SRINAGAR, Oct 17: Reiterating the significance of self-reliance in energy production, Chief Minister, Omar Abdullah today asked the Jammu and Kashmir State Power Development Corporation (JKSPDC) to put in its all efforts in harnessing the State’s rich hydro electric potential.
“Government has flagged power development as one of the most important sectors”, he said, Adding that a multi-pronged strategy has been put in place to realize the major breakthrough in power generation. He said Public Private Partnership (PPP), Independent Power Projects (IPP), Joint Venture Schemes (JVS) and Engineering Procurement Construction (EPC) modes are being followed to harness hydro power in the State.
Chairing 67th meeting of Board of Directors of JKSPDC here this evening, the Chief Minister said that the Corporation has to work hard to realize the goal of generating 6000 MWs of power envisaged under various projects approved for construction.
The meeting was attended by Chief Secretary, Madhav Lal, Economic Advisor to the Government, Jalil Ahmad Khan, Principal Secretary Finance, M. I. Khandey, Principal Secretary to the Chief Minister, B. B. Vyas, Principal Secretary Power, Sudhanshu Pandey, Member Central Electricity Authority, Alok Gupta, Managing Director, JKSPDC, Basharat Ahmad Dhar, Company Secretary, Sunil Gupta and other senior officers.
The Board gave nod to awarding of six more projects including five under J&K State Hydroelectric Projects Development Policy, 2011 and one under EPC for which open tenders were floated by JKSPDC.
With these, the number of projects approved for allotment during 2012 so far has reached eleven with an aggregate capacity of 643 MW. These include State owned JKSPDC projects of 450 MW BHEP-II, 1.50 MW Pahalgam HEP 3rd Unit, 5 MW Puga Geo Thermal, 9 MW Dah HEP, 9 MW Hanu HEP, 37.5 MW Parnai HEP.
The five projects to be implemented by IPPs are 40 MW Ans-I, 45 MW Bichlari, 27 MW Kanzil Wangath, 12 MW Girjin Ki Gali and 7 MW Chandanwari Uri. The projects allotted under IPP would be returned to the State after 35 years. So far, this is the highest number of power projects allotted in the State in a year. From these projects free power ranging from 16% to 22% including 1% LADF, 30% additional electricity will be available to the state at most economical rates determined through tariff based bidding in respect of projects above 25 MW with the first right of refusal to the State in respect of remaining power generated by these projects. In respect of projects up to 25 MW the tariff will be determined by the J&K SERC.
In addition, the tendering process of sixteen projects with a capacity of 645 MW has been initiated. The projects which are targeted for allotment during current financial year 2012-13, include 48 MW Lower Kalnai HEP, 93 MW New Ganderbal HEP, 390 MW Kirthai-I HEP and 13 IPP projects with a capacity of 114 MW. These are 7 MW Chenani-IV, 8 MW Sewa-I, 10 MW Erin Bandipore, 10 MW Mawar, 6 MW Boniyar, 6.5 MW Gulabgarh, 16 MW Phagla, 4 MW Bringi, 4.5 MW Shaliganga, 6 MW Nihama, 9 MW Sukhnag, 6 MW Hanswar Padder, 21 MW Patnazi Bunjwah.
The Joint Venture Company of JKSPDC and NHPC viz CVPPPL has also tendered out 1000 MW Pakal Dul HEP which is scheduled to be allotted during 2012-13. Besides five major projects with a capacity of 3966 MW in the State Sector under JVC mode are at different stages of updation and clearances from CWC/CEA/MoEF. These include 1856 MW Sawalkote HEP, 990 MW Kirthai-II, 600 MW Kiru HEP and 520 MW Kawar HEP.
850 MW Rattle HEP has already been allotted to an IPP through International Competitive Tariff Based Bidding. The pre-construction works of the project have been taken up in time. The work on the main project is expected to start shortly after Environment Clearance is accorded by MoEF.
