NEW DELHI, Mar 29:
Rahul Gandhi, who Congress chief Sonia Gandhi said will be “back soon” from his sabbatical, could replace his mother in the top party post as early as May.
The possibility of a meeting in May of the Congress Working Committee as also of the AICC either in Delhi or in party-ruled Himachal Pradesh or Uttarakhand is being talked about for that purpose with senior leaders saying the issue of the Congress chief’s post will gain momentum after the return of Rahul, the party’s vice president.
Amid a raging debate over Rahul’s prolonged absence, Congress on March 26 came out with the schedule for its organisational elections under which the next party chief would be elected by September 30.
Party leaders insist that after his return likely next month from leave, Rahul is expected to take a call on when to assume the party chief’s post. They added that the earlier he does it, the better it will be.
If Rahul decides to become party chief, Sonia will continue as the Chairperson of the Congress Parliamentary Party and give her focus to parliamentary work.
The schedule for organisational elections was drawn up even as talk is growing within the party that sooner rather than later, Sonia will pass the mantle to Rahul, who was made Congress Vice President in January, 2013.
Gandhi was elevated to that post at a meeting of the Congress Working Committee in Jaipur with the decision having been ratified by AICC the next day.
That same process could be followed if it is decided to make him the party chief and the organisational elections would not come in the way, said some leaders.
There was speculation that Rahul could any moment now be anointed the Congress president, but his departure on leave just ahead of the Budget session had raised questions as to his future plans.
Sonia has created a record of being the longest-serving Congress chief as she completed 17 years at the helm of the country’s oldest political party.
During a visit yesterday to Rahul’s Lok Sabha constituency Amethi, Sonia told the media that the Congress Vice President will be “back soon”.
Sonia had assumed the post of Congress president amid a complete collapse faced by it in 1998 with BJP in the ascendant. She had replaced the late Sitaram Kesri in the seat.
The organisational polls are being held at a time when Congress is looking to recover from its worst debacle in the Lok Sabha elections after being at the top for a decade since coming to power in 2004.
It could manage just 44 seats in the Lok Sabha elections last year.
The schedule for organisational elections, under which the next Congress chief is to be elected by September 30, was released by the AICC last week.
A highlight of the new schedule is that, for the first time, the party polls will be held in two phases. (PTI)

PCC chief directs party leaders to help flood victims

JAMMU, Mar 29: PCC (I) president GA Mir today spoke to all senior leaders of the party in the Kashmir Valley from Jammu and directed them to mobilize their entire cadre and resources to help the people during flood like situation in many areas.
“As I was in Jammu, I spoke to all senior party leaders and called upon them to mobilize their resources and cadre to help the flood victims in Srinagar and all other parts of the Kashmir Valley,’’ Mir said.
He added that the Congress leaders and workers were at the disposal of the people of Jammu and Kashmir and would make all possible efforts to mitigate their sufferings in the floods.
The PCC (I) president called upon the administration to take all possible measures to ensure that flood waters didn’t enter localities and that the people were protected from rain waters at any cost in the State.
“All steps should be taken by the Government to protect the people from the floods,’’ Mir said.
Court dismisses bail plea of suspected LeT operative
NEW DELHI, Mar 29:
A Delhi court has dismissed the bail plea of a suspected Lashker-e-Toiba (LeT) operative, who was arrested for allegedly conspiring to kidnap businessmen from various places for raising funds to carry out terror strikes in the national capital.
Additional Sessions Judge (ASJ) Reetesh Singh denied bail to Mohd Shahid, arrested in December 2013 from Mewat region in Haryana, observing that the charges were yet to be framed against the accused persons arrested in the case.
“Charges in this matter are yet to be framed. Keeping in view the allegations made against accused Shahid, I am not inclined to grant bail to him at this stage. Hence, the bail application is dismissed,” the judge said.
Special Cell of Delhi Police had named Shahid and Mohd Rashid in a charge sheet last May for alleged offences of criminal conspiracy under the IPC and under the provisions of the Unlawful Activities (Prevention) Act.
Later on, another suspected LeT operative Abdul Subhan, his nephew Ashabuddin and Pakistani national Arshad Khan were arrested in the case and a supplementary charge sheet was filed against them by the police.
While seeking bail, the counsel representing Shahid argued that there was nothing in the charge sheet which suggested that Shahid had met any of the co-accused.
The police opposed the contentions of the defence counsel saying Shahid’s role was to provide logistics to facilitate the activities of Rashid.
In its charge sheet, police alleged that Subhan was the main conspirator in the case and he had entered into a conspiracy with other co-accused for carrying out terrorist acts in Delhi.
It had said that Subhan was in touch with wanted LeT man Javed Baluchi, who is based in Pakistan.
With the arrest of Rashid and Shahid, police had claimed to have unearthed a terror module of the LeT which was at an “advanced stage” of planning a major strike in Delhi.
Subhan was arrested on July 20 last year while Arshad is lodged in Kolkata Jail in connection with shoe baron Partha Roy Burman kidnapping case of 2001.
Ashabuddin was arrested in the case after he was produced before the court here from Kolkata Jail where he was serving jail term for his role in Burman kidnapping case.
Police had also claimed that Rashid had told the investigators about LeT’s plan to execute a terror strike “on the anniversary of Babri Masjid demolition”. (PTI)

