JAMMU, May 12: Director Health Services (DHS) Jammu has constituted a committee to monitor and ensure timely disposal of Time Bound Promotion cases and Annual Performance Reports (APRs) of Gazetted Officers.

War On Iran About Oil, Not For Wiping Out Civilisation: Hosabale Of RSS
New Delhi, May 12: The war in West Asia is not a civilisational conflict but it is about oil, RSS General Secretary Dattareya Hosabale said on Tuesday, adding that India can play a role in appealing to the good sense of nations and leaders.
In a video interview to PTI, Hosabale, the second-in-command of Rashtriya Swayamsevak Sangh (RSS), said wars are generally a product of a wicked mind or the greed and arrogance of nations or individuals.
Asked if he was referring to US President Donald Trump, Hosabale said he did not say that.
“I did not say that, I did not mention anybody’s name,” he said.
He was asked if the US-Israeli attack on Iran was about nuclear weapons or about wiping out a civilisation as Trump had threatened in a social media post.
Hosabale replied, “Wars, battles, skirmishes, conflicts have always been there in every part of the world in the entire world history.
“Wars generally take birth in minds. When I was in school, there was a lesson titled ‘War is a wicked thing’. That wicked thing comes because of a wicked mind,” he said.
“When you want to take hold of something that is not yours, or you have become too greedy, or a nation, a society, or leadership becomes one of these things, wars break out,” he said.
He said this may be a war for oil, but it has already been predicted that the next war may be over water.
“That means, if this war is over and there is going to be a war for water, we would have survived this war to wage the next war.
“Wars are not going to finish humanity, but definitely it will alter… human life,” he said.
He noted that prominent thinker Dr Samuel Huntington had predicted the war of civilisations. But, this is not it, he said.
The entire Christian world is not with one country and all Muslim nations are not under one umbrella, he said.
Supporting Prime Minister Narendra Modi’s austerity call, he said it is in the best interest of the country.
Even in the absence of war, India’s way of life should be of austerity and simplicity, he said.
“That is the basic thing that we should observe and practice. This should be imbibed and practised… at times of crisis and challenge. It is necessary,” he said.
On the West Asia war, Hosabale also said India can play a role in appealing to the good sense of nations and leaders. (Agencies)

New Delhi, May 12: Taking responsibility for the cancellation of the NEET UG 2026 over allegations of paper leak, the Director General of the National Testing Agency, Abhishek Singh, on Tuesday said the schedule for the re-examination would be announced within the “next seven to 10 days”.
The National Testing Agency (NTA) on Tuesday cancelled the National Eligibility cum Entrance Test (Undergraduate), or NEET, held on May 3 for medical admissions amid allegations of paper leak, with the government asking the CBI to carry out a comprehensive inquiry into the “irregularities”.
“For the re-examination date, I will sit with my team and, in the next few days, announce the complete exam schedule and dates. Our effort will be to conduct the exam in the shortest possible time so that the academic calendar and admission schedule of medical colleges are not disrupted. The process will begin within the next seven to 10 days,” Singh said.
No additional fee will be charged from the candidates for the re-examination, and the fees paid earlier will be refunded, he said.
Union Education Minister Dharmendra Pradhan, meanwhile, refused to respond to questions from the media on the cancellation of NEET-UG 2026.
Calling the incident “distressing”, Singh said, “Paper leaks must end with immediate effect. It is unfortunate that we are at this stage. This is a matter of concern for the children of our country, for their parents, and for the entire ecosystem. I understand that more than two lakh people were involved in the examination process,” he said.
“This is distressing for everyone involved. We take responsibility for what has happened; it was wrong. We are cancelling it (NEET UG 2026) and preparing to conduct it again with the assurance that such incidents will not be repeated,” Singh added.
Some questions circulating in PDF format among students before the examination matched the actual question paper, prompting the agency to recommend cancellation of the medical entrance test, he said.
“The entire paper was not leaked. The CBI will probe the number of questions leaked. We will appeal to the agency to nab the culprits and take strong action (in the matter),” Singh said.
“The test conducted on May 3 had four code versions. None of the papers was found in the market, and no leak has been established. There were many questions in the PDF that circulated, and some of them looked similar to questions from the exam paper,” the NTA DG said.
“So, I would not say that the entire paper was leaked. But I will definitely say that even if a single question matches our question paper, our commitment to zero tolerance and zero error is violated, and our entire process is compromised. We will take responsibility for it and take action accordingly,” he added.
Singh also said that strict action would be taken against those attempting to mislead students or exploit the examination process.
“I want to assure all that we will take strict action against anyone attempting such mischief. Wherever we receive reports that someone is selling question papers or misleading students, we will act against them,” he said.
“There were many cases, even before the exam, where people were asking for OTPs in the name of providing papers and emptying bank accounts.
“We have taken action against all such people, and our policy is clear that we will not allow any irregularities in the examination process,” Singh stressed.
The NEET-UG 2026 was held on May 3 across 551 cities in India and 14 cities abroad. The NTA organised the examination for nearly 23 lakh registered candidates at centres across the country. (PTI)
SSP Jammu Reviews Security Preparedness, Reiterates ‘Zero Tolerance’ Policy
Jammu, May 12: The Senior Superintendent of Police (SSP) Jammu, Joginder Singh, chaired a high-level review meeting on Tuesday to assess the prevailing security scenario and review the effectiveness of intelligence-gathering mechanisms across the district.
The SSP reiterated the department’s “zero tolerance” policy against anti-social elements in the district.
