UDHAMPUR, Nov 2: The PHE daily wagers under the banner of PHE Employees United Front held strong protest demonstration at BHE Station Barrian, under the chairmanship of Som Nath, senior Trade Union leader of Jammu province.
The PHE/Jal Shakti workers were beating utensils and shouting slogans against the UT Administration and BJP Government at the Centre. They alleged that BJP has failed to resolve the pending issues of the workers despite long protests.
The protesting workers were demanding their regularisation, release of pending wages, implementation of Minimum Wages Act in J&K on Central pattern, clearance of dues of retired daily wagers, biometric attendance for keeping record of un-paid workers and revocation of 12 vouchers rider.
Speaking on the occasion, Som Nath said that Government is spending huge money on the rehabilitation of the militants and their families but the workers who are performing their duties with dedication on meager money are being denied their wages.
He said that due to ‘Kaam Chhoro Hartal’ of workers, the public is suffering badly but the Government is neither bothered about starvation of poor workers nor suffering of common people due to the workers’ strike which entered 39th day today.
Som Nath appealed the LG Manoj Sinha to intervene into the matter and solve the issues of the poor workers before Diwali. At the same time, he announced that the agitation would be continued till the demands of the workers are addressed by the Government.
Prominent among those who spoke on the occasion include Rajinder Sharma, Kulbushan Bhat, Karan Singh, Shamsher Singh, Suraj Parkash and Dinesh Kesar.

JAMMU, Nov 2: Shiv Sena Bala Saheb Thackeray J&K unit has started preparations at grass root level to become better political alternative in the Union Territory.
In this regard, the party has decided to open grievances and Sampark center in every district of J&K.
Chairing a meeting of all Shiv Sena district presidents of J&K, State Shiv Sena president, Manish Sahni said according to the instructions of high command and national Shiv Sena secretary and MP Anil Desai, instructions have been given to open grievances and contact centers to connect with the public to resolve their problems. In the first round, these centers will be opened in all 20 districts of J&K.
He said, every leader of Shiv Sena has been instructed to raise social and religious issues vigorously.
“The people of J&K are looking for a better political alternative and Shiv Sena will do everything possible to stand the test of the people,” he maintained.
Sahni said that all the leaders of Shiv Sena have been instructed to work at grassroots level and raise the voice for the rights of the people.
He said after districts, these centers will also be opened at Tehsil level.

Scope of discrimination extended to cover even VDCs: Harshdev

JAMMU, Nov 2: Lambasting the Govt for denying honorarium to thousands of Village Defence Committee (VDC) members engaged around two decades back in remote and far flung villages of Jammu province, JKNPP chairman and former minister Harshdev Singh today called for personal indulgence of Union Home Minister and Lt Governor J&K for addressing their pathetic plight.
He said that since all these VDC members belonged to Jammu region and that preciously seemed to be the reason behind their neglect and shabby treatment regretting further that the scope of discrimination against Jammu province seemed to have been extended to cover even the VDC members who had performed the most significant role in curbing militancy.
Addressing a press conference here today, Harshdev pointed out that with an aim to contain the activities of militants in rural areas and to ensure security and safety of the identified villages, the VDCs in Jammu region had been defending the mountainous and remote hamlets since 1996. When the militancy in J&K was at its peak and authorities were unable to protect the lives in far-off villages, several people, especially the youth took the initiative and volunteered themselves as VDC members to safeguard their community from militant attacks, Harshdev divulged. Revealing statistics, he said there were 4248 VDCs functioning in 10 districts of Jammu region with almost 36000 people working as members. “There are normally eight members including three SPOs in each VDC with an internal arrangement that the honorarium paid to the SPOs has to be equally distributed among all the members of the committee. When the revised honorarium started to get transferred into the accounts of SPOs directly instead of cash, the other members were deprived of their wages. This is the flaw in the system which has marginalized the members of the VDCs despite their sincere continuance with the duty to protect their people from the brunt of terror attacks”, regretted Harshdev.
Lambasting the BJP for discarding the VDC members to languish and yell on roads for their wages, Harshdev said the nationalist people who rose to the occasion to become protective shield of the people, were used by the Saffron party in its election campaigns for political gains. But after assuming power it ruthlessly ignored and disregarded them.
Calling upon the Lt Governor to take cognizance of the sacrifices made by the VDCs for more than two decades, Singh asserted that the deprived members perform similar duties as SPOs and as such their honorarium should be brought at par with the latter.

