NEW DELHI: The proceedings of the Lok Sabha were washed out on Monday yet again as the House could not take up the No Confidence Motion against the Narendra Modi Government due to continuous uproarious scenes.
In the post noon, session taking up the No Confidence Motion moved by the Congress, TDP and YSR Congress Party and others, Speaker Sumitra Mahajan lamented at the continuous bedlam and told the slogan shouting AIADMK members who were in the Well, “if members from every state start making demands in such manner, the House cannot function”.
“I would not be able to do the headcount of MPs who are supporting the no trust motion,” she said and at one point of time even told the slogan shouting AIADMK Members – “you can also bring No Confidence Motion but this is not the way”.
Amid din, Parliamentary Affairs Minister Ananth Kumar squarely blamed the principal opposition Congress for the ruckus in the House and said the Government is “keenly waiting” for the debate on No Confidence motion. “The Modi Government has the fullest confidence of the people of this country and also the House,” he remarked even as Congress, Trinamool and Left members were seen raising objections to the remarks of the Parliamentary Affairs Minister.
Congress floor leader Mallikarjun Kharge said the opposition is very much ready for the debate on no trust motion and added: “We have many problems to debate like CBSE question paper leak and also the issues pertaining to SC-ST Prevention of Atrocities Act”.
Prompted by Home Minister Rajnath Singh, the Parliamentary Affairs Minister quickly responded to Mr Kharge’s remarks and informed the House that the government was committed to the protection of SC and STs and therefore in the light of the Supreme Court order, the government has “already filed a review petition”.
Earlier, the Speaker disallowed adjournment motions brought by some members including one from Sushmita Dev of Congress on CBSE question paper leak. Papers were laid amid din.
As members from TDP, YSR Congress Party, Left, NCP and Congress were up on their feet rendering support to the no trust motion, the Speaker said, “…..I cannot do the headcount in this situation and therefore I request all members to go back to their seats”.
But there was no let up in the pandemonium, the Speaker contended that she could not conduct business amid unruly scenes and adjourned the House for the day.
A No-Confidence Motion in the Lok Sabha can be accepted, only if there is support of at least 50 members.
Both the Houses of Parliament have failed to transact any major business since the beginning of the second part of the Budget session of Parliament on March 5.
