Ruling party legislator for prohibiting docs’ pvt practice
Bills on daily wagers’ regularisation, return of migrants also listed

JAMMU, Mar 11: Four MLAs including two belonging to National Conference have submitted private member’s bills in the Legislative Assembly seeking ban on liquor and alcoholic drinks in Jammu and Kashmir while another ruling party legislator has sought ban on private practice of the doctors.

A number of MLAs have sought regularisation of the daily wagers though the Government has already assured that a process to this effect could begin this year itself.
A total of 72 private member’s bills have been listed including those pending since the last Assembly session.
NC MLA and former Minister Ali Mohd Sagar has given a private member’ bill to impose complete ban on sale and consumption of liquor in the Union Territory of Jammu and Kashmir while his party colleague Ahsan Pardesi has sought prohibition on sale and use of alcoholic beverages in Lal Chowk constituency, which he represents in the Assembly.
AIP MLA Sheikh Khursheed Ahmad has too sought complete ban on sale, consumption, storage and transportation of liquor in the Kashmir Valley, in recognition of its social, religious and security sensitivities. Sheikh has also tabled another bill to provide for complete prohibition, of sale, purchase, manufacture, storage, carriage, distribution, advertisement and consumption of cigarettes, tobacco and tobacco-containing productions in Jammu and Kashmir.
PDP MLA and former MP Mir Mohammad Fayyaz has submitted a bill to prohibit advertisement, sale, purchase, consumption and manufacture of alcoholic drinks in Jammu and Kashmir.
Abdul Majeed Bhat (Larmi), another ruling party legislator has given a significant pill to provide for prohibition of private practice by the Government doctors in order to strengthen the public health delivery system, ensure fulltime availability of medical professionals in Government institutions, and for matters connected therewith or incidental thereto.
Veteran CPM MLA M Y Tarigami has submitted a bill to provide for regularization of services of casual and other workers working in various departments of the Government of Jammu and Kashmir and for the matters incidental thereto while PDP MLA Wahid ur Rehman Para’s bill seeks regularization of adhoc, daily wagers, need based and other temporary workers.
BJP MLA and former Minister Devinder Kumar Manyal’s bill also seeks regularisation and grant of permanent status to daily wagers, casual labourers and other similarly placed workers engaged in various departments of the Government since the year 1994; to ensure job security, parity in wages and social security benefits to such workers.
Independent MLA Shabir Ahmad Kullay has tabled a bill to provide for reservation of district cadre posts for permanent residents of concerned district in Jammu and Kashmir, to ensure equitable access to employment, promote local representation in public services and for matters connected.
Many legislators have given private member’s bills on Kashmiri migrants and proper management of the shrines.
PDP MLA Aga Syed Muntazir Mehdi has submitted a bill to provide for establishment of a statutory Re-integration Commission in J&K for safe, voluntary, dignified and sustainable return and reintegration of Kashmir migrants, particularly Kashmir Pandits; to facilitate reconciliation, social healing, cultural restoration and coexistence through institutional community-based and rights-oriented mechanisms.
NC MLA Arjun Singh Raju has submitted a bill to provide for better management, protection, administration and governance of Kashmiri Hindu Shrines and Religious Places in the Union Territory of Jammu and Kashmir and for matters connected therewith or incidental thereto.
Raju has also tabled a bill to provide for proper management, governance, development, administration and supervision of the Sarvadhar and Ghaladar shrines and their surrounding pilgrimage areas.
Another significant bill has been submitted by Sheikh Khursheed Ahmad seeking to make it obligatory for the public men and public servants to educate their children in the Government educational institutions.
BJP MLA Pawan Kumar Gupta, through a private member’s bill, has sought compassionate appointments to next of kin of deceased Government employees, security personnel and civilians affected by militancy or enemy action. Through another bill, he seeks to amend Jammu and Kashmir Excise Act.
Another BJP MLA RS Pathania has given bills seeking to further amend Jammu and Kashmir Public Services Guarantee Act and Jammu and Kashmir Panchayati Raj Act.
BJP MLA Balwant Singh Mankotia has given two significant bills seeking to provide vesting of ownership rights of evacuee property to the occupants and protections of temples and retrieval of illegally occupied land in the UT.
Two days have been reserved for the private member’s bills in the Assembly when the budget session resumes on March 27 over a month-long break.
