JAMMU, Dec 22: A delegation of Jammu and Kashmir Teachers Forum, led by Mohammad Ashraf Sheikh, State President JKTF, today held a detailed meeting with the Education Minister Sakeena Masood Itoo at the Civil Secretariat, Jammu.
During the meeting, the delegation raised serious concerns regarding the imposition of the six-month Certificate Bridge Course for in-service teachers and demanded the immediate rollback of the orders issued by NCERT, NIOS, and the Directors of School Education, Jammu and Kashmir.
The JKTF leadership conveyed that as per the standing Recruitment Rules of Jammu & Kashmir, a teacher is duly considered “trained” upon acquiring a B Ed qualification, and that there exists no separate or distinct classification such as “Primary Teacher” in the J&K recruitment framework.
The delegation strongly objected to the practice of seeking No Objection Certificates (NOCs) from professionally qualified B Ed and D Ed teachers, asking them to declare themselves as “untrained” despite the fact that B Ed and D Ed are recognised teacher-training qualifications. The Forum termed this exercise factually incorrect, legally untenable, and grossly unjust, as it directly contradicts the recruitment rules and service conditions under which teachers were appointed.
The Forum further maintained that compelling teachers to negate their own qualifications creates administrative confusion, undermines the credibility of the recruitment system, and seriously affects the morale and job security of thousands of in-service teachers who have been rendering dedicated services for years.
The Education Minister gave a patient hearing to the delegation and assured that the Government is fully committed to providing a safe and secure working atmosphere to teachers and safeguarding their job security. She further assured that a meeting of all concerned Heads of Departments will be convened tomorrow to comprehensively examine the issue and arrive at an appropriate and just resolution.
The delegation comprised of Jamat Ali Aga (Vice President JKTF), Vice President Sandeep Kumar Bhat, General Secretary Mir Bashir Ahmad, Kirpal Singh – Press secretary JKTJAC, Vickee Pandita- Media Secretary JKTF, Aakash Bharti and other senior members.
