LA Speaker finalizes members of financial, other key committees

JAMMU, May 28: Speaker, Legislative Assembly, Abdul Rahim Rather has finalized the members for three financial and various other key committees.
As per a notification issued by the Speaker, the members of the three financial committees, viz. Public Accounts Committee, Estimates Committee, and Committee on Public Undertakings, were finalized without holding elections by following consensus among all the political parties.

The notification said a decision to form three important committees was made during the Assembly sitting held on March 25, 2025, where motions were adopted for the formation of the Public Accounts Committee, Estimates Committee and Committee on Public Undertakings.
It further said that no political party filed nomination within the given timeframe, prompting the Assembly to follow the principle of proportional representation and bypass the election process.
“Additionally, Secretary Bilal Ahmad Bhat was appointed as Returning Officer, but the need for election was ruled out after parties agreed on the members,” the notification said.
“As such, Speaker Abdul Rahim Rather declared and finalized the names based on consensus, in accordance with the rules allowing relaxation in such situations,” it said.
The newly formed committees will serve for a one-year term ending March 31, 2026, the notification said.
As per the notification, the Public Accounts Committee would be headed by BJP MLA from Jammu North Sham Lal Sharma with veteran NC MLA Mubarak Gul, Congress MLA Tariq Hameed Karra, NC MLA Nazir Ahmed Khan (Gurezi), BJP MLA Balwant Singh Mankotia, NC MLAs Qaysar Jamshaid Lone, Altaf Ahmed Wani (Kaloo), Javid Hassan Baig, BJP MLA Devinder Kumar Manyal, NC MLA Sajad Shaheen and Independent legislator Muzaffar Iqbal Khan as members.
Similarly, the Estimates Committee would be headed by NC MLA Shamim Firdous with Congress’ GA Mir, NC’s Abdul Majid Larmi, Ghulam Mohi-ud-Din Mir, BJP’s Pawan Gupta, Prof Gharu Ram Bhagat, NC’s Ajaz Ahmed Jan, Shafi Ahmad Wani, BJP’s Chander Prakash Ganga, independent legislator Payare Lal Sharma, and NC’s Arjun Singh Raju as members.
Meanwhile, the Committee on Public Undertakings would be headed by veteran NC MLA Ali Mohammad Sagar with Saifullah Mir, Ali Mohammad Dar, BJP’s Baldev Raj Sharma, PDP’s Mir Mohammad Fayaz, BJP’s Shakti Raj Parihar, Ranbir Singh Pathania, NC’s Dr Bashir Ahmad Shah Veeri, Showkat Hussain Ganie, Saif Ud Din Bhat and Tanvir Sadiq, as members.
Another notification said the Committee on Subordinate Legislation would be headed by veteran NC MLA Justice (Retired) Hasnain Masoodi, with NC’s Reyaz Ahmad Khan, Hilal Akbar Lone, Independent legislator Shabir Ahmad Kullay, BJP’s Satish Kumar Sharma, Kuldeep Raj Dubey, Rajeev Kumar, INC’s Irfan Hafiz Lone and Independent legislator Dr Rameshwar Singh as members.
Likewise, the Committee on Privileges would be headed by senior NC MLA Nizam ud Din Bhat, with BJP’s Vikram Randhawa, NC’s Riyaz Ahmad Khan, Salman Sagar, Sheikh Ahsan Ahmed Pardesi, Javaid Riyaz, NC MLA Javaid Iqbal, BJP’s Dr Narinder Singh Raina and Dr Bharat Bhushan as members.
Another notification said the Committee of Petitions would be headed by NC MLA Pirzada Farooq Ahmed Shah, with MLAs Mushtaq Guroo, Salman Sagar, Waheed ur Rehman Para, Mian Mehar Ali, Vijay Kumar and Thakur Randhir Singh as members.
The Committee on Government Assurances would be headed by PC chief Sajad Gani Lone, with MLAs Choudhary Mohammad Akram, Javaid Ahmad Mirchal, Iftkar Ahmed, Hilal Akbar Lone, Mian Mehar Ali, Mohan Lal, Dr Sunil Bhardwaj and Shagun Parihar as Members.
Similarly, the Ethics Committee would be headed by veteran BJP MLA Surjeet Singh Slathia, with MLAs Javaid Iqbal, Sheikh Ahsan Ahmed Pardesi, Zafar Ali Khatana, Rafiq Ahmad Naik, Sajjad Shafi, Arvind Gupta, Daleep Singh, Surinder Kumar, Khursheed Ahmad Sheikh, and Mehraj Malik as members and the Committee on Environment would be headed by CPI(M) legislator and veteran leader Mohammad Yousuf Tarigami, with MLAs Peerzada Mohammad Syed, Rajiv Jasrotia, Dr Sajjad Shafi, Peerzada Feroze Ahmad, Zafar Ali Khatana, Khurshid Ahmed, Mushtaq Guroo, Irshad Rasool Kar, Yudhvir Sethi, and Darshan Kumar as members.
