South Africa’s Bokang Masunyane during the Men’s 57 kg Freestyle Wrestling quarter-finals at the 2014 Commonwealth Games in Glasgow, Scotland.

It is raining gold for Indian wrestlers as three of the country’s top pugilists – Sushil Kumar, Amit Kumar and Vinesh – clinched the yellow medal in different categories, and Rajiv Tomar bagged silver while shooters beg 5 more medals at the Commonwealth Games here today.
While Sushil pinned Qamar Abbas of Pakistan in 107 secs to own the gold medal in men’s 74kg, Amit beat Nigeria’s E Welson 6-2 and Vinesh beat England’s Yana Rattingan 11-8 in Women’s 48kg final to clinch the gold.
Sushil, a two time Olympics medalist had no trouble against his Pakistani counterpart and once again proved his mettle in the ring.
Meanwhile, Amit bagged the eight gold for the country as he defeated Ebikweminomo Welson of Nigeria. Leading 4-0 in the first round of 57 kg freestyle category, Amit was at his sensational best against his staggering opponent. This is first of the four medals won by Indian wrestler on Day 6. Vinesh, who faced Yana in the gold medal match of women’s free style 48 kg category led 6-2 at the end of first period, looked composed in her final match. She looked stronger and aggressive as she extended the lead to 8-6 in the second period of the match. She completely impressed with her approach.
Yana did good to make a comeback with 8-6 but Vinesh also got point lead to 11-8. This is second gold medal in a row after Amit Kumar took the gold medal. With the trio’s scintillating show, the Indian wrestlers have won 3 out 3 matches played on Day 6 taking the Indian tally to 34 with 10 gold, 14 silver and 10 bronze.
Indian shooters continued to dominate the Barry Buddon Centre with the unassuming Sanjeev Rajput and Harpreet Singh clinching a silver medal each but there was heartbreak for Olympic silver winner Vijay Kumar in the 20th Commonwealth Games here today.
Star marksman Gagan Narang had to be contend with a bronze while Manavjit Singh Sandhu and Lajja Gauswami, too, finished third on the podium, as India finished with an impressive tally of 17 medals (4 9 4) from the Games.
Narang, the biggest name in the fray, failed to defend his gold in the men’s 50m rifle 3 position on the concluding day of the shooting events.
The 31-year-old Narang, who had won a bronze in the 2012 London Olympics in 10m air rifle event, shot 423.3 while Rajput aggregated 436.8 in the final held under windy conditions at the Barry Buddon Shooting Center at Dundee near here.
Rajput and Narang were trailing at third and fifth after the three rounds of kneeling competition, each round having five shots. They were fourth and sixth respectively after the completion of three rounds of prone competition.
But both made a remarkable recovery in the standing position to bag the silver and bronze respectively.
Harpreet survived two rounds of nerve-wrecking shoot-off and brushed aside a penalty point docked on him to claim silver in the men’s 25m rapid fire pistol event.
The 33-year-old Harpreet from Haryana saved India from disaster by bagging the silver after Olympic silver medallist Vijay failed to qualify for the final round after finishing seventh in the qualification. Only the top six in the qualification round qualify for the final.
Harpreet, who topped the qualification round, hit 21 times on the target in the six-shooter final which had eight rounds of five shots each.
Manavjit bagged a bronze medal in the men’s trap event.
Manavjit finished third in the semi-finals after hitting 13 of the maximum 15 targets. He then beat renowned shooter Michael Diamond of Australia in the bronze medal match. (PTI)

