JAMMU, Nov 12: Dismissal of Government employees for terror links by the Lieutenant Governor’s administration in Jammu and Kashmir has been vindicated with recruitment of one of the doctors sacked from SMHS Hospital Srinagar in November 2023, by Al-Falah University, Faridabad, Haryana, which is under radar following busting of pan-India terror module by medical professionals and others from Kashmir, Haryana and Uttar Pradesh etc.
Dr Nisar ul Hassan, posted in Medicines Department of the SMHS Hospital Srinagar, who was also functioning as president Doctors Association of Kashmir (DAK) then, was dismissed by the LG administration on November 21, 2023 along with three other officials for their terror links.

Nissar ul Hassan has been employed by the Al-Falah University, Faridabad, Haryana despite knowing very well that he was sacked by the Jammu and Kashmir administration for terror-links, the sources said.
The Al-Falah University has been raided by the security agencies after it was observed that some of the doctors who plotted pan-India terror attacks and had dumped large quantity of explosives and other material were posted there. The conspiracy of the terror attacks was also planned there.
The Kashmir-based politicians had raised hue and cry when the then Jammu and Kashmir administration had sacked Dr Nisar in 2023. However, the dismissal has been justified now when the doctor was found employed by the Al-Falah University and busting of pan-India terror network of medical professionals including those working in the same institution.
“This has also justified the decision to sack employees for terror links,” the sources said, adding that so far nearly 80 employees have been dismissed from the services and the process is ongoing notwithstanding opposition by the Kashmir-based parties.
Dr Muzammil Ganaie and Dr Shaheen Sayeed — both arrested as part of investigation into the “white-collar terror module” with links to Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind — were connected to Al Falah University. Dr Umar Nabi, who was driving the Hyundai i20 that exploded in Red Fort area on Monday evening, was an Assistant Professor at the university.
Maulvi Ishtiyaq, a preacher from Haryana who allegedly helped store explosives in his rented home near the university, was detained and brought to Srinagar early Wednesday.
He belongs to Mewat and would conduct religious sermons in the Al Falah campus, officials said.
It was from his rented home that police recovered more than 2,500 kg of ammonium nitrate, potassium chlorate and sulphur, they said.
The explosives were stored by Dr Ganaie and Dr Nabi.
“The finding has intensified scrutiny on Al-Falah University, which is already being investigated for its connections to the Delhi Red Fort blast module involving radicalized medical professionals,” the sources said.
They said Jammu and Kashmir Police (JKP) under the leadership of Lieutenant Governor Manoj Sinha has not only unraveled the pan-India terror network but four years before with crackdown on Faridabad-Srinagar terror module, the LG had started cleaning up the Government machinery from white-collar ecosystem of terrorism.
“He had taken firm stance against terrorism and its ecosystem. His zero-tolerance policy against terrorism in Jammu and Kashmir is characterized by a multi-pronged approach that combines aggressive anti-terror operations, dismantling of support networks, strict legal action against facilitators, and terminating employees including doctors from Government jobs,” the sources said.
They added that following zero-tolerance policy against terrorism, Sinha in his crackdown against terrorism has so far terminated services of more than 80 employees who were working for terror outfits and Pakistan ISI.
Dr. Nissar-ul-Hassan was one of them, who was terminated by Lieutenant Governor Manoj Sinha in November 2023.
“Since taking office in August 2020, Sinha has prioritized weakening terrorism’s infrastructure by targeting both active terrorists and their support networks, including Over Ground Workers (OGWs) and sympathizers embedded in the Government institutions.
“He has ensured aggressive counter-terrorism operations, with security forces neutralizing hundreds of terrorists in Jammu and Kashmir and termination of terror associates from the Government jobs under Article 311(2)(c) of the Indian Constitution. He has pledged to root out terrorism and their support structures, ensuring strict action against terrorists and their aides,” a senior official said.
Sources said the Lieutenant Governor had told the officials in 2021 that a terror associate or an OGW in the Government machinery is a potential time-bomb, which can be activated by the Pakistan and its terrorist-secessionist network at any given point of time to cause wide-spread violence and disturbance against the sovereignty and territorial integrity of India and they must be identified and terminated.
