JAMMU, Nov 17: All Jammu and Kashmir Pensioners United Front has expressed resentment over the rejection of pension revision during 8th Central Pay Commission
Talking to media-persons here today, JKPUF leader Abdul Qayoom Wani, while representing the retired employees and senior citizens who have served the Government and society with dedication, expressed deep concern and disappointment over the non-inclusion of pensioners’ issues and revision of pension in the Terms of Reference (ToRs) issued for the 8th Central Pay Commission (vide Ministry of Finance Resolution dated November 3, 2025).
Elaborating on the issue Wani said pension is a statutory and committed liability of the Government, forming an essential part of the service conditions of every Government employee. It is a deferred portion of compensation earned during active service, calculated as 50% of the last pay drawn. The principle of parity between pay and pension has already been accepted by previous Central Pay Commissions, especially the 7th CPC, which recognized pension as a continuing and dynamic right linked to pay revision.
He said exclusion of pension revision from the ToRs of the 8th CPC defies both legal and moral logic, and undermines the social security framework envisaged for aged and retired citizens. And therefore, pension should be revised in the same manner and on the same basis as pay revision of serving employees whenever a Central Pay Commission is constituted. There should be a minimum 5 to 7 % % enhancement in pension every five years to mitigate the impact of inflation. Restoration of the commuted portion of pension should be granted after 12 years instead of the current 15 years.
Pensioners with disability or chronic illness should be provided enhanced medical allowances and access to healthcare facilities on par with serving employees.
Wani further said that omission of pension revision from the ToRs has caused widespread resentment among millions of pensioners across the country, including thousands in Jammu & Kashmir. Not considering pensioners’ welfare in the commission that decides the pay structure for serving employees creates inequality and discrimination, violating the principles of natural justice and fair treatment.
Previous Central Pay Commissions, without exception, have always included the revision of pension alongside pay revision. The current deviation sets an unfortunate precedent, Wani added.
JKLPUF has appealed the Prime Minister Modi and Finance Minister to review and amend the Terms of Reference of the 8th Central Pay Commission to include revision of pension of all existing pensioners.
