POONCH, Aug 1: The Jammu and Kashmir Sharnarthi Action Committee (JKSAC) unit of district Poonch strongly projected the burning issues of the displaced community from PoJK.
In a meeting of the executive members and prominent DPs held here today the views were expressed by the participants regarding the issues like implementation of order no 105 – JK (rev) of 16-08-2024 whereunder proprietary rights were granted to DPs over their allotted evacuee lands; assigning of PRO powers to Deputy PRO Jammu for smooth and effective implementation of the scheme which is time-bound and implementation of JPC on Home Affairs report No 183 dated 22-12-2014.
The participants expressed their resentment against the above said order and termed it as most illogical and anti-DPs who have never demanded any more proprietary rights as they are already enjoying the proprietary rights over their allotted evacuee and state lands vide section 3-A of Agrarian Reform Act 1976 and 254-C of 1965 from the last five decades. The participants appealed to the Lt. Governor, Manoj Sinha to withdraw the order as assured in the meeting held with him in the month of March 2025.
Addressing the meeting Tarlok Singh Tara (President unit Poonch) alongwith Capt. Ashok Sharma, Capt Naar Singh (Vice president), Mangat Ram, Dwarka Dass (Secy.) and Balwant Singh (Patron) strongly criticized the Govt for issuing the said order in haste and without conducting proper exercise thus blatantly ignoring the decade old DP’s problems with regard to restoration of possession over their allotted evacuee and state lands. He said that stipulated conditions of continuous recorded cultivation over the allotted lands and other such conditions has, in fact, infringed the rights already granted to DPs under section 3-A of Agrarian Reform Act 1976 and Govt. order no. 254-C of 1965.
He appealed to DPs not to fall in trap of Revenue Officials who are pursuing them to apply for the proprietary rights under the said order, rather they should collectively struggle for the withdrawal of this anti-DP order.
Mangat Ram Sharma expressed his resentment and strongly criticized the revenue administration for not posting any officer as PRO in place of the former Custodian-cum-PRO after his retirement in ending April 2025. He said that with his demitting the office after retirement and deliberate delay in making the posting of new incumbent as PRO by the revenue administration, the pace of the implementation of the relief scheme of Rs 5.5 lakhs, which is time bound has hampered badly and legitimate DP beneficiaries have been made to suffer.
