Notice issued to HOD Surgery of GMC Rajouri

JAMMU, Apr 4: Dr Zakir Hussain, Head of the Department, Surgery, at Govt Medical College & Associated Hospital, Rajouri, has been served a notice by the Principal, GMC Rajouri, Dr A S Bhatia for his `unathorised absence’ from the duty on April 3, 2026.
While issuing notice, the GMC Administration sought explanation from the HOD Surgery of the GMC Rajouri, for leaving station without permission from the competent authority. As per the notice, Dr Zakir, marked his attendance at 9.30 AM and closed the same at 9.31 AM on April 3, 2026 on biometric postal, and then left the station without obtaining prior permission from the `under signed ‘ or any competent authority. This act is clear violation of the established service norms, administrative discipline, amounting to dereliction of duty, it said.
As per the notice, Dr Zakir had been advised and cautioned on earlier occasions also, on May 29, 2025 and July 31, 2025 do desist from such practices by the Hospital Administration.
” Now, therefore, through the medium of this notice you are hereby called upon to explain your position as to why disciplinary action as warranted under the relevant provisions of the J&K Civil Services Rules (CSR) and J&K Employees Conduct Rules, shall not be initiated against you for these lapses. Your written reply must reach GMC Principal’s office within one day,” the notice said.
The Financial Advisor/ CAO of the institution was directed to withhold the salary of Dr Zakir Hussain till further orders.
