JAMMU, Dec 10: A delegation of Laghu Udyog Bharati (LUB) J&K led by Parveen Pargal, National Executive Committee member along with Dinesh Gupta, president LUB J&K, met Rajeev Ranjan, Secretary, Revenue & Labour Department, J&K.
The delegation comprised vice president, Ankit Gupta; general secretary, Aagam Jain; secretary (Finance) Ishant Gupta and Sushant Jain.
During the meeting, LUB J&K discussed Mission YUVA and the potential contribution of LUB in strengthening entrepreneurship and skill development across J&K.
The delegation highlighted opportunities for collaboration aimed at empowering youth through structured training programmes, mentorship initiatives, and stronger industry linkages to promote MSME growth and self-employment.
The concerns regarding the Change of Land Use (CLU) framework and the long-pending issue of delineation of Gair-Mumkin Khad, Darya, Nallah and similar land categories was also raised.
It was highlighted that despite Government Order, the delineation process has not been completed and only select parcels, primarily of government interest, have been demarcated, leading to a perceived pick-and-choose implementation.
Furthermore, the delegation highlighted the shortage of industrial land in Samba and Kathua, where waste land categories such as Khola and Jhaad are neither being transferred nor made eligible for CLU, creating a major bottleneck for private industrial development.
The delegation requested fast-track and transparent delineation, along with immediate permission for sale/transfer of smaller plots falling within residential areas, municipal limits and JDA-planned zones to ease public hardship and support industrial growth.
Secretary Rajeev Ranjan assured the delegation of the department’s commitment to addressing policy bottlenecks, improving transparency and enabling smoother processes for entrepreneurs and citizens alike.