3 arrested for attack on BJP leader

Srinagar, Nov 2: Police today arrested three private security guards for their involvement in the attack on a BJP leader in Ganderbal district of Central Kashmir and said they were tasked by militants to prepare a kill list of political workers and target them.
Three private security guards working in ATMs and hospital were arrested for their involvement in the attack on District Vice President of BJP Ghulam Qadir at Nunner Ganderbal in which one militant and a police man were killed.
Militants attacked the BJP leader on October 6 at Nunner Ganderbal in which he survived but one militant involved in the attack Shabir Ahmad Shah of Tral and a constable Mohammad Altaf of Srinagar were killed.
A case (FIR No 209 of 2020 under section 302 IPC ,13,16,18 UA(P)A and 7/27 IA Act ) was registered at Police Station Ganderbal and investigation set into motion.
Police said that during investigation involvement of one Qaiser Ahmad Sheikh, a Hospital Security Guard, of Serch village in Ganderbal was unravelled. “However, he upon questioning tried to dodge the investigation agency. Technical details sought through ESU revealed some startling facts and his sustained questioning on October 30 revealed that he was an active member of Hizb-ul-Mujahideen and had been instrumental in the attack”, police said.
Police arrested him and on his disclosure one pistol, a magazine with 3 rounds of ammunition and some Pak flags were recovered.
Police said that during questioning, he disclosed involvement of two other persons Hilal Ahmad Mir of Bernbugh Kangan, working as ATM Guard at SKIMS, and Asif Ahmad Mir of Serch Ganderbal working as Private Security Guard at SMHS. Police arrested the duo and one more Chinese pistol and ammunition, two detonators, Pakistan flags and other incriminating material was recovered at their instance.
The official said that all the three had come in contact with militants in South Kashmir and were tasked to prepare a kill list of local political workers and attack them.
Police said that further investigation in the case is going on and more arrests are likely.

SC asks trial courts to expedite hearing in cases against foreign Tablighi Jamaat members

NEW DELHI, Nov 2:

The Supreme Court Monday asked the trial courts to expedite hearing in the pending cases against foreign Tablighi Jamaat members for alleged visa violations.
A bench of Justices A M Khanwilkar, Dinesh Maheshwari and Sanjiv Khanna listed the pleas filed against blacklisting of foreign members of Tablighi Jamaat for attending the Nizamuddin Markaz congregation in the national capital for further hearing on November 20 and asked the lower courts to expeditiously deal with their cases.
Senior lawyer Maneka Guruswamy, appearing for some Jamaat members, said the pleas seeking discharge of eight people are listed before trial courts on November 10.
Another senior advocate C U Singh said that revisions have been sought by the authorities in cases where some foreign members of the jamaat have been discharged.
The courts should dispose of such petitions expeditiously, the bench observed.
“It has become a punishment for them, even after discharge the revision applications are filed, and matters will now be heard… They are not being allowed to go back to their countries,” Singh said.
The top court had earlier directed the Bihar Government to move the Patna High Court to seek transfer of pending criminal cases against 13 foreign Tablighi Jamaat members for alleged visa violations before a trial court for quick disposal, preferably within eight weeks of their transfer.
Solicitor General Tushar Mehta, appearing for the Centre, had said that he did not have any objection and the trial can be consolidated as done in Delhi where a court at Saket is hearing all such cases.
Prior to this, the Centre had told the Supreme Court that look out notices issued against some foreigners, who have challenged in the apex court the government’s orders blacklisting several citizens of 35 countries for alleged involvement in Tablighi Jamaat activities, have been withdrawn.
Mehta said the petitioners who are before the apex court would be “free to leave” India subject to no other pending proceedings, including order passed by the court, requiring their presence.
As per the information available, 205 FIRs have been lodged against foreign Tablighi Jamaat members by 11 states and 2,765 such foreigners have been blacklisted so far, the Centre had said in its affidavit.
Of these, visas of 2,679 foreigners (including 9 Overseas Citizen of India (OCI) card holders) have been cancelled, it said, adding that the remaining 86 include Nepalese nationals who do not require a visa. (PTI)

Mutation in novel coronavirus may have made it more contagious: Study

HOUSTON, Nov 2:
The novel coronavirus is accumulating genetic mutations, one of which may have made it more contagious, according to a study involving more than 5,000 COVID-19 patients in the US.
The research, published in the journal mBIO, however, did not find that these mutations have made the virus deadlier or changed clinical outcomes.
The researchers noted that the mutation, called D614G, is located in the spike protein that pries open our cells for viral entry.
“The virus is mutating due to a combination of neutral drift — which just means random genetic changes that don’t help or hurt the virus — and pressure from our immune systems,” said Ilya Finkelstein, associate professor at The University of Texas at Austin, US.
The researchers noted that during the initial wave of the pandemic, 71 per cent of the novel coronaviruses identified in patients in Houston had this mutation.
When the second wave of the outbreak hit Houston during the summer, this variant had leaped to 99.9 per cent prevalence, they said. This mirrors a trend observed around the world, according to the researchers.
The reason why strains containing this mutation outcompete those that didn’t have it may be that natural selection would favour strains of the virus that transmit more easily, the researchers said.
However, some scientists have suggested another explanation, called “founder’s effects.”
In that scenario, the D614G mutation might have been more common in the first viruses to arrive in Europe and North America, essentially giving them a head start on other strains, according to the researchers.
The spike protein is also continuing to accumulate additional mutations of unknown significance, they said.
The team also showed in lab experiments that at least one such mutation allows spike to evade a neutralising antibody that humans naturally produce to fight SARS-CoV-2 infections.
The researchers said this may allow that variant of the virus to more easily slip past our immune systems.
Although it is not clear yet whether that translates into it also being more easily transmitted between individuals, they said.
The scientists noted a total of 285 mutations across thousands of infections, although most don’t appear to have a significant effect on how severe the disease is. (PTI)

