Srinagar, May 26: Following the completion of training and registration of doctors, the Medico Legal Examination and Postmortem Report System (MedLeaPR) portal is now live across Jammu and Kashmir.
According to officials, the portal-aiming to promote transparency and streamline documentation-is operational in all hospitals, including Primary Health Centres (PHCs) and Community Health Centres (CHCs), ensuring medico-legal cases are processed and uploaded to the system, digitally and in a more secure form.
“The portal has gone live and is being used in all hospitals from April 7, following the completion of training and registration of nearly 6,000 doctors from J&K,” Dr. Azia Manzoor Bhat, Nodal Officer for the implementation of MedLeaPR, told ‘Excelsior’.
He added that medico-legal cases are also being received through the Crime and Criminal Tracking Network and Systems (CCTNS) from the police, and doctors handling the portal are responding via MedLeaPR.
Notably, the Health & Medical Education (H&ME) Department initiated the implementation process in June last year, beginning with the registration of doctors and their subsequent training.
While the portal went live across J&K on April 7, SKIMS Soura officially announced its implementation on May 14, directing doctors to ensure that all medico-legal cases are registered through the MedLeaPR portal with immediate effect.
SKIMS has instructed all Senior Residents (SRs) and Postgraduate students (PGs), particularly in the Department of Emergency Medicine, to upload all medico-legal cases directly to the portal without delay.
The institute noted that the Government has mandated continuous monitoring of the portal, and strict adherence is essential to avoid any lapses.
The Head of the Department of Emergency Medicine has also been directed to ensure full compliance from SRs and PGs.
According to officials, MedLeaPR is an innovative software developed by the National Informatics Centre (NIC) to facilitate the digitalization of Medico-Legal Reports (MLRs) and Postmortem Reports (PMRs).
The system provides secure access based on the roles and responsibilities of the respective doctors and health institutions.
It supports online reporting of MLRs and PMRs using five formats and allows the use of graphical and pictorial representations, image drawing, eSign, and integration with CCTNS. It also enables data sharing with investigating officers.
To facilitate the functioning of the digital reporting system, a dedicated Medico-Legal Manual for Jammu and Kashmir is also in place.
The manual establishes standardized procedures for medico-legal and postmortem examinations, outlining the responsibilities of all key parties involved-such as law enforcement agencies, healthcare providers, and legal authorities.
Officials stated that the MedLeaPR system addresses these problems by providing well-structured, legible, and easily accessible digital records.