Haryana power minister quits Hooda government

CHANDIGARH, July 29:
In a revolt against Chief Minister Bhupinder Singh Hooda ahead of Assembly elections, Haryana Power Minister Ajay Yadav resigned today, saying the leadership has “failed” to learn lessons from the Lok Sabha election debacle.
The 55-year-old six-time Congress MLA from Rewari alleged bias in matter of development, recruitment and flayed the controversial induction of members of various Commissions and statutory bodies and “domination” of the bureaucracy.
Yadav told PTI here that he had sent his resignation to Hooda. He, however, said he would continue in Congress till the end and Sonia Gandhi is his leader.
He said the Congress won only one seat in the state in the Lok Sabha elections, but has failed to learn any lessons.
“Somebody has to bell the cat…And I decided to take the step (resign),” he said.
Asked about Hooda’s response to his resignation, Yadav said the Chief Minister asked me to reconsider, but he declined.
“I am waiting for the Congress High Command to take a decision,” Yadav said.
Asked if he had raised the issues at various cabinet meetings, Yadav said the cabinet meetings are restricted to the agenda.
“I had detailed the reasons for the party’s defeat before the Antony Panel,” he said, adding he would soon meet the party leadership.
“I want respect. If that is not given what else can I do. I had to make the sacrifice of resigning under compulsion when the bias in matter of development, recruitment, induction of members of various Commissions and other statutory bodies, domination of the bureaucracy and neglect of party cadres, including MLAs continued and the party failed to learn any lessons from the Lok Sabha debacle,” he said.
“It was essential for me to resign to give a message so that the party does not face the same situation in forthcoming assembly elections which it faced in the recent Lok Sabha elections,” he said.
Yadav claimed that development and other activities in the state had been confined to a couple of districts, which he did not name.
Yadav also opposed the induction of two members to State Information Commission and three to Right to Service Commission, saying only bureaucrats have been inducted as members.
“Didn’t they (Government) see any politician or other persons? If the posts had been given to party cadres it would have been better,” he said.
Asked about reorganisation of the state unit of the Congress and appointment of youth leader as HPCC President, Yadav said, “Ashok Tanwar should work independently. He should take all leaders along in order to strengthen the party.”
On reports that another senior leader Birendar Singh was unhappy with the state leadership and that he may switch over to BJP, Yadav said that if that happens it will certainly be a loss for the party.
Yadav said a medical college proposed to be set up under the PPP model in his area had remained on paper only.
“No further action has been taken in the matter,” he said, adding there were various other instances reflecting “bias” of the state government in carrying out developmental works and recruitment to various departments, etc. (PTI)

More things change, more they remain same

NEW DELHI, July 29:
The more things change, the more they stay the same, judging by a PMO reply given to an RTI applicant.
In April last year, applicant retired Commodore Lokesh Batra was refused disclosure of steps taken by the Prime Minister’s Office to proactively part with information as mandated under the RTI Act.
That prompted Narendra Modi, the then Gujarat Chief Minister, to take a potshot at the PMO questioning the UPA for taking credit for RTI even as the top office was denying information.
Three weeks after Modi took over as Prime Minister, his office gave a similar reply in June this year refusing information to the RTI applicant on similar grounds.
CPIO S E Rizvi had then questioned the usefulness of giving the applicant details about the list of files related to RTI Act implementation which are maintained under the ES-2 Section of the PMO and other details.
He had refused to disclose information saying the query would fall in the category of one “where the applicant has not specified how the information is useful to him either personally, socially or nationally”.
Under the Right to Information Act, an RTI applicant is not required to give any reasons while seeking information. As per the Act, information can only be denied if it comes under exemption clauses of the transparency law.
Batra posed a similar question to the PMO on May 19 seeking details of the files maintained by it related to the implementation of RTI.
But he has now got the same answer from Rizvi which was given to him last year.
Batra regretted that despite change of Government, “nothing seems to have changed in the PMO”.
He said after the change of Government at the Centre on 26 May 2014, a message under the title “Quest for Transparency” was posted on the website of PMO.
“This created hope for all those working for ‘Transparency and Accountability’ in governance. Alas! Going by the RTI response of CPIO, PMO, nothing seems to have changed in PMO viz. ‘Transparency and Accountability’,” he said.
Among other pieces of information, Batra has also sought to know from the PMO the details of files and records which have been digitised and computerised by it as mandated in Section 4(1)(a) of the Right to Information Act. (PTI)

