Judicial Academy organises refresher course for ministerial staff, AOs

JAMMU, June 24: State Judicial Academy today organized one day refresher course for ministerial staff and administrative officers of High Court in order to acquaint them about the provisions of High Court Rules, Writ Proceedings Rules, LPA Rules, J&K Financial Code and Civil Service Rules.
The refresher course was conducted on the topics—“Ethics and conduct including behaviour with advocates, litigants, visitors, seniors, subordinates and colleagues and their functions and duties as ministerial official and administrative officers”; Drafting, official noting and letter writing; maintenance of files, judicial record and writing of status in files submitted to the court and follow up of directions of court etc.
The programme was organized under the guidance and patronage of Chief Patron of State Judicial Academy, Justice N Paul Vasanthakumar, Chief Justice, High Court of Jammu and Kashmir and Committee of Judges, State Judicial Academy (Justice Muzaffar Hussain Attar, Chairman and Justice Hasnain Masoodi, Member).
Resource persons for the programme were Ashok Kumar Koul, Registrar Vigilance, High Court of J&K, Sanjay Parihar, Registrar Judicial, High Court Jammu Wing, Dr Jyoti Sadhu, Research Officer, IMPA and J S Jasrotia, Retd Deputy Director, Social Welfare Department and Jagdish Raj Thakur, Faculty Member.
The programme was conducted by Pawan Dev Kotwal, Director, State Judicial Academy, who in his introductory remarks, deliberated on the need for such refresher programmes.
Sanjay Parihar, in his lecture, advised the ministerial staff to follow the set norms and principles like punctuality, discipline, honesty and good behaviour and told them that the High Court is an institution where an ordinary person comes with high hope for seeking justice as such they should display high standard of ethics.
He explained them exhaustively the rules and regulations governing the office procedure and enlightened them regarding ways and means which they can adopt while dealing with judicial files. He exhorted them to go through High Court Rules, Writ Proceedings Rules, LPA Rules and follow them strictly.
2nd Session was dealt by Dr Jyoti Sadhu, Research Officer. She enhanced skills of the ministerial staff and administrative officers in drafting, official noting and letter writings and gave them practical training on the subject by giving power point presentations.
In the 3rd session, Ashok Kumar Koul, Registrar Vigilance dealt with topic employees conduct and explained in detail the duties of Government servant.
4th sessions was dealt by Mr Jasrotia, who dealt with J&K Civil Services Regulations, Financial Code and J&K Civil Service (Classification, Control and Appeal) Rules.
Last session was dealt by Jagdish Raj Thakur who dealt with the topic maintenance of files, judicial record and writing of status in files submitted to the court and follow up of directions of court.
The others who were present on the occasion included Yahaya Firdous Ahanger, Sub-Judge presently posted in State Judicial Academy and Pankaj Kumar Gupta, Deputy Registrar, State Judicial Academy.
