JAMMU, Apr 1: Finance Department has directed that Public Financial Management System (PFMS) and Budget, Estimation, Allocation and Monitoring System (BEAMS) portals should be monitored regularly by all the Finance and Planning Department officers on a weekly basis to ensure 100% utilization of Central funds (Capex and Revenue).
The direction has been passed by Principal Secretary to the Government, Finance Department after reviewing the monitoring mechanism and progress of Centrally Sponsored Schemes for their effective implementation.
The development expenditure is being monitored by Expenditure Division on monthly basis by compiling the monthly progress reports submitted by the District Development Commissioners and departments. However, these reports are being prepared without perusing BEAMS and PFMS portals, which is resulting in data gaps in reporting and mismatch of figures in monthly progress reports with these portals.

In order to improve monitoring and reporting mechanism, the Principal Secretary to the Government, Finance Department has directed that expenditure of BEAMS should be adopted for UT and District Sector and information of bills submitted to treasury should be shared separately. Moreover, it has been directed that monthly progress reports of Centrally Sponsored Schemes should include revenue expenditure also.
As far as improvements by Budget Division, the Principal Secretary has directed that date-wise and scheme-wise releases should be displayed on BEAMS and viewing access on works on BEAMS for respective departmental works should be provided to all Planning officers.
It was also revealed in the meeting that total availability of Central share during the financial year 2023-24 is about Rs 15,000 crore against which expenditure of Rs 11300 crore stand incurred and about Rs 3700 crore is available in State Nodal Agency balance.
It was highlighted that there is improvement in ranking of J&K amongst all the States/UTs in sharing of SLS-wise data on PFMS. However, there are eight schemes with less expenditure against funds released by the Government of India; 80 schemes with bank balances exceeding Rs one crore; 86 schemes in which interest deposited is less; 38 schemes in which funds transferred to SNA account after 30 days and there are 4 schemes having major (more than Rs 100 crore) deficit in transfer of money from treasury to SNA.
Taking note of this, Principal Secretary has directed that PFMS and BEAMS portals should be monitored regularly by all Finance and Planning Department officers on a weekly basis to ensure 100% utilization of Central funds (Capex and Revenue). Moreover, he has asked the Planning Officers to focus on completion of languishing projects and JKPCC/NABARD works approved from 2016-17 to 2018-19.
Laying stress on providing training to Planning Officers for monitoring Centrally Sponsored Schemes on PFMS portal, Principal Secretary Finance has directed that BEAMS should be improvised to plug the data gaps by designing new modules as suggested by Director Expenditure Division for ease of monitoring.
“NABARD works approved from 2016-17 to 2018-19 either be completed without further delay or exercise be initiated to close the projects which cannot be completed. Further, works which were allotted to JKPCC and are still ongoing need to be enlisted and balance cost worked out against the approved/revised cost and funds released to JKPCC and PW(R&B) so that the same is projected in Capex 2024-2025 for their time bound completion”, read the directions of Principal Secretary, Finance Department.
About annual exercise of 100% physical verification of completed works assigned to Regional Directors of Economics and Statistics DEOS, he has directed that Planning Officers should monitor the exercise on regular basis in order to check and verify the quality of the works executed.
Moreover, it has been directed that Nodal Officer, PFMS should communicate issues to Director Planning and Director Finance of respective departments for improving Centrally Sponsored Schemes performance of J&K at national level.
