JAMMU, July 7: Bari Brahmana Industries Association has termed the J&K State Pollution Control Board (JKSPCB) as dictator instead of facilitator in issuing necessary certificates.
In spite of the services being covered under PSGA, hundreds of files are lying pending in the office of the PCB only to force the member units to grease palms of the concerned authorities for getting their files cleared, alleged BBIA during a meeting held under the chairmanship of Anil Suri.
To make the system more cumbersome, the office of the Chairman and Member Secretary always shift with Darbar move to Srinagar in the summer months resulting delay in the clearance of files of Jammu based industrial units as the most renewal cases are submitted in the month of March every year, the meet said, adding that inspite of request to the Chief Minister in the Industrial Advisory Committee to delegate the powers for Issuance of Consent to operate/renewal of Orange Category Units to the Regional Directors of Jammu/Kashmir, no action has been taken so far.
The BBIA further alleged that no guidelines have been issued by the Board for obtaining SMR reports from the Green category units whereas the report is being demanded by the Department from all the Green Category unit, duly certified by private agency approved by the department.
Listing some more grievances of the industrial units and demands like re-constitution of PCB, time bound clearance of files under PSGA, delegation of powers to regional Directors etc, the BBIA appealed the Chief Minister Omar Abdullah and Minister for Forest and Environment Mian Altaf Ahmad to personally intervene into the matter to resolve these issues on priority basis for providing relief to the Industrial sector.
