Cadre structure, recruitment, disqualification process notified

JAMMU, Dec 24: Lieutenant Governor Manoj Sinha-led administration has placed the draft Jammu and Kashmir Police (Subordinate) Service Recruitment Rules, 2025 in the public domain and invited objections and suggestions from stakeholders.

Once enacted, these rules will replace the amended Jammu and Kashmir, Police (Subordinate) Recruitment Rules 160.
As per an official notice issued by the Home Department, the draft rules have been uploaded on the department’s official website (https://home.jk.gov.in) and availed at the link (https://home.jk.gov.in/pdf/Draft%20Rules%202025%20.pdf) for public scrutiny before finalization.
Accordingly, the stakeholders have been asked to submit their objections or suggestions, if any, within 15 days from the date of publication of the notice, “failing which no representations will be considered.”
As per the draft order, the rules will be called the Jammu and Kashmir Police (Sub-Ordinate) Service Recruitment Rules, 2025, and will come into force from the date of their notification in the official gazette.
These rules will apply to all posts included in the Jammu and Kashmir Police (Sub-Ordinate) Service, said the draft rules.
The draft rules provided for the constitution of the Jammu and Kashmir Police (Sub-Ordinate) Service and state that the strength of the service and number of posts in each category will be determined by the Government from time to time.
Another feature of the draft is the clear classification of the Jammu and Kashmir Police (Subordinate) Service into six distinct cadres, including the General (Executive and Armed/IR), Telecommunication, Ministerial Executive, Stenography, Photography and Police Transport Workshop.
On recruitment, the draft rules clearly stated that appointments to the service will be made either by direct recruitment, by promotion, by in-service induction, or by a combination of direct recruitment and promotion, depending on the post.
While posts under direct recruitment shall be filled through the Jammu and Kashmir Service Selection Board, all posts to be filled by promotion shall be filled up through Departmental Promotion Committee (DPC), as prescribed in the Jammu and Kashmir Police Rules 1960 (amended from time to time) or other orders/notifications issued from time to time by the competent authority.
Further, it has been given out that the posts to be filled by in-service induction shall be filled up through the Departmental Boards to be constituted for the purpose by the Competent Authority and such induction shall be made in accordance with the notifications and orders in force.
“The Administrative Department and Police Headquarters shall respectively refer vacancies in the direct quota and promotion quota to the Jammu and Kashmir Service Selection Board and DPC, as the case may be,” stated the draft rules.
It has also been notified that candidates must satisfy the age limit, educational qualifications, physical standards and other conditions prescribed for the post.
The rules clarified that these conditions must be fulfilled on the cut-off date notified for recruitment.
“Relaxation in age or other requirements will be applicable only in accordance with Government rules and orders,” stated the draft rules.
Specifying the disqualifications, the draft rules stated that a person will be disqualified from appointment if he or she has been dismissed from service, convicted of an offence involving moral turpitude, or found unsuitable for police service due to conduct or antecedents.
The selection process has also been structured step by step.
The draft rules stated that depending on the nature of the post, selection may involve a written test, physical endurance and measurement tests, medical examination and verification of character and antecedents.
“Only candidates found fit at all stages will be considered for appointment,” said the draft rules.
Further, training has been made mandatory under the rules.
“Every person appointed to the service will be required to undergo prescribed training at a police training institution,” stated the draft rules.
“Successful completion of training is mandatory for confirmation, and failure to complete training satisfactorily may lead to termination of service,” added the draft rules.
The draft has further laid down the provisions regarding probation.
As per the rules, newly appointed members will remain on probation for the period specified in the rules.
During probation, their work, conduct and suitability will be assessed, and the probation period may be extended if required.
“Confirmation in service will be granted only after satisfactory completion of probation,” stated the draft rules.
It has also been stated that the seniority of members of the service will be determined in accordance with the rules prescribed, based on the order of merit in selection or the date of appointment or promotion, as applicable.
The rules further stated that members of the service will be governed by existing conduct, discipline and appeal rules.
Reservation and other concessions will be applicable as per Government policy in force, the rules stated, adding that matters not specifically covered under these rules will be governed by the general service rules applicable to Government employees.
