Notorious bovine smuggler booked under PSA in Kathua

KATHUA, May 29: Jammu and Kashmir Police in Kathua district have arrested a habitual criminal and notorious bovine smuggler under the stringent Public Safety Act (PSA).
Talib Hussain alias Puppy of Rakh Sarkar Plai in Hiranagar has been detained under PSA and lodged in District Jail Udhampur, a police official said.
According to him, Talib Hussain was arrested for his repeated involvement in criminal activities, especially bovine smuggling, across Kathua and Samba districts.
Multiple FIRs have been registered against him over the years under various sections of the Indian Penal Code, the NDPS Act, and the Prevention of Cruelty to Animals Act, he said.
Due to his continuous involvement in unlawful acts and his status as a repeat offender, police authorities prepared a dossier detailing his criminal background, the police official said.
“This was submitted to the District Magistrate Kathua, who issued a detention order under the PSA. The warrant was executed on May 29, and the accused was shifted to District Jail Udhampur the same day,” he said.
