Helpline Nos too report no such complaint

JAMMU, Apr 27: As many as 109 terrorists, 59 of them foreigners and rest locals, were killed during 2023 and 2024 but not a single case of innocents being harmed by police or security forces was reported during last about five years mainly because of Lieutenant Governor Manoj Sinha’s slogan ‘don’t touch the innocent, don’t spare the guilty’.
Sources told the Excelsior that 26 foreign and 28 local terrorists were eliminated in the Kashmir valley during 2024 while in the years 2023 and 2024, a total of 59 foreign and 50 local terrorists were neutralized.
However, despite killing of such large number of terrorists, not a single case of innocents being harmed by police or other security forces was reported. In fact, no case of harassment of civilians has been reported during last about five years, the sources said.
They pointed out that the Lieutenant Governor has made it very clear to security agencies `Begunaah Ko Chhedo Mat Aur Gunahgar Ko Chhodo Mat (don’t touch the innocent, don’t spare the guilty)’. And in view of this, there has been no complaint of innocents being harassed during anti-terror operations in Jammu and Kashmir, which is in contrast to record of previous Governments.

Sources said though the UT Government deputed five Cabinet Ministers to different States including Uttar Pradesh, Maharashtra in the aftermath of Pahalgam terror attack to ensure that Kashmiri people including the students studying there are not harassed, there was not even a single complaint of harassment registered on the Helpline Numbers notified by the Government including the Resident Commissioner New Delhi.
Details of calls received at Helpline numbers showed that the calls pertained to just apprehensions of safety and queries pertaining to different issues.
“No specific complaint of harassment to Kashmiri people especially students and businessmen in different States was reported,” the sources said, adding, in fact, entire country remained peaceful.
The Government data revealed that there has been decline in violence by 80 percent while local recruitment in terrorist cadre is almost zero in J&K.
Sources said the Lieutenant Governor has drawn a sharp line between innocent and guilty signaling a commitment to justice that avoids any harm to common people of Jammu and Kashmir.
“Sinha’s approach includes both punitive actions and calls for collective societal efforts to dismantle terror ecosystem and it is evident from the organic street protest against terrorists in the Valley,” the sources said, adding he has stressed the need to neutralize not only terrorists but also their support networks including sympathizers and moles within the administration.
He has also asked the security agencies to make common man a stakeholder in every decision on the ground and made it clear that every perpetrator and supporter of terrorism must pay the price.
Though three civilians from Rajouri were killed in Kashmir prior to appointment of Sinha as the LG of Jammu and Kashmir, he visited their houses after the inquiry report came that they were victim of fake encounter to inspire confidence and trust of the people.
After April 22 terror attack at Pahalgam, Sinha reiterated the Government’s commitment under Prime Minister Narendra Modi’s leadership to avenge killings and prevent recurrence of such incidents, aligning with Union Home Minister Amit Shah’s directive for strongest possible action against the perpetrators.
At the same time, he is also ensuring that no innocent individuals are inadvertently affected.
“Sinha’s anti-terror policy is clear and transparent—moral clarity with resolute action against perpetrator of humanity. His approach post Pahalgam massacre blends retribution with a vision for a terror-free prosperous Jammu and Kashmir,” the sources said.
They said the LG has always called upon the people of Jammu and Kashmir to join the fight against terrorism, emphasizing it as a collective effort to protect innocents and secure the region’s future.
They added that behind the LG’s appeal is a genuine desire to maintain public trust and avoid alienation of civilians, reinforcing that his actions are aimed at terrorists, not ordinary citizens.
