Outsource labours and daily wages labours

I am requesting to the PDD Maintenance wing concern officers kindly provide the safety and security to out source labour and daily wages work and you well aware about the requirement of these worker.
Clearly seen in the attached pic and out source labour working on HT line and no safety provided to worker and this is the realities of the PDD Maintenance Departments.
I am requesting to respected Dy Chief Minister kindly control the carelessness and provide safety to these labour as you are Power Ministers.

Traffic jam and road block
On the one hand advancement in traffic control and modern highways are being claimed by the authorities on the other there is witnessed utter traffic choas and with ria the roads are blocked by earth slipping down.
Who are the victims of these every day happenings? The vehicle owners and the passengers who travel to reach their workplace or home! Persons who have to reach their residence and be with their families are stuck far away waiting for the road blockade getting cleared. They incur unwanted expenses and tension for no fault of theirs. Their children and relatives become concerned and pray for their safety.
Why all this taking place when in recent years technology in traffic control and road construction has developed enormously? Will the State Government set up a commission to investigate the shortcomings and suggest means to remove them?

Worst conditions of Qasim Nagar road
Kind attention of JMC is invited towards the bad condition of road where sewerage work had taken place two years back ,has not been cemented or metaled. The sanitation is also lacking The safaikaramchari remains absent .
It is requested that an on spot assessment of the situation is to be done and steps should be taken to keep the mohalla clean so no epidemic should take place.

Roads damaged due to cable
A cable is buried alongside the road in all the areas and this cable is causing a huge loss to the existing roads. These roads have been damaged very badly because this cable is not buried and pressed properly under the earth. Maximum damage has been caused in the Kalidhar area, the road linking Jammu to Rajouri.

Save Revenue record
I want to draw the attention of Fin. Commn. ® J&K Govt that Niabat Office Gurah Kalyal Tehsil Ramkot (Kathua) is presently functioning in the Panchayat Gurah Kalyal-A and Five Patwar Halqas’ record is kept in the same building.
The condition of said building is very poor and Revenue record is unsafe in the said building.
As per the provision of Land Revenue Act the Deptt. is responsible to keep the records in the same custody.
Moreover, in the year 2012, a piece of land was identified for the construction of the Niabat Office by the concerned department with the consent of the villagers but so far no practical action is taken.
It is therefore apprised through media to the worthy Fin. Commn. (R) J&K Govt. to please look into the matter and sanction the funds for the construction of the said Niabat Office in the best interest of the deptt. and public.

Road Safety Act in doldrums
Road accidents have become now a regular common phenomenon in the day to day life of people in J&K. Precious lives are lost everyday and occasionally the bread earner in the family meets death or gets injured in the road accident. One is at a loss to understand where the system has gone wrong? Does the fault lie in the people wearing uniform who man the traffic or in the driver who drives the vehicle on the road? A million dollar question that needs to be answered by the concerned people at the helm of affairs.
Here it sounds proper to mention that we have a powerful Road Safety Bill enacted by our Parliament in 2014. The bill clearly mentions that a driver who kills a child while driving has to go behind the bars for seven years and also is liable to pay three lakh fine. In case of adult the driver will be put behind the bars for four years and shall be fined minimum rupees one lakh. If the driver is noticed without wearing of seat belt he will be fined for the non-adherence to the traffic law. In addition to this a driver is liable to fine for small traffic violations also. In this way, a driver cannot go scot free while driving on the road and needs to remain vigilant in driving rash. The people in the uniform carry a great responsibility towards their job and as such need to follow the law in letter and spirit. The demand of the hour draws attention of the concerned towards this human problem.
