SRINAGAR, Dec 26 :- The Low Paid Employees Federation (LPEF) has issued a fervent appeal to the Jal Shakti Department, highlighting a long-standing grievance affecting its Class IV employees in Anantnag district. The Federation President, Javaid Ahmad Shah, alleged that the Department has failed to convene a Departmental Promotion Committee (DPC) for an extended period. The DPC is a mandatory procedural mechanism to assess employee eligibility and streamline promotions. Its continued absence has effectively frozen all promotional avenues for Class IV employees, who constitute the backbone of the Department’s field and support staff.
“This institutional delay is not just an administrative lapse; it is a grave injustice,” stated Shah. “We have numerous dedicated employees who have served the Department for decades. Due to the non-constitution of the DPC, many have retired without ever receiving a promotion in their entire service tenure, while a significant number are on the verge of retirement with the same bleak prospect.”
He said the stagnation has demoralized the workforce, adversely affected service delivery, and denied employees their rightful career progression and associated financial benefits. The situation has created a sense of disillusionment among employees who have remained in the same grade for 20 to 30 years.
District president Anantnag Low Paid Employees Federation Ab. Rashid Bhat has urged the higher authorities of the Jal Shakti Department, particularly the Chief Engineer of the concerned circle, to intervene immediately. He demanded immediate constitution of the Departmental Promotion Committee (DPC) for Class IV employees in Anantnag district, time-bound processing of all pending promotion cases, a systematic and regular schedule for future DPC meetings to prevent recurrence of such stagnation.
Shah warned agitation in case the Department failed to concede the genuine demands.