Rape, murder charges can’t be quashed despite settlement: SC

NEW DELHI, July 29:
Criminal proceedings in grave offences like rape and murder cannot be quashed despite the victim and the accused reaching a compromise and coming to an amicable settlement, the Supreme court has ruled saying it will have harmful effect on society.
A bench of justices Ranjana Prakash Desai and N V Ramana, however, said that proceedings in other offences, which are not related to public peace or tranquillity and confined to two individuals or groups, can be quashed after the parties reach a compromise.
“…The High Court can exercise its discretion to quash the proceedings will depend on facts and circumstances of each case. Offences which involve moral turpitude, grave offences like rape, murder etc. Cannot be effaced by quashing the proceedings because that will have harmful effect on the society,” the bench said.
The apex court said that grave offences cannot be said to be restricted to two individuals or two groups and quashing of such offences may send “wrong signal” to the society.
“However, when the High Court is convinced that the offences are entirely personal in nature and, therefore, do not affect public peace or tranquillity and where it feels that quashing of such proceedings on account of compromise would bring about peace and would secure ends of justice, it should not hesitate to quash them,” the bench said.
It said in such cases(where parties compromise), the prosecution becomes a lame prosecution and pursuing it would be waste of time and energy.
“That will also unsettle the compromise and obstruct restoration of peace,” the bench said.
The apex court passed the verdict on a bunch of petitions filed by various convicts seeking quashing of proceedings against them on the ground that they have reached amicable settlement with the victims. (PTI)

Lab-to-Land, PM’s slogan for increasing agri production

NEW DELHI, July 29:
Pitching for greater use of research for boosting the agriculture sector, Prime Minister Narendra Modi today gave the slogan ‘Lab-to-Land’, saying that farmers should be able to enhance production to increase their income and feed the country as well as the world.
He pressed for the use of scientific technologies to help raise the agricultural production in “less land, less time” as he expressed concern over the depleting natural resources and the challenge of climate change.
The Prime Minister also called for ‘Blue Revolution’ in fisheries sector on the lines of Green and White Revolutions.
“We have to prove two points. One is how we can make farmers capable of feeding the whole country and the world. Second is how we can make agriculture capable to fill the pocket of our farmers,” Modi said while addressing the 86th Foundation Day of Indian Council Agriculture Research (ICAR) here.
He asked the scientific community to plan for the centenary celebrations of ICAR and achieve more in the next 14 years than what they have over the last 86 years of the existence of the premium agriculture research body.
“‘Per drop, more crop’ can be our mission statement,” he said, while noting that India is still dependent on import of edible oil and pulses despite being an agrarian economy and efforts need to be made to become self-sufficient.
He emphasised upon the need for taking scientific research to fields and suggested setting up of radio stations by agri-colleges and universities to create awareness among farmers.
The farm growth target cannot be achieved unless farmers’ income is increased, Modi said, adding that the government’s policies therefore should focus in this direction.
Modi also talked about the need to address the challenge of taking farm research from ‘Lab-to-Land’ by making efforts to convince farmers about efficacy of new farm techniques in simple ways.
“Food demand is huge and this is an opportunity for us.
The biggest challenge before us how we take research work from Lab to Land. Unless this work does not reach field, we cannot get results,” Modi said
Exhorting agriculture universities/college to start radio stations, he said that young educated and progressive farmers along with farm research scholars can form a talent pool.
He asked ICAR to digitise database of all agri-research work in the country in the next 4-5 years.
On the need to achieve ‘Blue Revolution’ in the fishery sector, Modi said: “In India’s tri-colour flag, we talk about Green and White Revolution. But there is also blue colour Ashoka Chakra. That revolution we also need to look at.”
The development of the fishery sector is necessary as there is huge global market for this and has potential to change the life of fishermen, he said, and called for greater research and promotion of coastal seaweed.
In order to reduce dependence on import of pulses and cooking oils, the Prime Minister said that the production of pulses and oilseeds is a big challenge even today and priority should be given to raise productivity.
“Even today, production of pulses and oilseeds is a big challenge. There is a need to increase production of pulses. Poorest of the poor should also get pulses which has high protein. We need to work in this direction.” he said.
Noting that the country is still dependent on import of cooking oils despite being an agrarian economy, Modi emphasised
that there is a need to take it as challenge by both scientists and the farming community to address this issue.
Modi also asked ICAR to focus on harnessing the potential of Himalayan herbal medicine as China is ahead in this area.
Emphasising upon the need to address water crisis, he asked ICAR to explore scientific approach to manage water according to changing weather cycles.
“Water is God’s offering to us and we should ensure that no single drop of water is wasted. How do we spread this message among common man? How do we work in this direction? Can we make ‘Per drop more drop’ as our mission statement? Similarly ‘Kam Zameen, Kam samay and Zyada Upaj’,” he said.
Modi said that awareness about water conservation among people is necessary as they are the ones who have to work upon this, though seminars on global warming and environment in 5-Star hotels do have some benefit in this regard.
Besides addressing water crisis, he said that the country has “no choice” but to increase farm productivity in less land without compromising the quality, while special efforts are required on growing agri-crops in less timeframe.
Referring to the pace at which ICAR Director General S Ayyappan gave presentation on the institute’s achievement in last 86 years, Modi in a lighter note said: “I was listening to Ayyappanji, it was like superfast train. I am fully confident that the country’s agriculture will grow in the same speed.”
The Prime Minister, who was given a standing ovation before his address, asked scientists present in the auditorium to pay standing ovation to those crores of farmers who have contributed to farm growth. (PTI)

