JAMMU, Nov 4: Accusing the Central Govt of contemplating a draconian ‘Rehabilitation Policy’ for the local militants and OGWs operating in J&K, activists of JKNPP spearheaded by Harsh Dev Singh party chairman staged a protest demonstration here today.
The infuriated protestors while raising anti-government slogans torched BJP’s effigy to express their indignation against the duplicitous character of the BJP.

Addressing the galaxy of media, Harsh Dev expressed anguish and deep shock over the trilogy of MHA, MoD and J&K administration mulling a comprehensive Rehab programme for the dreaded militants.
“Are you really making a ploy to wean away the local militants and the OGWs from the menace or making an attempt to appease the secessionist forces and Kashmir centric leaders in the valley? Have previous Rehabilitation policies born fruits for you? Such programmes aimed to bring the dreaded militants into mainstream have only emboldened the subversive and anti-national elements and nothing else”, Harsh Dev regretted.
He said that the upcoming policy entailed amnesty from prosecution for the surrendered militants. If such militant got a job, he would not be disqualified because of his past. Such weird policy conferring immunity upon the dreaded militants would only encourage the radicalized elements to join the ranks and file of the terror outfits without any fear to cause havoc and mayhem, added Harsh.
Asserting that Rehab policy for militants deserved mourning rather than condemnation, Singh said that it has not only sent ripples among the meritorious and aspiring youth of J&K but also left all the patriotic sects of the society aghast.
Prominent among those who spoke on the occasion included Rajesh Padgotra, Gagan Pratap, Surinder Chouhan, Rampaul Sharma, Rajesh Gondhi, Nirmal Kishore, Yashpaul Sharma, Mohinder Singh, Satvir Manhas, Kulbir Sambyal, Rashpaul Singh and others.

UDHAMPUR, Nov 4: The PHE daily wagers under the banner of PHE Employees United Front held strong protest demonstration and blocked Udhampur – Chenani road near Chenani Domail.
The PHE workers under the chairmanship of Sanjay Kumar and Sat Pal, senior leaders of the United Front, the workers were beating utensils and shouting slogans against the UT Administration and BJP Government at the Centre.
They alleged that BJP has failed to resolve the pending issues of the workers despite long protests. The protesting workers were demanding their regularisation, release of pending wages, implementation of Minimum Wages Act in J&K on Central pattern, clearance of dues of retired daily wagers, biometric attendance for keeping record of un-paid workers.
Speaking on the occasion, protesters said the Government is spending huge money on the rehabilitation of the militants and their families but the workers who are performing their duties with dedication on meager money are being denied their wages.
He said that due to ‘Kaam Chhoro Hartal’ of workers, the public is suffering badly but the Government is neither bothered about starvation of poor workers, nor the sufferings of common people due to the workers’ strike which entered 41th day today.
Protesters appealed to LG, Manoj Sinha to intervene into the matter and solve the issues of the poor workers before Diwali.
Later, BDC chairman Prakash Chand with the Sarpanches also rushed to the spot. They pacified the protestors by assuring that their issue will be taken up at higher level. On the assurances the protestors lifted the blockade and dispersed. The vehicular traffic was restored at about 3 pm.

KARGIL Nov 4: Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan said that traditional festivals are an integral component of the identity of a community or race and holding of such events showcasing the folklore and folk traditions assume great significance in the present era.

The CEC stated this while addressing people during the concluding ceremony of the five- day long Bonona-Mega Harvest Festival at Garkone Lchangrah on Tuesday where he was the chief guest.
Bonona, Chhopo Strubla or the Mega Harvest Festival is the most popular and eventful festival celebrated rotation wise after every three years in the Aryan Valleys of Garkone and Dah. During Bonona, people of these villages come out in their traditional dress and festive mood to celebrate the festival where the 18 songs about the origin of the Dard Aryans and the history of their migration and settlement in the present Valleys are sung.
CEC Khan while congratulating the local population of Garkone village for having organized the festival appreciated their level of cultural consciousness and stated that this will go a long way in ensuring the preservation of the rich cultural and traditional treasure of the Dard Aryans who are known the world over for their distinct features and traditions.
Underlining the potential of cultural tourism in the Aryan belt of the district to supplement the economy of the local population, CEC Khan assured that all requisite facilities including road connectivity, water and power supply, healthcare, telecommunication and internet facilities will be augmented to facilitate tourists visiting the area.
Local unemployed youth and young entrepreneurs would be extended all out financial support through subsidy schemes to establish hotels, guest houses, camping sites, resorts, home stays and other related facilities, the CEC assured.
The CEC informed the members of AYF that out of Rs 10 lacs sanctioned by the LAHDC Kargil for establishment of Youth Empowerment Center (YEC) in Garkone village, Rs 3 lacs have already been released while rest of the funds would be released in due course of time so that the YEC comes up at the earliest for the benefit of the local youth.
Sadhbhavana Project Officer, Biama Brigade Colonel Dinesh Chauhan, AD Information Kargil Muhammad Ali Tak, Principal Government Higher Secondary School Silmoo, Nawang Sharap, Former nominated Councillor, Miskin Tsering, Sarpanchs, Panchs, Nambardars, folk artists and musicians besides the local people were present on the occasion.

