JAMMU/SRINAGAR, Mar 20: All J&K National Health Mission (NHM) Employees Association today refuted claims made in the Legislative Assembly that NHM employees’ regularization falls under the ambit of Central Government, asserting that the Union Territory (UT) Governments have the authority to do so as per a 2015 communication from the Union Ministry of Health and Family Welfare.
This was claimed by Association leaders in separate press conferences organized today in Jammu as well as Srinagar. In Jammu, the Conference was led by the Association’s senior vice president, Faizan A Tramboo, alongside Dr S S Sambyal, president of the NTEP Association, and other core members from various districts.
Addressing the media, Tramboo refuted the claim made in the Legislative Assembly that the issue of NHM employees’ regularization lies with the Government of India (GoI). He cited an official GoI letter (Z.18015/12/2025-NRHM-II (Pt-III), dated September 24, 2015), which states that the matter falls under the jurisdiction of the State/UT Government. He criticized the contradictory statements made by the Health Minister and urged the Government to acknowledge its responsibility in resolving the matter.
The Association welcomed the decision of the Chief Minister to form a high-level committee to examine the regularization policy for contractual employees and daily wagers. They expressed hope that NHM employees would also be considered, especially since a similar proposal was submitted to the Finance Department in 2017-18.
In Srinagar, a spokesperson of the Association stated that the responsibility for NHM employees’ regularization lies with state and UT governments. He urged authorities to acknowledge this and initiate steps toward absorbing NHM employees into the regular workforce.
The spokesperson also raised concerns over salary delays, stating that despite repeated requests, NHM employees have not received timely payments for years. He also demanded a revision and rationalization of NHM salaries, besides financial assistance for retired NHM employees.
