Same regulatory body grants permission to KU

JAMMU, Jan 7: Regulatory body National Council for Teacher Education (NCTE) has refused recognition/permission to the University of Jammu for running Bachelor of Physical Education (B P Ed) and Master of Physical Education (M P Ed) courses at its Directorate of Sports and Physical Education.

Official sources told the Excelsior that the recognition has been denied in view of the deficiencies related to processing fee and non-compliance with NCTE faculty norms by the University of Jammu.
Decision to refuse the recognition was taken by the Northern Regional Committee of NCTE during its 454th meeting (Volume-I), held recently.
However, on the other hand, sources said, the same Northern Regional Committee of the NCTE has granted recognition to the University of Kashmir for running M P Ed course from the academic session 2026-27.
“The institution (Kashmir University) has complied with all the requirements as laid down in NCTE Regulations 2014 and Norms and Standards for grant of recognition for M P Ed course,” observed the committee while granting the permission.
According to the sources, the committee decided to refuse the recognition/permission to the University of Jammu for B P Ed and M P Ed courses after examining the online file of the institution along with related documents under the provisions of the NCTE Act, 1993, NCTE Rules, 1997 and NCTE Regulations, 2014.
While elaborating, sources said that the matter was earlier considered in the 449th meeting of the NRC (Volume-2), following which a First Show Cause Notice (SCN) after the order of the Appellate Authority was issued to the JU on November 12, 2025. The university submitted its reply on November 17, 2025. However, after examining the response, the Committee found the reply deficient on key grounds.
The NRC observed that the University of Jammu has been offering B P Ed and M P Ed programmes on self-finance mode, but was not paying the required processing fee to NCTE
In response, the University informed the NRC that no processing fee had been paid as both programmes were initiated in 2004 and 2007 respectively, during a period when the University of Jammu was outside the purview of NCTE due to the special constitutional position of Jammu and Kashmir prior to 2019. The University sought waiver of the processing fee, citing its status as a Government institution and its role as the only Government university in the Jammu Division offering these courses with around 90 per cent placement records.
However, the Committee did not accept the plea and also pointed out deficiencies in faculty appointments. As per Appendix-7 of the NCTE Regulations, 2014, specific faculty strength and designations are mandatory for one basic unit of the B P Ed course.
Although the University submitted a list of 15 faculty members signed by the Registrar, the NRC observed that the appointments were not in accordance with NCTE norms prescribed for B P Ed and M P Ed programmes.
In view of the deficiencies related to processing fee and non-compliance with faculty norms, the NRC finally decided to refuse recognition/permission to the University of Jammu for conducting B P Ed and M P Ed courses.
The decision, taken under Sections 14 and 15 (3)(b) of the NCTE Act, 1993, is unfortunately to dent image of the Jammu University, particularly in view of the fact that the same regulatory body has granted recognition to the Kashmir University for M P Ed course with an annual intake of 40 students from the academic session 2026-27.
Pertinent to mention that the fresh admissions to B P Ed and M P Ed programs in Jammu University are suspended since last year due to lack of affiliation from the regulatory body, which was repeatedly pointing out shortcomings in the university’s compliance with required norms. However, despite the passage of time, there were no visible efforts to rectify the issues, except filing appeals before the NCTE.
The suspension of the B P Ed and M P Ed programs severely affects the students’ prospects as these courses were vital pillars in the domain of professional teacher education at the University of Jammu with more than 90 percent placement records.
