LEH, Feb 28: The Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, on Friday chaired a meeting of the Empowered Committee to review Recruitment Rules and other key administrative matters.
The committee discussed proposals from several departments and recommended various amendments to streamline recruitment processes and improve efficiency.
At the outset, the Administrative Secretary, General Administration Department (GAD), Michael Dsouza, presented the agenda and briefed the committee on major issues related to the School Education Department and the Police Department, along with proposals from other departments requiring approval.
Detailed discussions were held on a draft proposal concerning Information Technology in Ladakh, besides matters related to the Finance and Motor Vehicles Departments.
The committee also examined proposals from the School Education Department seeking creation and rationalisation of additional posts.
It discussed the bifurcation of Primary Teacher posts to improve administrative functioning and considered making the Central Teacher Eligibility Test qualification mandatory for recruitment to enhance the quality of education in government schools.
The panel further deliberated on amendments to the Social and Tribal Welfare (Subordinate) Services Recruitment Rules and reviewed proposals for harmonisation of Recruitment Rules under the General Administration Department. Matters related to the Horticulture and Agriculture Departments, including reallocation of posts, were also taken up.
Among other issues, the committee discussed reconciliation of the post of Draftsman under Command Area Development in the Agriculture Department.
It also examined proposed amendments to the Public Works (R&B) (Subordinate) Recruitment Rules to ensure clarity in service matters and better delivery of public services.
The Chief Secretary, Ashish Kundra, stressed the need for transparent, efficient and merit-based recruitment across all departments.
He directed Administrative Secretaries to submit revised proposals at the earliest after incorporating observations made during the meeting.
He said that all amendments must aim at strengthening institutional capacity and improving governance standards in the Union Territory.
Senior officers from various departments, including Commissioner Secretary, Dr L Franklin, Administrative Secretary GAD, Michael Dsouza, Administrative Secretary Tourism, Sanjit Rodrigues, Administrative Secretary Agriculture, Bhupesh Choudhary, Administrative Secretary, Social and Tribal Welfare, Shashanka Ala, DC Leh, Romil Singh Donk among others attended the meeting in person, while some officials joined virtually.