JAMMU, Mar 29: Describing education as key to socio-economic development as well as grooming of young generation into responsible citizens, Minister of State for Education, Priya Sethi today laid stress on imparting quality education with academic excellence.
The Minister was speaking at an Annual results function organized in D.B.N School Mubarak Mandi.
Speaking on the occasion minister stressed upon the teachers to encourage students to participate in extra-curricular activities which is pre requisite for overall growth and personality development of students. She further emphasized that students should be educated in such a manner that their mental horizons are broadened. “Schools should be a seat of learning and institutes of human resource development”, she maintained.
Underscoring the need for close parent-teacher synergy for healthy growth of children, she said that periodical interaction between the two will help to identify gray areas and timely corrective measures, where ever required, adding that, “students need lessons of life alongside guidance on the subject matter for becoming useful citizens of tomorrow”.
The Minister also suggested introduction of Yoga Classes for students to overcome stress and strain.
Earlier, the Minister gave away certificates of merit and trophies to students who have excelled in academic during 2014-15.
Australia lift 5th World Cup, give fairytale sendoff to Clarke

Australia today clinched the coveted ICC Cricket World Cup for the fifth time, thrashing New Zealand by seven wickets to provide a perfect farewell gift to skipper Michael Clarke, who played a key role with a 74-run knock in his final ODI appearance.
After the bowlers produced a clinical performance skittling out New Zealand for 183, the stage was set for the Australian captain, who used the platform to the fullest with a stylish 72-ball innings as the hosts regained the trophy winning the match in 33.1 overs — ending an eight-year wait.
The moment Steve Smith (56) hit the winning runs, the entire Australian team was out in the ground delirious in joy celebrating the very special achievement.
All performers yearn for a stage as grand as the World Cup final at the Melbourne Cricket Ground and Clarke got his walking out as a hero with the entire MCG giving him a standing ovation once he was dismissed after getting his team to the doorstep of victory.
It was a touching sight to find all his teammates standing at the boundary line to greet him.
Clarke added 112 runs in the company of his deputy Smith (56) and it looked as if the skipper was passing on the team’s baton to his heir apparent.
Having announced his retirement from ODIs a day before the finals, it was a free-spirited Clarke in action.
The drives flowed from his bat, the footwork was as immaculate as ever and so was the manner in which he charged out to the spinners. Each and every shot was greeted with thunderous applause by the capacity crowd.
There were 10 fours and two sixes in his final ODI innings. Clarke had the Herculean job of checking his emotions and carrying on with the business of guiding his team to victory after losing openers Aaron Finch (0) and David Warner (45). And the skipper was up for it with.
Earlier, a collective display of disciplined bowling from the Australian bowlers helped them restrict a nervous New Zealand to a paltry 183 in 45 overs after Brendon McCullum opted to bat.
A mid-innings collapse which saw New Zealand lose their last seven wickets for only 33 runs in 10 overs effectively ended their hopes of putting up a respectable total despite semi-final hero Grant Elliott’s gutsy innings of 83 off 82 balls.
Ironically, this is the second time that a team in a World Cup final was bowled out for 183 after India in the 1983 final against West Indies, which they won by 43 runs.
Seamer James Faulkner’s brilliant change-ups during the middle overs saw him end with impressive figures of 3/36 in 9 overs as the Black Caps collapsed from decent 150/3 after 35 overs to 183 all-out in 45 overs in about an hour.
