BMS students protest over uncertainty on fate of course

NEW DELHI, June 30:
With UGC still silent on the fate of the BMS course of Delhi University, several students today staged a protest outside the UGC office here demanding that their programme should be conducted in the four-year format.
University Grants Commission had yesterday directed DU to continue with the four-year B.Tech programme for those admitted in academic year 2013-14 but remained quiet on the fate of the 840 students who had enrolled in the Bachelor in Management Studies (BMS) course last year.
The students met senior UGC officials and submitted a memorandum in which they have demanded that their interests be taken into consideration and spoken against the non-technical professional course being reduced to three-years’ duration.
“We have submitted a memorandum to UGC. It was being said yesterday that UGC will hold a meeting to discuss about the students of BMS course, but so far we have got no word on it. We intend to continue our protest till our demands are met,” said Nida Saifi, a BMS student.
UGC Vice Chairman H Devaraj had yesterday said that a meeting of the Standing Advisory Committee would be convened to discuss the fate of the BMS course.
The course was started last year under the now-scrapped Four-Year Undergraduate Programme (FYUP) after combining three courses — Bachelor of Business Economics (BBE), Bachelor of Business Studies (BBS) and Bachelor of Financial and Investment Analysis (BFIA).
DU, which has decided to scrap BMS course along with B.Tech courses, will hold admissions to BBS and BA (Hons) (Business  Economics) on the basis of the criteria already announced for BMS admission 2014-15.
Meanwhile, dissatisfied with UGC’s directive to DU, a group of B.Tech students staged a protest in North Campus.
“Asking DU to continue with the B.Tech course only for the current batch is not enough. The DU VC should give us a written assurance that the university is not going to scrap the B.Tech programme,” said a student.
Another student, Ruchi, said, “We would be the only batch to pass out from B.Tech courses of DU. What value would our degrees hold in the job market?”
Around 6,500 students were enrolled last year in six B.Tech programmes — Computer Science, Electronics, Food Technology, Polymer Science, Instrumentation and Electronics and Psychological Science — in 35 colleges.
UGC has also asked DU to ensure that colleges under it which admitted students to B.Tech courses should obtain approval from regulatory bodies such as the commission itself and AICTE to ensure the students are not put to any disadvantage.
Under pressure from UGC, DU had on Saturday scrapped FYUP and reverted to the previous three-year structure. (PTI)

JAMMU, June 30: HelpAge India today organized a recreation for Senior Citizens. The tour was flagged off from Old Age Home Amphalla by Sureshta Khajuria, Principal Shringrilla Public High School Sarwal, here today.
25 beneficiaries from Old Age Home had a day long tour to Sanasar, the famous picnic spot.
The group was escorted by  Parshotam Kumar (Helpline Counselor) and Sanjay Kumar (ASCENT Assistant).
HelpAge India organizes such programmes to add life in the ageing years.