JAMMU, Nov 4: In order to ensure effective traffic management system and hassle free vehicular movements in this Festivals season, Traffic Police City Jammu launched a special drive in visible offences like riding without Crash Helmets, driving without safety belts, over speed, wrong stops, rash and negligent driving, wrongly parked vehicles etc.
“The main objective of the special drives was to hassle free vehicular movements in this festival season and aware the general public regarding the Traffic rules and regulations,” said Shiv Kumar Sharma, SSP Traffic City Jammu and further added that the people should follows the Traffic rules and regulations for their own safety as well as for the safety of others.
SSP Traffic directed all the Traffic officers to ensure strict implementation of Traffic rules in their area of responsibilities and booked the violators under Motor Vehicle Act. Moreover, he requested the people to adhere to all Traffic rules, and make a habit of wearing safety belt and crash helmet for their safety and larger interest of their family.
The drive was led by ASP Traffic City Jammu, Pardeep Singh Gouria, Deputy SP Traffic North Shivali Kotwal, Deputy SP Traffic South Sunil Singh and Deputy SP Traffic Neeraj Paddyar under the overall supervisions of SSP Traffic City Jammu, Shiv Kumar Sharma.

BSF unearths another tunnel

JAMMU, Nov 4: The Border Security Force (BSF) detected a tunnel along the India-Pakistan International Border in Arnia sector today.
Sources said the tunnel has been found in Arnia sector and a team of senior officers of the border guarding force has reached the spot for analysis.
The BSF had detected a similar structure, that originated from the Pakistan side, in Samba area in August.
It then said that 8-10 plastic sandbags stuffed in the tunnel’s mouth were found that had “Pakistani markings” on them.
Tunnels have been detected by the BSF along the Jammu border front in the past too and security agencies have reported their misuse for crossing over of terrorists, and smuggling of arms and narcotics.

Farooq reviews developmental activities of Srinagar

SRINAGAR, Nov 4: Member Parliament Dr. Farooq Abdullah reviewed the developmental activities of Srinagar district in a meeting held at Banquet Hall here.
All sectoral and district officers of Srinagar attended the review meeting.
District Development Commissioner Srinagar Dr Shahid Iqbal Choudhary briefed the Member Parliament about developmental works completed during the last financial year and also the works in progress during the current financial year.
The meeting was informed that under the Education sector 25 primary and middle schools were developed as smart schools by providing smart computer-aided boards, modern furniture for class rooms, water purifiers, upgrading of libraries and science labs and refurbished toilets. It was further informed that 20 smart libraries were also established in various colleges of the district.
Under the Health sector it was informed that 5 Primary Health Centres (PHCs) were developed as smart health institutions by equipping them with digital X-Ray plants, Color Dopplers, ECG and medicine vending machines.
It was informed that in addition to it 5 high-capacity diesel gen-sets were installed and commissioned at SMHS, CD Hospital, Bone & Joint Hospital, LD Hospital and GB Pant Children’s Hospital.
The meeting was informed that in an important achievement 12 Community Centres located in various highly congested localities of Srinagar city were completed and inaugurated at a total cost of Rs 30 crore adding that the centres benefit around 7000 families. It was informed that a web and mobile based android application named Majlis has been developed and is available for online booking.
DDC Srinagar while briefing the MP said that during the year removal of critical bottlenecks received a major thrust from the administration the aim being speedy completion of various developmental projects including the important road widening project of Parimpora-Narbal road and development of Qamarwari-Noorbagh bridge.
The MP was informed that under the Power sector 47 new sub-stations were created or augmented during 2019-20 fiscal at a total cost of Rs 2.66 crore in the district. It was informed that 3 workshops were also upgraded at a cost of Rs 1.84 crores by providing latest machinery and equipment.
The meeting also reviewed status of developmental works approved under the first of the Back to Village programme. It was informed that 81 approved works spread across rural Srinagar were completed at a total cost of Rs 5.00 crores. Besides, it was informed, 163 works at a cost of Rs 4.41 crore were taken up under 14th FC.
The meeting also discussed and reviewed the developmental targets of the current financial year in the district.
It was informed that under the Education sector 50 rural schools have been targeted for development as model schools on the analogy of the smart school project in urban areas of the district in the last financial year.
The Member Parliament was informed that 12 locations have been identified in Srinagar city to be developed as smart parking spaces. Giving details of works achieved under the re-development of roads project it was informed that 317.49 kilometres of road length was macadamised this past summer.
The meeting was also informed that during the current financial year 113 works (ongoing and new) have been targeted for completion under various sectors of District Capex Budget 2020-21. It was informed that 2 more community halls at Basant Bagh and Khonmoh have been targeted for completion during their fiscal.
The meeting also reviewed COVID-19 management efforts in Srinagar.
It was informed that 4000-bedded Covid Care Centres were established in various locations of the district. It was also informed that as part of COVID-19 outreach programme 50,000 food kits were provided to families in need. It was also informed that 10,000 food kits were also provided on the occasion of Eid-ul-Fitr and Eid-ul-Azha.