High reaches of Himachal Pradesh recorded moderate spell of Snowfall and downstream lashed by light rainfall increasing the cold wave in the state.
Met Office said that Gondola in Lahaul Spiti had 15 cm(half feet) snowfall and Keylong headquarters of LS ten cm.
The Gateway to LS, 13050 ft high Rohtang pass, Kunzum pass, Lady of Keylong, Seven sisters hill, Goshal hill, Baralacha, Sachpass of Chamba, Kinner Kailash of Kinnaur also had heavy snowfall.
Tourist resort Manali had three mm and Kalpa one mm rainfall.
Minimum temperature of Keylong plunged to minus 0.9 degrees Celcius, Kalpa 3.2 degrees, Manali 6.2 degrees, Mandi seven degrees, Solan and Seobagh in Kullu 8.8 degrees, Tourist resort Kufri and Palampur nine degrees each and Dalhousie 9.6 degrees.
Minimum temperature of Sundernagar and Una 9.8 degrees, Shimla 10.2 degrees, Hamirpur 10.7 degrees, Chamba & Bilaspur 11 degrees each, Dharmshala 11.2 degrees, Kangra 11.4 degrees, Bhuntar 11.8 degrees, Jubberhati in Shimla 12 degrees, Nahan in Sirmaur 14.2 degrees and Poantasahib 16 degrees respectively.

SC refuses to extend security of former judge who pronounced Babri verdict

NEW DELHI, Nov 2:
The Supreme Court on Monday refused to extend the security of former special judge S K Yadav who had pronounced the verdict in the Babri Masjid demolition case and acquitted all 32 accused, including BJP veterans L K Advani, M M Joshi and Uma Bharti.
A bench, headed by Justice R F Nariman and also comprising Justices Navin Sinha and Krishna Murari, was considering the former judge’s request to continue his personal security in view of the sensitivity of the case decided by him on his last day in office.
“Having perused the letter, we don’t consider it appropriate to provide security,” the bench said.
On September 30, the special court had acquitted all 32 accused in the case saying there was no conclusive evidence that they were part of any conspiracy to bring down the disputed structure in Ayodhya.
The 16th century mosque was demolished on December 6, 1992 by ‘kar sevaks’ who believed that it occupied the site where Lord Ram was born, the destruction triggering riots that left hundreds dead in the country and widening rifts between the communities.
Last year, a five-judge Constitution bench of the apex court had ruled that the 2.77-acre land claimed by both Hindus and Muslims would be handed over to a trust for the building of a temple.
The top court had also ordered allocation of five-acre land at another site in Ayodhya for building a mosque. (PTI)

JAMMU, Nov 2: To protect the younger generation from the menace of drugs and making them aware about drawbacks of drugs, Bhartiya Janta Yuva Morcha (BJYM), Jammu West organized a Cricket match at GGM Science College Ground, here today.
BJP District president, Munish Khajuria was the chief guest. He stressed upon the theme ‘Khelo India’ raised by Prime Minister of India while BJYM Jammu West president, Reetiz Khajuria said that he would tender all support to the players for their upcoming sports activities.
Jeet Angral, chairman JMC; Advocate Rajesh Gupta, general secretary Jammu West; Ravish Mengi, president Janipur Mandal and BJYM JK vice president, Abhishek Slathia also witnessed the match.
The match was organised by Reetiz Khajuria along with team members of the BJYM.

It will be impossible to perform if Dhoni decides on playing IPL to IPL: Kapil

NEW DELHI, Nov 2: The legendary Kapil Dev feels that it will be “impossible” for Mahendra Singh Dhoni to perform well if he decides on playing in the IPL without getting any match practice, which was the case this year.
Chennai Super Kings were out of IPL play-offs for the first time in 11 appearances and Dhoni, who played competitive cricket for the first time since last year’s World Cup semi-final, scored only 200 runs in 14 games with no half-centuries and a poor strike rate of 116.
Kapil, who recently underwent an angioplasty after suffering a heart attack, wants the former India captain to play a lot more in the domestic circuit to get his form back.
“If Dhoni decides on playing only IPL every year, then it’s impossible for him to perform. It’s not a good thing to talk about age but at his age (39 years), the more he plays, the more his body will be tuned,” Kapil told ‘ABP News’.
“If you don’t play any cricket for 10 months a year and suddenly play IPL, you can see what happened. You can always have a season up or down if you have played so much cricket. It has happened to someone like Chris Gayle also,” the World Cup winning former skipper said.
Kapil feels that it’s high time that Dhoni plays some domestic cricket this season.
“He should go back to first-class cricket (domestic List A and T20) and play there.”
The straight-talking former all-rounder made it clear that it will be a challenge for Dhoni given that he has already indicated that he is “definitely not” retiring from the IPL.
“If someone has achieved so much, the dip in form does affect and it becomes a challenge. Let’s see how he comes out of it,” Kapil said. (PTI)
