SRINAGAR, June 14: Opposition National Conference today staged a walkout from Legislative Council against the alleged illegal appointments at Sub District Hospital (SDH) Bijbehara in South Kashmir’s Anantnag district.
The walkout by the NC was staged after party lawmaker Dr Bashir Ahmad Veeri raised the supplementary over alleged illegal appointments at SDH Bijbehara, the hometown of Chief Minister Mehbooba Mufti.
Veeri wanted reply from Minister for Health and Medical Education, Bali Bhagat, but Chairman Haji Anayat Ali directed him to sit down as he had already asked more than two supplementary questions. But the NC Lawmaker didn’t oblige Chairman’s direction and instead came into well.
The NC Lawmaker accused the Chairman of adopting ‘dictatorial approach’ and staged walkout along with other NC legislators including Dr Shehnaz Ganai, Ali Mohammad Dar and Sajad Kichloo. The members later returned.
Meanwhile, the Government in a written reply to a question of NC Lawmaker, Bashir Veeri, said the Audit and Inspection Department conducted inspection of Health Department of all the districts of the Kashmir Division during year 2012 and raised certain observations against 2274 employees, out of which 133 were found illegal appointees.
“Accordingly the Department constituted Divisional/ District level committees to scrutinize the case of these employees. The committee furnished their reports which were examined in the Department and 133 employees were found as illegal appointees,” said Health Minister Bali Bhagat.
He said so far as action taken against those who made these appointments is concerned, a Departmental enquiry was conducted in which 17 officers/ officials found involved in making illegal appointments.
“Out of which 8 are retired and the Department has directions to the Directorate of Health Services Kashmir for recovering the amount of loss caused to the State from the 8 accused retired officers/ officials as arrears of land Revenue Act,” said the Minister, adding that out of the remaining 9 officers/ officials, 1 official has died. “With regard to remaining, 8 in service officers/ officials, the departmental proposal with regard to action to be taken against these 8 in-service officers/ officials is under consideration,” said the Minister.
The Minister, however, added that the action against the eight accused retired officers/ officials has been stayed by the High Court of Jammu and Kashmir in SWP No. 867/ 2016 MP number 1/2016 titled Dr Mohammad Yousuf Mir and others V/s State and others.