The SSP stressed the importance of Human Intelligence (HUMINT), stating that effective policing largely depends on ground-level presence and maintaining a strong network of local sources.
He said while technology remains an important tool, real-time intelligence from the field continues to play a crucial role in addressing emerging security challenges.
The SSP urged officers and field staff to continue working with dedication to ensure a safe, secure and drug-free environment for the public.
The SSP directed officers to further strengthen grassroots connectivity and enhance intelligence coordination to ensure timely preventive action against anti-social and anti-national activities.
Officials said a major part of the review focused on the ongoing campaign against drug trafficking in the district. The SSP appreciated the role of the District Special Branch in identifying narcotics networks and facilitating recent breakthroughs against drug syndicates.
He said the proactive intelligence inputs significantly contributed to curbing the drug menace and maintaining communal harmony and peace in Jammu district.
J&K Govt Orders Major Reshuffle In Health Department, 22 Doctors Transferred
JAMMU, May 12: The Jammu and Kashmir Health and Medical Education Department on Monday ordered a major reshuffle in the health sector by transferring and posting 22 doctors across various districts and health institutions in the Union Territory.
According to Government Order No. 411-JK(HME) of 2026 dated May 12, the transfers have been made “in the interest of administration and patient care” with immediate effect.
Among the key transfers, Dr. Sanjay Arora has been posted as I/C State Malariologist, while Dr. Rashmi Sharma has been assigned as I/C Epidemiologist. Dr. Sunil Kailu and Dr. Bashir Ahmad Malik have been posted as I/C Assistant Directors for Family Welfare, MCH & Immunization in Jammu and Kashmir divisions respectively.
Dr. Vinod Sharma has been posted as I/C CMO Doda, while Dr. Sanjay Kumar Bhat has been assigned the charge of I/C CMO Kishtwar. Dr. Bhajan Kour has been transferred as I/C CMO Bandipora and Dr. Monika Kotwal as I/C Medical Superintendent, Government Hospital Sarwal Jammu.
The order further states that several doctors have been appointed as Medical Superintendents and Block Medical Officers in districts including Shopian, Reasi, Pattan, Kupwara, Beerwah, Khansahib, Bijbehara, Mendhar and Bishnah.
The government clarified that these assignments are temporary and subject to the outcome of any pending court cases. All transferred doctors have been deemed relieved from their previous postings and directed to immediately join their new places of posting.
The order was issued by Commissioner/Secretary to the Government, Health and Medical Education Department, M. Raju (IAS).
Tehsildar Issues Notice Over Rumours of Lion Sighting in J&K’s Poonch
JAMMU, May 12: The Tehsildar Haveli in Poonch district has issued a notice to persons who allegedly circulated and confirmed reports on social media and through interviews claiming that a lion was seen roaming in Banwat village.
The administration said preliminary verification conducted at the local level found the information to be false and misleading, adding that no such wild animal has ever been naturally found or reported in the entire Pir Panjal region.
The notice stated that the rumours created panic among the public and warned that spreading false and unverified information could invite legal action under relevant laws.
The persons who publicly made the claims have been asked to submit evidence or material supporting their statements within 24 hours, failing which it will be presumed that the rumours were deliberately spread to mislead the public and create unnecessary fear.
The administration also advised people not to circulate unverified content on social media and to maintain peace and public order.
Border Villagers Play Extraordinary Role In Nation-Building: LG Sinha
SRINAGAR, May 12: Jammu and Kashmir Lieutenant Governor Manoj Sinha on Tuesday said residents of border villages shoulder an “extraordinary responsibility” in serving the nation.
Sinha, who visited Uran Bowa village in the Uri area of Baramulla, reviewed projects under the central government’s Vibrant Village Programme and addressed a public gathering.
He said Prime Minister Narendra Modi’s leadership had brought border villages closer to the national mainstream, adding that the government was committed to transforming them into symbols of inclusive development.
“The people of our border villages, especially farmers, youth, and women, shoulder an extraordinary responsibility in serving the nation,” he said.
According to an official spokesperson, the Vibrant Villages Programme focuses on inclusive development in selected border villages. At its core are four key areas — all-weather road connectivity, household electrification, telecom connectivity, and television connectivity.
“I truly believe that roads unlock new possibilities. All 18 villages covered under the Vibrant Villages Programme are now linked by all-weather roads. The process to connect all 83 border villages of Baramulla has been expedited, and very soon, every border village of Jammu and Kashmir will be integrated into the economic mainstream and linked to other key cities of the country.
“Before 2019, telecom and digital coverage in those 18 strategically vital villages was under 40 per cent. Under the prime minister’s leadership, we have ensured 100 per cent 4G and 5G connectivity in these critical spots,” the Lieutenant Governor said.
Sinha assured the residents of border villages that the digital revolution won’t stop at city limits and the administration is committed to strengthening digital infrastructure and delivering reliable mobile and internet services to every frontier hamlet.
He also said that youth and women are being empowered, and entrepreneurship is being promoted in border areas for a prosperous society. He reiterated that the administration is working on three key parameters — improving literacy rate, ensuring economic growth, and providing Livelihood generation opportunities for the youth of villages like Uran Bowa.
“Youth and women in border areas now have self-employment opportunities, increased education infrastructure provides vocational training for the next generation, and border tourism, a new revolution in agriculture and allied sectors, has ignited prosperity across all 18 vital villages,” Sinha said.
He also inaugurated and laid the foundation stones for various development projects worth Rs 94 crore under different sectors and key infrastructure projects in 83 villages under the Vibrant Villages Programme-II.
