JAMMU, Feb 14: The 3-day Disaster Management Mock Exercise on Earthquake (DMMEE) today concluded under the chairmanship of District Development Commissioner Ajeet Kumar Sahu, here this evening.
The DMMEE was organized by district administration, Jammu in collaboration with the National Disaster Management Authority (NDMA) and State Disaster Management Authority.
In the first 3-day DMMEE, a coordination conference was organised wherein all the District heads of different departments, District Police, Traffic Police, Jammu Municipal Corporation, Jammu Development Authority, NDRF, SDRF, CRPF, Indian Army, Indian Air Force, Indian Metrological Department and others participated.
In his address, Sahu exhorted upon all Government functionaries, representatives of the National Disaster Relief Force, private companies, NGOs and people in general to take part in the drill in the larger interest. He apprised the participants about the perception of the disaster and its managements and said the definition of disaster includes not only the events emanating from natural and man-made causes but even those events which are caused by accident or negligence.
From National Disaster Management Authority of India (NDMA), Maj Gen V.K.Dutta (Retd.) and Dr. Saxena sensitized the stakeholders of the District Disaster Management. A table-top exercise was conducted in which all the District heads of different departments shared their preparedness plans for disaster management and specialist from NDMA deliberated on the Incident Response System.
Day long deliberations were held on likely disaster vulnerability of District Jammu and its adjoining pockets. In the meeting, emergent deliberations were held for damage assessment, rescue and relief.
Gulshan Ground, Gandhi Nagar was setup as the staging area with Addl. Deputy Commissioner Jammu (Incident Commander) K.S.Parihar for launching the operation followed by the nomination of 5 Task Force Commanders for 5 Incident Site Locations vis. M.A.M College, Police Lines Quarters, Gandhi Nagar Hospital, Vishal Mega Mart, Vikas Bhawan, Railhead Complex. The 5 Incident Command Posts with Medical Posts were established at respective locations.
Each Task Force headed by the Task Force Commander (Sub-divisional Magistrate) comprising Dy. Commander and Commanders for NDRF, SDRF, District Police, CRPF, Red Cross, Civil Defence, Safety Engineer were launched along with the rescue operation equipment, machinery and medical aid along with ambulances. The mock search/ rescue operations were conducted on all the five (5) sites simulating the actual disaster. The Govt. Hospital, Gandhi Nagar and GMC Bakshi Nagar were activated for treatment to the likely injured as part of the mock exercise.
The Exercise was well coordinated through the wireless communication network presuming the failure of landline and mobile connectivity.