This was after Elliott along with Ross Taylor (40) had added 111 runs for the fourth wicket after the visitors were tottering at 39 for three.
Faulkner was well complimented by the two Mitchells — Starc (2/20 in 8 overs) and Johnson (3/30 in 9 overs) — who had the opposition batsmen in trouble with pace and movement on a lively MCG track.
Starc bowled a brilliant delivery first up, to get rid of Brendon McCullum, who was out without scoring. McCullum charged and missed out on a couple of balls dug short and the result was full delivery at the base of off-stump which the batsman had no answer.
Guptill, at the other end, got a freak six when his intended pull off a Josh Hazlewood short delivery flew behind the wicketkeeper for a six. Before that, he had hit a copybook square drive.
Both Guptill and Williamson were cautious during the first 10 overs in which New Zealand scored 31 runs as they got rid of the impetuosity that brought about McCullum’s downfall.
The best shot during that particular phase was a straight drive from Williamson off Hazlewood’s bowling.
Clarke introduced Glenn Maxwell in the 12th over and it brought dividends immediately. Guptill (15) was bowled trying to cut a rather innocuous Maxwell delivery that was tossed up on the off-stump with not a hint of turn. (PTI)
No major danger to Kedarnath shrine: IIT experts
NEW DELHI, Mar 29:
The Himalayan shrine of Kedarnath which was marred by devastating deluge in 2013 is stable and its foundation was not damaged, an IIT expert team from Chennai has found.
The experts, who were asked by the Archaeological Survey of India (ASI) to examine the condition of the foundation in wake of the floods have also arrived at the conclusion that there was no major danger to the temple, according to ASI officials.
“The IIT Madras experts visited the temple thrice for the purpose. They have submitted their interim report that the temple is stable and there was no major danger,” an ASI official said.
Also, the team has observed that the foundation of the temple was not damaged, he added.
ASI was handed the responsibility of restoring the temple that was badly affected by the deadly floods and landslides in June of 2013 in Uttarakhand in which over 5,700 people are presumed dead by the State Government.
ASI is engaged in major works including packing stones (matching the original profile and design) and providing wooden flooring within the Mandapa inside the temple, as part of the restoration works.
According to officials, non-destructive testing instruments that do not disturb the structure of the temple were used by IIT experts for assessing the health of the structure, foundation and walls.
Pointing out that a few settlements were noticed in the rocky surface of the structure, an ASI official said, such settlements were formed when the temple was constructed several centuries ago.
“These settlements were not due to the flash floods, but were formed when the temple structure was raised. These settlements usually take place during early period of construction,” the official said.
According to the official website of Sri Badarinath-Sri Kedarnath Temple Committee, the present temple was built in the 8th century A.D. Kedarnath is the highest among the 12 Jyotirlingas.
The ASI official further said that they were expecting the final report from IIT Madras experts shortly. (PTI)
Yagya solemnized at Ashram Nand Sahib

JAMMU, Mar 29: Following the culmination of Navratra, a yagya was solemnized in Ashram Swami Nand Bab Sahib at Lal Da Bagh which concluded today with Puran Ahuti.
This was followed by serving of Prasad to hundred of devotees who had come to the Asaram to seek the blessing of Swami Nand Bab Sahib. Swami Kumar jee of Geeta Satrang Ashram took part in the proccedings. The visiting devotees took part in bhajan and kirtans. The proceeding were held under the supervision of Swami Chaman Lal jee Banzai, patron of the Asaram.
Stop concealing our identity: Gujjars

