Only computerization of property registration done so far

JAMMU, Dec 17: The Union Territory of Ladakh has yet not made any major headway on the implementation of Digital India Land Records Modernization Programme (DILRMP) and against Rs 6.16 crore provided by the Government of India under the scheme, an amount of Rs 5.37 crore has remained unspent.

The National Land Record Modernization Programme (NLRMP) was approved by the Cabinet on 21.8.2008 as a Centrally Sponsored Scheme and later revamped under the Digital India initiative and renamed as Digital India Land Records Modernization Programme (DILRMP) and is being implemented as a Central Sector Scheme with effect from 1st April, 2016 with 100% funding by the Centre. The programme has been extended up to 2025-26.
The major components of DILRMP are computerization of land records, computerization of registration, survey/resurvey, creation of modern record rooms, training and capacity building, computerization of revenue court management system and integration of Aadhaar number with the land record database on voluntary basis.
The objectives of DILRMP are to develop a modern, comprehensive and transparent land record management system with the aim to develop an Integrated Land Information Management System which will inter alia improve real-time information on land; optimize use of land resources; benefit both landowners & prospectors; assist in policy and planning; reduce land disputes; check fraudulent/Benami transactions and obviate need of physical visits to Revenue/Registration offices.
As per the information furnished by Department of Land Resources of the Union Ministry of Rural Development to the Standing Committee on Rural Development and Panchayati Raj, Union Territory of Ladakh has yet not made any major progress on computerization of land records, digitization of cadastral maps, integration of cadastral maps with RoRs and integration of land records and property registration etc. Only computerization of property registration has been done 100% till date by the Union Territory.
About the financial progress, the Standing Committee has been informed that DILRMP is a demand driven scheme and funds are released to States/UTs on receipts of the proposals complete in all respects and subject to availability of funds. A total of Rs 6.16 crore has been released to the Ladakh Union Territory (Rs 3 crore in 2021-22 and Rs 3.16 in 2022-23) under the programme.
During 2023-24 and 2024-2025 financial years not even a single penny was released to the Union Territory as against total release of Rs 6.16 crore, an amount to the tune of Rs 5.37 crore remained unspent balance as on July 31, 2024. Against the funds released by the Union Ministry, only Rs 79 lakh were spent by the Union Territory.
The analysis of the figures provided by the Department of Land Resources of the Union Ministry of Rural Development reveals that full implementation of DILRMP in the Union Territory of Ladakh during 2025-26 (extended time-frame) is a daunting task for the administration and some strategy is required to be evolved to achieve the objectives of DILRMP.
It is pertinent to mention here that Ladakh Land Records Management Agency (LLaRMA) signed the Service Level Agreement (SLA) with M/s Monarch Surveyors and Engineering Consultants Pvt Ltd and Consol Geo Technologies Pvt. Ltd for executing the survey/resurvey of digitization of revenue records under the Digital India Land Records Modernization Program (DILRMP) only in the month of January last year.
About Watershed Development Component-Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) implementation in Ladakh UT, the Standing Committee has been informed that an amount of Rs 1.15 crore was lying balance in the bank account of State Nodal Agency as on October 17, 2024.
It is worthwhile to mention here that Integrated Watershed Management Programme (IWMP) was amalgamated as the Watershed Development Component of the Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY) in 2015-16.
The WDC-PMKSY is for development of rainfed and degraded areas. The activities being undertaken inter alia include ridge area treatment, drainage line treatment, soil and moisture conservation, spring shed development, rain water harvesting, nursery raising, afforestation, horticulture, pasture development, livelihoods for asset less persons etc.