Sexual harassment complaint against two JNU students

NEW DELHI, July 29:
A sexual harassment complaint has been filed with the gender sensitisation committee of the prestigious Jawaharlal Nehru University (JNU) against two students holding positions in the university students’ union.
The complaint was filed with the university’s Gender Sensitisation Committee against Sexual Harassment (GSCASH) against JNUSU President Akbar Chawdhary and joint secretary Sarfaraz Hamid on July 24.
The issue came to light yesterday after posters came up in university premises through which the two student leaders denied charges of sexual harassment.
“We would like to inform the student community that a complaint in GSCASH has been filed against us. We were informed of this complaint on July 24 and were shocked by it,” a joint statement released by Chawdhary and Hamid said.
“If the GSCASH takes up the complaint for enquiry, we will step down from our posts in the JNUSU and our organisation and cooperate fully with the enquiry,” it said.
“In keeping with those rules, procedures and principles that we all hold dear, we are bound to engage in public discussion regarding the complaint or put forward a public defence in any way,” the statement said.
Meanwhile, members of the GSCASH have remain tight-lipped about the issue.
However, a GSCASH member said a committee would be set up to look into the case.
“There will be a complaint screening committee meeting this week and subsequently, probe will be taken further,” the member said. (PTI)

New Jaguar XE sedan to make global debut in September

NEW DELHI, July 29:
Tata Motors-owned Jaguar Land rover will hold the global premiere of the new Jaguar XE luxury sedan in London on September 8 with which it is looking to bring new levels of aluminium-intensive lightweight construction expertise to the segment.
The Jaguar XE will use a new grade of high strength aluminium called ‘RC 5754’, which has been developed specifically for the XE, the company said in a statement.
“This new alloy features a high level of recycled material and makes a significant contribution to Jaguar’s goal of using 75 per cent recycled material by 2020,” it said.
Commenting on the new product, Jaguar’s Chief Technical Specialist Mark White said: “The Jaguar XE body uses over 75 per cent aluminium content, which far exceeds any other car in its class.”
He further said: “We’ve made sure our aluminium-intensive body structure exceeds all global safety standards without compromising on vehicle design or refinement.”
Designed and engineered in the UK, the Jaguar XE will be the first Jaguar to be manufactured at a new purpose-built production facility at the company’s Solihull plant in the West Midlands in the UK.
“The world premiere of the new Jaguar XE will be held in London on September 8,” the company added.
It further said the XE is projected to deliver fuel economy of less than 4 litres/100km on EU combined cycle.
JLR has been focussing on lightweight construction for its Jaguar brand. The Jaguar XJ, XK and F-Type have all been developed using aluminium structures. The XE becomes the latest model to use aerospace-inspired technology in cars. (PTI)

England in control as India tottering at 323/8 after Day 3

Virat Kohli rolls on the ground after avoiding a ball bowled by Chris Woakes during the third cricket test match at the Rose Bowl cricket ground, Southampton.
Virat Kohli rolls on the ground after avoiding a ball bowled by Chris Woakes during the third cricket test match at the Rose Bowl cricket ground, Southampton.