Jammu, Mar 29: Expressing strong resentment against concealing of significant details of ‘Gujjar era’ in new books of history published by different States of India as a part of University and School curriculum, the Gujjars today pleaded forcefully with University Grants Commission, National Council of Educational Research and Trainings, School Boards of all States, to include all factors of “Gurjar Pratihara” Period (6th-11th century AD) in curriculum books of Indian history prepared for students of different classes.
The community though Tribal Research and Cultural Foundation-(TRCF) appealed through a memorandum sent to Simriti Irani , Union HRD Minister and Chairman UGC, for a strong direction to all text book publishers including all Boards, University commissions and Councils to portray an accurate and factual picture of ‘Gujjar era’.
Giving details, Dr. Javaid Rahi, secretary TRCF said that foundation has written a detailed letter to HRD Ministry as some important parts of history of Gujjar era were missing in history books prepared by UGC, NCERT, CBSE and other Boards and sought immediate intervention in the issue.
He said in some books of History the ‘Gurjar Partihara’ period has been categoriesed under “Rajputana Period” which is away from the fact as Gujjars are a separate tribal identity and not fall under “Rajputs” which are another identity added although the Hindu Gujjars fall under “Kashataryas” but we are not Rajputs.
The communication sent by Tribal Foundation said that Union Minister of Culture to declare the main historical forts, temples, coins and other arts built by Gurjara-Pratihara kings as “Protected Monuments of India”. ”A list of most threaten monuments of Gujjar period to Government of India with an appeal for immediate steps for their restorations,” the memo reads.
The communication urged for a direction from HRD Ministry to all institutions that facts in this regard should be reflected properly in the curriculum History books adding to stop concealing the things related to Gujjar tribal identity.
The memo also identified some concealed and distorted potations about Gujjar era appeared in some books published by University Grant Commission, National Council of Educational Research and Trainings , School Boards of States and other institutions and demanded immediate.
AAP removes Ramdas as Lokpal, Bhushan from disciplinary panel
NEW DELHI, Mar 29:
The Aam Aadmi Party today removed party’s internal Lokpal Admiral L Ramdas and Prashant Bhushan as the chief of National Disciplinary Committee, a day after the latter and senior leader Yogendra Yadav were expelled from the National Executive (NE).
At an “emergency” NE meeting here, the party removed former navy chief Ramdas from the internal Lokpal and set up a new Lokpal panel, comprising former IPS officers N Dilip Kumar and Rakesh Sinha and educationist S P Verma.
“All these people have given their consent to be part of the party’s Lokpal panel,” party’s national secretary Pankaj Gupta said.
The AAP National Executive, while sacking Bhushan from the disciplinary committee, decided to replace him by a three -member panel headed by Dinesh Waghela. The other members are Arvind Kejriwal loyalist Ashish Khetan and national secretary Pankaj Gupta.
The removal of Ramdas came a day after he was sent an SMS asking him not to attend the National Council meeting to avoid “confrontation”.
Miffed over the snub, he then wrote a letter to the Political Affairs Committee criticising the leadership.
Ramdas said he had come from his village in Maharashtra to attend the meet. However, he said he would not attend the meet to “honour” the party’s request.
The AAP body also announced a committee that will take care of the April 22 agitation against the Land Acquisition Bill, when the party plans to gherao Parliament on the issue. (PTI)

ARNIA , Mar 29: Former MLA Bishnah and senior BJP leader, Ashwani Sharma has said that all the pending issues of residents of this border town will be solved with the help of Central Government at an earliest. Be it, compensation of crop damage, fencing on agriculture land and injuries occurred to the residents in recent border firing, every issue will be addressed soon.
Speaking during a meeting in Arnia town today, Ashwani Sharma said that days are not far away when people living in border areas would get ‘ache din’ as Central Government led by Nerendra Modi is committed to the welfare of the border residents.
“Our government has been put in place in the State in coalition with PDP and soon you people will get what you deserve and have been deprived by successive governments in the State and at Centre,”
Sharma told people with huge round of applause.
Former MLA said that during recent torrential rain, crop faced huge damage and also during cross border firing people suffered injuries, adding apart from that all pending issues regarding development, up-gradation of Primary Health Centre (PHC) to sub-district hospital will be addressed in upcoming days.
He said that compensation of land which came under border fencing has already been taken up with the government of India and due compensation will be given to people who are waiting since long.
Sharma appealed the Government to open Degree College in Arnia town so that local youth get chance to study in their vicinity.
He informed that with Prime Minister’s initiative, all panchayats will be connected with Information Technology (IT) mission, National Optical Fibre Network (NOFN).
He condemned recent twin terror attack in Samba and Kathua districts where innocent lives were lost.
