In his address to the Global Conference on Cyber Space to which India played host, Prime Minister Modi has succinctly but lucidly dealt with the importance and utility of digitalization in contemporary society and is positive as well as negative sides. Digitalization has gone deep into almost all walks of life and has become inalienable part of our life style. Obviously, there is no going back on this count. Therefore, the need is that a strong team of experts has to be trained and developed to counter the increasing cyber crimes. It is not possible to make a volte face vis-a-vis the forward march of information technology, but it should be possible to arrest the damaging effects of cyber crime. This is a big task beckoning our information technology experts to play their role.
One can no more imagine modern society without the strong helping hand of information technology. In some crucial areas like agriculture, health and education, new information technologies have made miracles. Life has become easier and faster and it is gradually impacting entire mindset and thinking process of our generation. Future bodes well for more improvement and more facilitation through the egis of information technologies. Exploration of outer space and inner layers of the earth has also given a boost to man\s aspirations of exploring the world beyond visual realms. Therefore, on the positive side we have to remain satisfied that the march of science and technology are making life faster, easier and safer.
However, we cannot help take into account the negative side of cyber technology. Cyber crimes have increased beyond proportion. Hacking and destroying websites is the task which cyber criminals have assigned to themselves. More than 300000 computers were infected with man- made virus in June July last. The reach of cyber crime came to fore only when it was found to what extent the terrorists and especially state sponsored terrorists were misusing it for carrying forward their destructive designs successfully. Since terrorists and Theo-fascists want to carry their agenda all over the world as their leadership claims while sitting in safe havens, Prime Minister is right is saying that cyber crimes are becoming global and do not remain confined to any one particular region or country. The question is how new cyber technologies should be prevented from falling into wrong hands. That is a million dollar question which all peace loving democracies need to think over. In h is address, Prime Minister Modi actually made a pitch for information sharing and coordination among nations to fight the threat of digital space becoming a “playground” of terrorism and radicalisation, saying a fine balance can be struck between privacy and national security? Obviously, the onus is with all democratic countries to take responsibility to ensure the digital space does not become a playground for “the dark forces of terrorism and radicalisation”
The fact is that India has been feeling the burden of cyber crimes against her ever since terrorism wrecked peace and tranquillity in the northern region of India, J&K and the Punjab. Though the situation in the latter region has been brought under control, no doubt at a heavy price of precious lives of former Prime Minister and former Punjab Chief Minister, the nation has managed to restore normalcy to the benefit and satisfaction of the masses of people. However, Jammu and Kashmir is still struggling hard for those goals and it will take some more time to accomplish that goal. It is the insurgency in these two areas and also perhaps in some parts in North East of India as well that the looming threat of cyber crimes became palpable. Consequently, the geared up to meet this threat then and will meet it in future as well. Thus it boils down that since we cannot dispense with the cyber technologies, we need to prepare trained and innovative cadres who can detect and prevent cyber crimes and secure the country and our civil society against the criminal activities of cyber thugs. India has the capability of securing its cyber technology from the looming threats and it is only a matter of time that she will come forward with the solution to the problem. We have complete faith in our technocrats and scientists.