HC lists measures to prevent illegal constructions at tourist places

Srinagar, Nov 4: In order to put a check on unauthorised and illegal constructions, High Court today directed that the application made for building construction, renovation or repairs shall be accompanied by additional documents including affidavit, ownership, title, occupancy of land, certificates from concerned Deputy Commissioner and Divisional Forest Officer etc.
The Division Bench of Chief Justice Gita Mittal and Justice Puneet Gupta recorded that under the shield of the permissions so obtained, large scale of unauthorized constructions, expansions and encroachments are being affected as such directed that the application made for building construction, renovation or repairs shall be accompanied by additional documents including affidavit, ownership, title, occupancy of land, certificates from concerned Deputy Commissioner and Divisional Forest Officer etc.
Court while making these documents as necessary while applying for any kind of constructions, renovations or repairs of structures in tourist spots said it is absolutely imperative to check the illegal activity as the unauthorized constructions in these eco-fragile areas are irreversibly damaging the environment.
“Not only the present populace, but the generations to come will have to pay the price for the environment degradation”, DB said.
Court directed that in addition to the requirements made in the applicable law, all applications for sanction of building, construction, renovation or repairs in any building shall be accompanied by an affidavit by the applicant submitting that he is not in illegal occupation or possession of any public land or forest land in the entire UTs of J&K and Ladakh.
Applicant has to also submit certificate from concerned Deputy Commissioner and Divisional Forest Officer that the land is not public land or forest land. “If the property is leased/licensed, then details of payments of the charges with receipts. Copy of original sanctioned plan with all documents of original sanction, previous permission for additions, repairs or renovations”, Court directed.
If such request is favourable considered by the authorities, then on completion of the work, complete site plan with colour marking of work undertaken as also videography and photos of the completed work are necessary.
Court has also left it open for the concerned authorities to have full access at all times to the property to undertake its inspection during the process of work and after its completion.
Court apart, also directed the Chief Executive Officer of Sonmarg Development Authority and Housing & Urban to place before the court the ATR pursuant to the implementation of SWM bye laws on quarterly basis.
A compliance report in this regard has been filed by the Additional Secretary of H&UD department stating that the Model SWM bylaws have already been notified in two corporations and 76 Urban Local bodies of the UT.

Two KAS officers given addl charge

JAMMU, Nov 4: Government today assigned additional charge of the post of Sub-Registrar and Assistant Commissioner Revenue Jammu to two KAS officers.
“Rakesh Dubey, Assistant Commissioner General, Jammu shall hold the additional charge of the post of Sub-Registrar, Jammu, till further orders,” said an order issued today.
The order further stated that Jasmeet Singh, Assistant Commissioner (Nazool), Jammu shall hold the additional charge of the post of the Assistant Commissioner Revenue, Jammu, during the leave period of the officer.
The Government orders came as a consequence of grant of one month leave with respect from October 27, 2020 by the competent authority in favour of Vijay Kumar, Assistant Commissioner Revenue, Jammu.

Srinagar Dy Mayor locks JCP office

Srinagar, Nov 4: The Deputy Mayor of Srinagar Municipal Corporation (SMC) today locked the office of the Town Planning including that of Joint Commissioner Planning (JCP) for what he said “delaying the building permissions.”
This is the second time that Deputy Mayor, Parvaiz Qadri, has locked the Town Planning office in two months. Qadri said that as per mandate the SMC has to issue building permissions in two months but large numbers of building permissions are pending. “I have written to the Government to remove the officer”, he said.
Joint Commissioner Planning, Ghulam Hassan Mir, said that Mayor has no authority to lock the Town Planning office. “I was in the office and I was called by him and he immediately got it locked for which he has no authority”, he said.
Mir said that he has locked the office twice in last two months. “He is pressurizing me to issue building permissions blindly which I resisted. We are issuing building permissions under codal formalities and won’t do anything illegal”, he said.
The JCP said that the Anti-Corruption Bureau (ACB) is already investigating the building permissions issued in 2018 and 2019. “They took 30 building permission files of 2018 and 2019 recently. These permissions were not issued properly”, he said.
“Why should I do anything illegal? Let him lock the office, I will not fall in line”, he added.
Mir said that there is deficiency of technical staff and infrastructure in town planning of SMC which is delaying the issuance of building permissions. “I have already written to the Government about this”, he said.