Southampton, July 29:
India still needed 47 runs to avoid the embarrrassment of a follow-on after pathetic shot selection by some of the top-order batsmen, which allowed England to tighten their grip on the third cricket Test here today.
At stumps, India were precariously placed at 313 for eight, with skipper Mahendra Singh Dhoni waging a lone battle with a gritty half-century.
Almost all the Indian batsmen got starts but failed to convert into a big score which is required while chasing a mammoth first innings score.
India are still 246 runs behind England’s first innings score of 569 for seven.
At stumps Dhoni (50 batting) and Mohammed Shami (4 batting) were at the crease battling to keep India in this Test match with two full days to go.
James Anderson (3/52) and Stuart Broad (3/65) hunted in pair while Moeen Ali (2/62) was a beneficiary of poor shotmaking by a couple of Indian players.
It was terible shot selection that brought about the downfall of Rohit Sharma (28) and Ajinkya Rahane (54), both of whom looked set for long haul.
Rohit after a 74-run stand with Rahane was guilty of charging down to part-time off-spinner Ali failing to clear Stuart Broad at mid-off.
Rahane, who scored a gutsy half-century after a fine spell from Broad in the pre-lunch session, mishit a half-tracker from Ali to be caught by substitute fielder Sean Terry at mid-on. Rahane hit five boundaries in his 113 ball knock and his dismissal proved costly in the broader context of the Indian innings.
Even Virat Kohli (39) looked like hitting some form before he nibbled at an awaygoing delivery from his nemesis Jimmy Anderson to be caught by Alastair Cook at first slip.
Skipper Dhoni curbed his natural instincts to play a subdued game and added 58 runs for the seventh wicket with Ravindra Jadeja (31), who was the dominant partner.
Jadeja, as usual, batted in his flowing self, hitting six oundaries in the process before the second new ball did the trick. Anderson got one to swing back into the left-hander trapping him plumb in-front.
Twice Dhoni took risk during his 103 ball knock. Once when he dispatched Moeen Ali’s long hop over mid-wicket for a six and the other time while hitting Broad over extra cover to complete his 31st Test half century.
Bhuvneshwar Kumar (19) got his first below-20 score in the tournament and it was left to Dhoni to carry on the battle of avoiding follow-on.
The post-lunch session started with Kohli and Rahane looking to build a partnership. But they could only go as far as 48 runs before India lost another wicket.
This time it was the big one of Kohli, who had until then, fought hard with patience and determination before Anderson accounted for Kohli.
Rohit then walked to the crease, getting his first chance in this series. He started well, rotating the strike with Rahane, as Moeen Ali (1-37) was deployed from one end. Rohit used his feet well against the part-time spinner while Rahane was watchful yet scoring at a decent pace.
They got the scoreboard ticking again and soon celebrated their 50-run partnership, the mark coming off only 78 balls in the 61st over of the innings.
Two overs later Rahane celebrated his half-century, another sterling effort after the hundred at Lord’s.
He reached there off 92 balls, with five fours. The 200-run mark for India also came up in the same over.
But then, Rohit played a careless stroke in a bid to keep on attacking Ali, throwing caution to the wind as tea-time approached, and holed out to Broad at mid-off.
Earlier, Broad bowled a brilliant spell in the morning session to reduce the visitors to 88/3 at one stage. (PTI)

Pak players to be seen in action in Pro kabaddi in Kolkata

Mumbai, July 29:
Three Pakistan players who have already reached the country for the inaugural Star Sports Pro Kabaddi League, would make their first appearance in the IPL-style tournament when the caravan moves to Kolkata tomorrow, according to an Indian kabaddi Federation official.
“They were here but were not fielded yesterday as we did not want to take any risk of the tournament seeing any untoward incident like protest. Today also no player will be seen in action. They will be seen in action in Kolkata from tomorrow,” the official said here today.
The official was clearly referring to likely protests from parties such as Shiv Sena which has constantly opposed Pakistan players from taking part in Indian sports arena, in general, and Maharashtra, in particular.
The three Pakistan players who have been signed up by two franchises are Waseem Sajjad (Patna Pirates), Wajid Ali and Atif Waheed (both Telegu Titans).(PTI)

CWG shooting team manager held at IGI airport

New Delhi, July 29:
The manager of the Indian shotgun shooting team, which was returning from Glasgow after participating in the Commonwealth Games, was today detained at the Indira Gandhi International Airport (IGI) for carrying prohibited ammunition.
Ararul Hassan Choudhury was accompanying the shooting team that included medal winners Anisa Sayyed and Rahi Sarnobat.
“He was carrying hunting ammunition and was held at the Indira Gandhi International Airport for this reason,” National Rifle Association of India (NRAI) sources said.
Choudhry is from Aligarh in Uttar Pradesh.
When contacted, the NRAI was not forthcoming on the issue but said the manager-cum-coach has been released by the customs department at IGI.
“He has been allowed to go and is already in Aligarh. We don’t have all the details and can’t say if he was actually detained or not,” a NRAI official said.
The manager, caught in the middle of controversy, is learnt to be close to a couple of top NRAI officials. (PTI)
