LAHDC holds meet to draft Annual Capex Budget

LEH, July 18: General Council Meeting (GCM) of Ladakh Autonomous Hill Development Council (LAHDC) to draft the Annual Capex Budget 2016-17 was held today, which was deferred on June 14 with an intention to bring certain changes in the functioning of GCM and to remodel the capex budget 2016-17.
For the first time GCM under 5th Hill Council was attended by opposition party MLAs, Nawang Rigzin Jora, MLA Leh and Deldan Namgial, MLA Nubra. Minister Cooperatives and Ladakh Affairs, Chhering Dorje was also present during the session.
CEC, LAHDC Dr Sonam Dawa commenced the session by informing the House about the additional increase made in annual allocation for 21 departments under 10 per cent step-up on the recommendation made by consultative committee comprising of ECs, Councillors and official planning experts.
Dr Dawa emphasized to explore horticulture and agriculture possibilities in Changthang considering the changing climatic pattern and ensured promotion of other fruits.
Dorjey Lakrook stressed on the need to promote and develop new trekking route and to submit a DPR to State Government, while Rigzin Jora during his short presence supported council’s decision on promoting organic farming in Leh district and suggested to send Chief Agriculture Officer along with some progressive farmers to Sikkim to gain experience and knowledge on organic farming. He also stressed on diverting funds under agriculture on research and farmers training to ensure advance agriculture promotion and suggested to consider needs and eco-climatic zone while making any kind of policy and project decisions. He gave full assurance to support and assist hill council at his level.
MLA Nubra requested DC and CEC to strongly pursue the case of tourist permit for foreigners to Thang and Tiakshi with concerned Union Ministry, while Opposition leader, Gurmet Dorjey expressed disappointment over the delay in holding the budget session considering the short working season of Ladakh and urged not to repeat it in future.
Some of the important points discussed include implementation of artificial insemination, completion of fish pond in Tangtse block, seeds availability for fish breeding in rivers that were washed away during floods, revive arts and culture, increase salaries of amchis, community health workers and NAC sweepers, provision of medical store within hospital premise, setting up of more PHC and MAC in remaining villages, ambulance and regular doctor facilities, stray dog management, foster care and permanent counselor at Nari Niketan and Bal Ashram, ensuring street light facilities and toilet facilities and to ease the process of compensation to damages caused to cattle by wild animals through wildlife office to mention some. The remaining departments will be discussed in tomorrow’s session.
